Result of ServiceThe goal of this job function is to coordinate and support trade-related market systems interventions, contributing to the successful delivery of the Trade for Jobs Uganda initiative. Duties and ResponsibilitiesBACKGROUND: Trade for Jobs Uganda is a five-year initiative (2025โ2030) co-led by the International Labour Organization (ILO) and the International Trade Centre (ITC), with funding from the Swedish International Development Cooperation Agency (Sida). Using a market systems approach, the project leverages trade as a driver for decent job creation and income generation for women and men living in poverty in Uganda, by strengthening two high-potential sectors: dairy and tourism. The project will build toward national objectives and priorities on developing the production, productivity and value addition of both sectors, as outlined in the National Development Plan (NDP) IV (2025/26-2029/30). It intends to do this for the project beneficiaries โ women and men living in poverty, through: โข Strengthening regional and global trade of dairy products and tourism services, with a focus on micro enterprises and SMEs. โข Supporting private sector development for micro, small, and medium enterprises (MSMEs), including through value addition, diversification, enhancing competitiveness, and improving the business environment. โข Engaging with Swedish companies to leverage their expertise, services, products and private investment potential. The project will adopt a market systems approach as it is an approach that focuses on delivering long-term sustainable impact at scale. The approach is analysis-focused, partner driven, and driven by evidence-based adaptation. RESPONSIBILITIES: Under the direct supervision of the ITC Trade for Jobs Uganda Project Manager and in close coordination with the Trade for Jobs Uganda Deputy Team Lead, the Advisor will perform the following duties: โข In collaboration with the project team and with support from ILO and ITC specialists, support the design of market systems development interventions focused on increasing trade in the dairy and tourism sectors by addressing trade barriers.. โข Support the project team, coordinate the planning, implementation, and monitoring of interventions in partnership with the private and public sector. โข Collaborate closely with team members to ensure alignment, synergy and efficient workload management through all project interventions. โข Contribute to the development, guidance and coordination of systemic interventions that can strengthen trade-related measures in the dairy and tourism sectors such that can support more or better jobs, business growth and trade. โข Serve as a key project focal point and contact for project-relevant ministries. Contribute to the provision of technical guidance on all trade-themed and sector coordination interventions. โข Contribute to the establishment of the Steering Committee and assist in organizing and attending its meetings. โข Support the project team to strengthen private and public sector coordination in the project sectors. โข Support the monitoring and evaluation team in developing and regularly updating the Monitoring and Results Measurement (MRM) system, relative to the trade themed interventions. โข Contribute to project reporting and presentations by providing updates on the progress, results, and challenges of project activities for project management, donors, and stakeholders. โข Facilitate the organisation of workshops, trainings and events; support the adaptation of existing ILO training materials to align with the local context and objectives of the project. โข Keep abreast of developments in the systemic approach and the MSD methodology and strengthen understanding of labour standards and decent work policies โข Perform any other duties as requested. Qualifications/special skillsEDUCATION: An advanced degree (Masters or equivalent) in trade, international trade, commerce, business administration, business, economics, international development, or any other relevant field. A first level degree in the specified fields of studies with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. EXPERIENCE: A minimum of two years of experience in project/programme management, or related area is required. Experience in trade related technical assistance or related field. Experience in international trade. Experience working with private, public or development sectors. Experience working with trade support institutions desirable. Experience working on export promotion desirable. COMPETENCIES: ITC core values: Professionalism, Integrity, Respect for Diversity.
