Introduction

The ILO-Japan Achieving reduction of child labour in support of education: Programme to reduce the worst forms of child labour in agriculture (hereinafter referred to as โ€œthe Programmeโ€) is an ILO programme aiming to reduce child labour in agriculture and education with a particular focus on the Worst Forms of Child Labour in South East Asia, funded by the Japanese Government. The Programme aims at eliminating child labour in two countries โ€“ Myanmar and the Philippines. The Programme also aims at targeting hazardous sectors, where child labour is found. The Programme is managed by a Chief Technical Adviser (CTA) based in ILOโ€™s Regional Office for Asia and Pacific in Bangkok, Thailand. In each country, a National Programme Coordinator implements the country component of the programme together with project partners and constituents. The projectโ€™s overarching goal is the reduction of the worst forms of child labour in the agricultural/rural communities in selected zones. In order to reach this ultimate goal, the project interventions in Myanmar and the Philippines are designed to broadly cover: (i) child labour reduction through improvements in the education services and opportunities; (ii) economic empowerment and social mobilization of farming communities; and (iii) improvement of the regulatory framework and institutional development for the elimination of child labour. In both countries, emphasis will be on children in the post-conflict/conflict zones (in agriculture and rural communities), as child labour is prevalent in these environments and circumstances.

In Myanmar, in response to the devastating March 2025 earthquake in Sagaing and Mandalay Regions, the project will expand its scope to address both conflict- and disaster-related vulnerabilities. This includes supporting decent work recovery, preventing forced and child labour, and reinforcing community-based mechanisms that protect rights and foster long-term resilience. In addition. The interventions in Myanmar also include targeted post-disaster responses that integrate child protection, community resilience, and decent work interventions.

The Training and M&E Officer will monitor delivery of the projectโ€™s outputs and progress towards achievement of projectโ€™s objectives at the national level and be responsible for delivering the training, evaluation and learning activities of the project.

Reporting lines

The Training and M&E Officer will be based at LO Yangon and will report to the National Project Coordinator of the project in Myanmar. He/she will receive regular guidance and technical supervision from the projectโ€™s Technical Specialists based in Decent Work Technical Team (DWT) Bangkok and the Regional Evaluation Officer in the ILOโ€™s Regional Office Bangkok.

The Training and M&E Officer will work under the administrative supervision of the LO Yangon and will work in close collaboration with other ILO staff members in LO Yangon and the ILO/Japan Programme Team in Bangkok.

Description of Duties

Main duties and responsibilities

Be responsible for the technical and administrative implementation of training and research activities of the project. Design, promote and deliver the modular training programme and arrange and supervise the consultants to develop the training contents for the project. Be responsible for timely and proper delivery of training and research activities Review, work plans, monitor the progress and expected outcomes of Project activities and report monthly. Assist in the programming and control of resources of the project, prepare budget estimates and expenditure forecasts by analysing and monitoring situation of resources as compared to planned activities and making recommendations for remedial action. Identify problems, propose solutions and actions. Update the project Monitoring, Evaluation and Learning (MEAL) frameworks in real time and maintain computerized files in the Common Drive. Develop the MEAL sections of the semi-annual and annual donor report for the project. Monitor the projectโ€™s impact on achieving gender equality and womenโ€™s empowerment and develop an analysis. Propose changes in line with the recommendations in the midterm evaluation report. Monitor impact of training through follow up with participants. Develop and use tools to monitor the impact of the materials produced by the project. Provide support to constituents in terms of Monitoring and Evaluation. Prepare and organise logistics for the end of project evaluation. Develop tailorโ€“made training curriculum in response to the identified participant training needs ensuring that the curriculum reflects the current situation concerning the practice of child and forced labour in Myanmar and appropriate response. Reinforce the collaboration with local CBOs and NGOs by exchanging experiences and develop appropriate skill training modules. Coordinating the logistics for the running of trainings and workshops. Identifying appropriate workshop/training participant mixes. Assist in skills training across projects in the Liaison Office and ensure synergy, consistency and stand ready to report beneficiariesโ€™ results. Based on ILOโ€™s survey and assessment report, identify training needs and gaps for ILO entry. Track media coverage of events for the purpose of analysing changes in discourse and progress towards expected outcomes, Track relevant policy developments nationally and regionally. Map significant actors and projects in child and forced labour field in Myanmar. Ensure proper archiving of key project documents including beneficiary lists. Assist in information management related works required by the team. Perform other duties as may be assigned by the Supervisor.

Required qualifications

Education

First level university degree in economics, public policies, development studies or a relevant field.

Experience

At least one year of professional experience at the national level in the area of project management, delivering the training, implementation, monitoring and evaluation. Proven experience in working effectively with all levels of stakeholders and with development partners would be an asset.

Technical requirements: Good knowledge of issues related to child Labour, experience on skill development training and monitoring and evaluation theories and practice. Knowledge of the policy making process.

Languages

Excellent knowledge of Myanmar and a good knowledge of English.
