OVERVIEW OF THE FUNCTIONS OF THE POST

Background

The Transitional Education Plan (TEP) 2025-2027 for Sudan provides an overarching strategic framework to sustain learning for vulnerable school-aged children and youth affected by crises, fostering continuity of education in unstable environments while building the resilience and capacity of education stakeholders. Developed under the UNESCO's Chairmanship of the Local Education Group (LEG), the TEP addresses compounded challenges and aims to maintain education services throughout and beyond the multifaceted crisis, helping to stabilize the system and mitigate education losses, while creating a strong foundation for long-term sector development. The TEP is structured around three pillars or policy priorities, each designed to address critical needs in an education system affected by the compounded crisis and expected to contribute to the achievement of TEP鈥檚 overarching goal. These pillars are:

Pillar 1: Increase safe and inclusive access to and retention in education among crisis-affected vulnerable children and youth. Pillar 2: Improve the quality and relevance of teaching and learning in crisis context with focus on Literacy, Numeracy and Life Skills. Pillar 3: Strengthen the education system capacity, governance and coordination for crisis-resilient service delivery.

The TEP Implementation Manager will play a crucial role in ensuring the effective execution of the plan by focusing on quality assurance, regular monitoring, learning, and reporting across all programmatic areas.

Key Responsibilities

Under the overall authority of the Head of UNESCO Office in Sudan and the direct supervision of the National Professional Officer (NPO) Education, the TEP Implementation Manager will be responsible for:

Quality Assurance: Establish quality assurance guidelines and standards for all TEP programs and activities across all three pillars. Conduct regular reviews and assessments of TEP implementation to ensure adherence to established standards and guidelines. Provide technical guidance and support to implementing partners to enhance the quality of education interventions under the TEP based on established standards and guidelines. Identify and contribute to addressing bottlenecks and challenges impacting the quality of TEP delivery Regular Monitoring: Contribute to the updates of the TEP M&E system. Track progress in TEP鈥檚 programs and activities Conduct field visits to monitor program activities, identify the best practices to inform the LEG about TEP. Contribute to the TEP Review, planned events implementation.

Learning and Knowledge Management:

Contribute to the design and implementation of tools to regular learning review to document lessons learned from TEP. Facilitate regular learning reviews and workshops to document lessons learned from TEP implementation. Promote and disseminate knowledge sharing among LEG stakeholders and main counterparts. Contribute to identifying successful approaches and innovative practices for replication in TEP implementation.

Long Description

Reporting: Contribute to timely and high-quality progress reports on TEP implementation for internal and external stakeholders, including donors and partners. Ensure that own reporting is evidence-based, utilizing data collected through the monitoring system. Contribute to the development of annual TEP performance reports and other relevant communication materials. Liaise with the LEG Coordinator, TEP consultants, LEG working groups and other relevant bodies for integrated reporting.

Long Description

Coordination and Partnerships: Support coordination efforts with relevant stakeholders involved in TEP implementation. Work closely with the relevant stakeholders and other education entities involved in TEP implementation to ensure alignment and ownership of TEP activities. Collaborate with development partners, and humanitarian actors to enhance synergy and avoid duplication of efforts. Represent UNESCO in relevant technical working groups and coordination meetings related to TEP implementation when required by NPO Education or HQ in Port Sudan office.

REQUIRED QUALIFICATIONS

Education

Advanced university degree (Master鈥檚 or equivalent) in Education, Social Sciences, Development Studies, Monitoring and Evaluation or a related field.

Work Experience

Minimum of 4 years of relevant professional experience in education program management, monitoring and evaluation, or a related area, preferably in a humanitarian or development context. Demonstrated experience in implementing large-scale education programs, ideally in conflict-affected or fragile settings. Familiarity with the Sudanese education landscape and experience working with national and international stakeholders in Sudan is highly desirable.

Languages

Excellent knowledge of English (oral and written). Knowledge of Arabic is a strong asset.
