Background:

The UN Women Fiji Multi-Country Office (MCO) is based in Suva, Fiji and works alongside overย 30 other UN agencies in the region and 14 countries and territories across the Pacific Region. [1]Under its Strategic Note (SN) 2023 - 2027, UN Women Fiji MCO focuses on delivering on four interlinked programme areas underpinned by UN Womenโ€™s Strategic Plan 2022-2025 in line with international normative frameworks:ย 

Governance and Participation in Public Life. Womenโ€™s Economic Empowerment. Ending Violence against Women and Girls. Climate Action/Humanitarian Action and Resilience

Reporting to the Representative, UN Women Fiji MCO, the Country Programme Coordinator willย assist the Fiji MCO in taking responsibility for planning, implementing and managing UN Women interventions in Kiribati.ย 

The post has an impact on the overall effectiveness and success of UN Women interventions and activities in the assigned sectorial/thematic areas, which impact in turn on the overall effectiveness of the UN Women programme in the MCO.ย  By helping ensure effective design, planning, implementation, and M&E of programme/projects implement in the country and building networks and helping mobilize resources for UN Women interventions, the incumbent enhances the organizationโ€™s capacity and credibility in implementation of highly effective programmes with strong impact.

The Country Programme Coordinator works in close collaboration with the programme and operations team at the Fiji MCO in Suva, UN Women HQ staff, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio.ย

Key Functions and Accountabilities

Provision of top-quality advisory and programme development services.

In consultation and close coordination withย the Fijiย MCO, provision of top-quality advisory and programme development services. Analysis and research of the political, social and economic situation in the country related to the mandate of UN Women and preparation of substantive inputs to the UN Women programme planning in those areas. Monitoring and analysis of the programme environment, timely readjustment of programme interventions. Identification of areas for support and interventions based on the developments in the country. Design and formulation of country-based programme initiatives, translating UN Womenโ€™s priorities into local interventions. Provision of programme advisory support to the Office Management within the thematic area/portfolio assigned.

Assistย the Fijiย MCO in management of the Country Programme in Kiribati and day-to-day guidance to Programme Team.

Under the supervision by theย Fijiย MCO, management of the Country Programme in Kiribati and day-to-day guidance to the country-based Programme Team.ย  Under the guidance and oversight of the supervisor, exercise overall responsibility for planning, implementation, management, and coordination aspects of the programmes/projects implemented in country. Ensure effective application of RBM tools and monitoring achievement of results. Manage the portfolio of on-going programmes/projects through technical monitoring and administrative and financial supervision ensuring the proper application of a monitoring system to track progress on program results and indicators. Assist theย Fijiย MCO with programmes/projects appraisal and evaluation at country level according to results-based management requirements. Coordinate and supervise the activities of country-based programme staff, projects staff, experts and consultants working as part of the technical assistance team. Responsible for the timely preparation and quality control of all substantive technical reports, briefs and required documents. Ensure timely production and submission of all partial and/or progress reports by all members of the project team, contractors and project partners. Conduct field visits to supervise, coordinate and monitor field level activities of portfolio.

Inter-agencyย coordinationย support

Help ensure inter-agency coordination related activities at country level Take part in country level Comprehensive Country Assessment (CCA)/UNSDCF processes and similar exercises related to the RC system ensuring that gender concerns are clearly reflected and mainstreamed in process. Prepare substantive inputs to CCA/ UNSDCF and other documents thoroughly analyzing and researching the political, social and economic situation in the countryย  Prepare analytical and regular progress reports on UN Womenโ€™s programme experiences in support of UN women inter-agency coordination role.

Strategic partnerships and resource mobilizationย support

Support toย the Fijiย MCO to implement the Office partnerships and resources mobilization strategies to achieve programme outcomes within the country. Create and coordinate partnerships with the relevant UN Agencies, government institutions, bi-lateral and multi-lateral donors, private sector, civil society etc.ย  Determine programmatic areas of cooperation, based on strategic goals of UN Women, country needs and donorsโ€™ priorities.ย  Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for cost-sharing. Follow up on resource on mobilization activities for fund raising for new projects in coordination with the UN Women Representative.

Advocacy support andย knowledge building and managementย 

Support the establishment of advocacy networks at national level and linkages to international networks related to the country.ย  Proactively and substantively support and implement relevant, high-impact advocacy activities and campaigns with key partners.ย  Identify and synthesis best practices and lessons learnt from programme/project interventions in the countryย  Proactively contribute to knowledge networks and communities of practice.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the office and organization.

Supervisory / Managerial Responsibilities:

The Country Programme Coordinator will have a supervisory role for the programme/project staff based in Kiribati.

Functional Competencies:

Recruitment Qualifications:

Eucation and Certification:

Masterโ€™sย degree or equivalent in social sciences, human rights, gender/ womenโ€™s studies, international development, or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A project/programme management certification (such as PMPยฎ, PRINCE2ยฎ, or MSPยฎ) would be an added advantage.

Experience:

At least 5 years (with Masterโ€™s degree), or minimum of 7 years (with Bachelorโ€™s degree) ofย progressively responsible experience at the national and/or international level in design, planning, implementation, monitoring and evaluation of development projects is required. Experience in establishing inter-relationships among international organization and national governments is required. ยท Experience in leading a team is desirable. Experience in the in the field of gender and human rights of women is desirable.ย  Experience in administrative systems and UN system norms is desirable. Experience in country and/or region is desirable. Experience in working independently with minimal supervision. Experience leading and coaching staff is required. Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required. Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.

Language Requirements:

Fluency in written and spoken English is required. Fluency in written and spoken language of the duty station is an asset. Knowledge of Kiribati is desirable.
