Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men. Placing women's rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

To support the production and use of gender statistics across Asia and the Pacific, UN Women is implementing its flagship programme Making Every Woman and Girl Count (Women Count) across the region. Women Count aims to create a radical shift in how gender statistics are used, produced and promoted to inform policy and advocacy on gender equality. In Asia and the Pacific, the programme prioritizes three key areas of work, including the creation and use of environment statistics, womenโ€™s economic empowerment statistics, and statistics calculated from big data and non-conventional data sources. The consultant will support the implementation of Women Count activities pertaining to environment statistics.ย 

In particular, the consultant is expected to support, in consultation with the members of the Collaborative on Citizen data and other relevant stakeholders, the development of a proposal on how gender-environment issues could be measured in communities with high representation of Indigenous Peoples with the active participation of such communities in the design of data collection tools and processes. Because different population groups interact with the environment differently, exploring the specific contributions of Indigenous Peoples to the environment, and vice-versa, can shed light on inequalities in access to and use of resources, and on their contributions towards environmental conservation and degradation.ย 

To date, UN Women supports numerous countries with the design and implementation of national surveys on gender and the environment. Although these surveys capture a wide range of environmental issues, including some around traditional knowledge and natural resource management, countries and territories with large representation of Indigenous Peoples may require specialized instruments and data collection processes to fully capture these interactions. To enhance existing data on gender and the environment, and ensure it responds to the needs of Indigenous Peoples, UN Women is working with the Collaborative on Citizen Data to gather insights from civil society, citizens and other experts.ย 

To propose options that may enable countries to design and implement data collection on gender and the environment that is representative of Indigenous Peoples, UN Women and the Collaborative plan to convene a brainstorming group, bringing together experts from different backgrounds. Through a series of consultations, the experts are expected to agree on a set of suggestions for improving the measurement of gender and the environment amongst Indigenous Peoples.ย 

In connection to the above, the consultant (who will report to the Regional Gender Statistics Specialist) is expected to deliver the following outputs:

To facilitate the collection of official statistics on gender, the environment and Indigenous Peoples, the consultant is expected to put together a background note with different possible proposals to advance this work, to contribute to expert meetings regularly, and to draft a short set of guidelines that can support the advancement of this workstream in the future.ย 

Activity 1: Draft a background note including a number of options that could be followed for the implementation of the work on measuring gender and the environment among Indigenous Peoples

1.1 Conduct research and a literature review of existing practices to measure gender and the environment among Indigenous Peoples

1.2 Consult with the Collaborative on Citizen Data, and its Working Group on Gender and Citizen Data, to determine possible options to be followed to advance this work.

1.3 Conduct additional consultations with key stakeholders, including UN Women staff in different offices, National Statistics Offices, Indigenous Peopleโ€™s representatives and communities, Civil society organizations working on gender, environment and indigenous rights, and other human rights institutes or organizations, to gather additional information on possible options.ย 

1.4 Draft a background note including multiple options that could help advance the measurement of gender and the environment among Indigenous Peoples. The note should include clear, actionable next steps for UN Women and the Collaborative. This note is expected to guide both the technical design and the implementation process for gender-environment data gathering among Indigenous Peoples.ย 

1.5 Summarize into a brief the process and results of consultations conducted, participants engaged and topics covered, including a short reflection on how consultation insights informed the background note.

Activity 2: Conceptualize and prepare technical materials for the brainstorming group on measuring gender and the environment among Indigenous Peoples

1.6 Provide technical inputs to the establishment of the brainstorming group.ย 

1.7 Draft background documents, presentations and other materials to facilitate group meetings.

1.8 Support with the compilation of existing experiences, practices and suggestions by members of the Collaborative and related stakeholders, and prepare a short summary note of existing practices.ย 

1.9 Actively join and contribute to established groupโ€™s meetings and webinars as requested.

1.10 Draft short (1 page) summaries of key discussions and decisions made during meetings of the Working Group.ย 

Activity 3: Draft a set of recommendations that could guide further work in refining measures and processes for measuring gender and the environment among Indigenous Peoples

3.1 Building on activities 1 and 2, draft a technical note with a set of recommendations to support the collection of data on gender and the environment among Indigenous Peoples. These may include survey questions, guidance on survey operations, or suggestions of other additional instruments that can be used for this purpose.ย

Required Qualifications:

Education and Certification:

Masterโ€™s Degree in statistics, mathematics, economics, social sciences, demography, development studies or related fields. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

A minimum 7 years of work experience designing surveys and supporting their implementation, in line with international statistical standards. Experience designing data collection instruments for capturing issues around the environment and Indigenous Peoples is required. Expert knowledge on gender, environment and Indigenous Peoples is desirable, with field experience working with Indigenous Peoples highly valuable. Experience in guiding and contributing to expert groups and working groups is desirable.

Languages:

Fluency in English is required. Exceptional communication, diplomacy and writing skills in English are required.
