Background
On 28 March 2025, a devastating 7.7 magnitude earthquake struck central Myanmar, resulting in significant loss of life, widespread infrastructure damage, and a deepening humanitarian crisis. In response, UNDP launched the Earthquake Response โ Community Led Recovery and Reconstruction Project, aiming to support affected communities in restoring services, rebuilding livelihoods, and strengthening resilience through inclusive, locally driven recovery efforts.

Duties and Responsibilities
The Training and Capacity Building Analyst will have technical reporting to PM and liaise with project teams. The TCBA will work overall guidance under PM and directly report PM.
The Training and Capacity Building Analyst (TCBA) is responsible for ensuring that required competencies of personnel under Earthquake Response โ Community Led Recovery and Reconstruction Project, are built and enhanced through effective training and capability building activities. ย Working in collaboration with the Project Manager (PM), the TCBA shall lead in developing and enhancing the framework, guidelines, and tools for implementing and conducting training/capability building activities, coordinate with staff and units within the Earthquake Response โ Community Led Recovery and Reconstruction Project, lead the conduct of initiated training and capacity building activities, and provide guidance and technical assistance to the Project team on all training and capacity building-related concerns.ย ย ย ย
Capacity Building and Training Implementation
Support the rapid implementation of project activities by identifying training needs. Collaborate with the PM to prepare an annual capacity-building and training work plan based on the overall project teamโs Capacity Building and Training Plan. Develop and enhance standards for designing, implementing, managing, monitoring, and evaluating training programs and activities. Design, develop modules, and implement capability-building programs in alignment with the projectโs Capacity Building and Training Plan, in coordination with the PM. ย Conduct pilot Training of Trainers (TOT) sessions under PM guidance. Collaborate with operations and program teams to achieve desired outputs and results.Administrative and Logistics Support
Coordinate technical, budgetary, procurement, administrative, and logistical support for training programs and activities of the Project Management Unit. Ensure efficient and timely preparation for all training activities.Monitoring and Evaluation of Capacity Building Activities
Monitor the implementation of the Capacity Building and Training Plan, ensuring adherence to established standards. Assist in the delivery of training inputs in collaboration with UNDP Field Offices.Data Management and Reporting Design, maintain, and update a database of: ย
Training and capacity-building technical assistance (TA) providers at national and state/cluster levels. Training activities and related information (e.g., i.e. participants, content, duration, pre and post evaluation results, costs) ย Use the database to support analysis, operational planning, implementation, decision-making, and updates to training plans and strategies. Prepare periodic (monthly, quarterly, and annual) and on-demand progress reports on training program implementation for submission to the PMU, UNDP management, and development partners. ย Provide feedback to implementation teams and ensure regular reporting to project management, maintaining close communication on operational issues.Perform additional tasks within the functional profile as required to ensure the efficient functioning of the Office and the Organization.

Education:
Advanced university degree (masterโs degree or equivalent) in Management, Development Planning, Social Sciences, or other relevant field of study is required, or A first-level university degree (Bachelorยดs degree) in the areas mentioned above in combination with additional 2 years of qualifying experience, will be given due consideration in lieu of Masterยดs degree.Experience:
Applicants with a Masterโs degree (or equivalent) in a relevant field of study are not required to have professional work experience. Applicants with a Bachelorโs degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in training and capacity building, in community-based development programs or projects. ย Good command of office information technology and software suites (Microsoft Office) ย Have strong knowledge/background of local context in respective state/ region will have an advantage. Experience in the facilitation of consultations, workshops, and training which include local communities. Experience in working on community-led rural infrastructure and livelihood-related programming. Experience working with International Organizations and UN. Working experiences in states and regions covered by the Earthquake Response โ Community Led Recovery and Reconstruction Project.ย
Required languages:
Fluency in English and Burmese is required. Knowledge of a different ethnic language will be an added advantage.ย
