Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In the Americas & Caribbean Region, UN Women has a Regional Office based in Panama City, 10 Country Offices, one Multi Country Office covering 22 islands and territories in the Caribbean based in Barbados, and programmatic presence in 9 countries throughout the region. In addition, the Regional Office provides support to the governments, civil society, and UN system as a nonresident agency in countries with no UN Women presence.

Under the overall guidance of the Regional Director and with supervision and working closely with the Special Assistant, the incumbent provides substantive, coordination and operational support to the Executive Office. The position contributes to strengthening strategic management, knowledge sharing, innovation, and partnerships in support of the Regional Officeโ€™s mandate. The incumbent will have a proven ability to work and act under pressure and with discretion in a sensitive and challenging environment. A core function of the role is to provide strategic analysis, secretariat to the established RO management mechanisms, synthesized information and actionable recommendations to inform the Regional Directorโ€™s decision-making. The role contributes directly to shaping the strategic direction of the Regional Office.ย 

Scope of Work:

ย Provide advice and support to strengthen internal communications Design and coordinate an integrated internal communications strategy for the Regional Office, strengthening timely, transparent and effective information flows between the Regional Director, senior leadership, regional teams and Country Offices; Coordinate the preparation, editorial management and dissemination of internal communications products, (including newsletters, corporate bulletins) in close coordination with Communications team. Prepare internal messages, brief notes and announcements on behalf of the Regional Director and Deputy Regional Director, in alignment with organizational priorities. Ensure strategic coordination and advisory support to the Regional Director in managing complex, sensitive or cross-cutting issues, ensuring timely synthesis of information and actionable recommendations to support decision-making. Support the coordination of the organization of agendas and act as a gatekeeping function for internal senior management and strategic meetings, ensuring issues are adequately consulted, focused on decision-making and addressed at the appropriate level. Serve as secretariat for internal mechanisms and meetings (Steering Committee, Technical committee, ACRO meeting and Town Hall), including preparation, documentation of decisions and action points, and the establishment of follow-up and accountability mechanisms for implementation. Periodically assess the effectiveness of internal communication, coordination and management mechanisms and propose improvements to strengthen governance, efficiency and decision-making. Ensure timely synthesis of information and actionable recommendations to facilitate rapid decision-making.

2. Provide strategic support to resource mobilization effortsย 

Identify, assess and monitor resource mobilization opportunities in collaboration with the Partnershipโ€™s team, including innovative and non-traditional funding sources for the Regional Office and Country Offices. Actively participate in the Regional Resource Mobilization Task Force, facilitating knowledge exchange and capturing lessons learned from across the region. Support the development and roll-out of a Regional Partnerships and Resource Mobilization Strategy, in close coordination with technical teams and Country Offices. Contribute to the preparation of high-quality concept notes, proposals, partnership pitches and donor communication materials. Ensure alignment and coordination across regional and country-level fundraising initiatives, promoting synergies and consistency with corporate priorities. Ensure alignment and coordination of fundraising initiatives with senior leadership missions and stakeholder engagement.

3. Support internal knowledge managementย 

Support the design, implementation and continuous refinement of the Regional Officeโ€™s Knowledge Management strategy, ensuring alignment with corporate standards and regional priorities; Maintain a repository of key presentations, reports and strategic information for efficient access and use by the senior leadership in the Regional and Country Offices; Support the development of analytical dashboards and reporting mechanisms to support evidence-based decision-making by senior leadership; Support the optimization of workflows for the preparation, review and quality assurance of documents requiring the Regional Directorโ€™s clearance, ensuring accuracy, consistency and adherence to corporate guidance; Keep records and ensuring action and follow-up when required in a timely and efficient manner and serving as minute-taker when requested.

Recruitment Qualifications:

Education:

An advanced university degree (master's or equivalent) in international relations, development, communications, public affairs, social sciences, public administration, business administration, or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

At least 2 years of progressively responsible experience at national and/or international levels, in knowledge management, strategic communications or organizational learning, stakeholder engagement, partnerships or resource mobilization preferably supporting senior leadership and high-level decision-making. Experience working in international organizations, preferably within the UN System, embassies or NGOs is required. Experience working in the Latin America and Caribbean region is an asset. Experience in the usage of computers and office software packages (MS Word, Excel, etc.), spreadsheet and database packages, experience in handling of web-based management systems is required. Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.

Lanuguage:

Fluency in English and Spanish is required Working knowledge of French or Portuguese is an advantage. Knowledge of another UN official language is an asset.
