This consultancy is in UNEPโ€™s Climate Change Division, Mitigation Branch, Climate Change Mitigation Unit, and will be home based. UNEPโ€™s Climate Change Division works with a portfolio of Global Environment Facility (GEF) medium-size and full-size climate change mitigation projects in Latin America and the Caribbean. The projects, which are in different stages of development (design, implementation, closure), are executed by different partners (Ministries, NGOs, etc.) throughout the region. The Climate Change Division, in its role as implementing agency, provides oversight and ensures adherence to GEF guidelines. The objective of the project is: โ€ข E-mobility Chile: Accelerate and scale-up the adoption of low-carbon electric vehicles in Chilean regions. The project requires a consultant to undertake a Terminal Review and will report to the GEF Climate Mitigation Office, UNEP. (S)He will be responsible for the Terminal Review, and shall report to Task Manager for Latin America and the Caribbean for GEF mitigation projects. In coordination with the Task manager and the LAC mitigation team, (s)he will deliver timely the outputs as described in the overall Terms of Reference of the review. (S)He will lead the Terminal Review design, data collection and analysis, and report-writing. More specifically: Undertake the inception phase of the review, including: 1. Conduct project desk review and collect information from the projectโ€™s teams 2. Draft the reconstructed Theory of Change of the project 3. Prepare the Terminal Review framework 4. Develop the desk review and interview protocols 5. Draft the survey protocols 5. Plan the Terminal Review schedule 6. Prepare the inception report for review to be approved by the GEF Climate Mitigation Unit Coordination of the data collection and analysis phase of the Terminal Review, including: 1. Conduct further desk review and in-depth interviews with the projectโ€™s implementing and executing agency, the projectโ€™s partners and stakeholders of the project 2. Information collection, surveys, data analysis 3. Regularly report back to the GEF Climate Mitigation Unit on progress. Coordination of the reporting phase, including: 1. Prepare a presentation on the preliminary findings 2. Draft the Main Terminal Review report ensuring it is consistent with guidelines provided both in substance and style 3. Liaise with the UNEP GEF Climate Mitigation Unit on comments received and ensure that comments are taken into account during finalization of the Main Terminal Review report, and approved 4. Prepare Response to Comments annexes for the main report listing those comments not accepted and indicating the reason for their rejection. Managing internal and external relations of the review team, including: 1. Maintain a positive relationship with stakeholders, ensuring that the project review process is as participatory as possible but at the same time maintains its independence. 2. Communicate in a timely manner with the UNEP GEF Climate Mitigation Office on any issues requiring attention and intervention. Qualifications/special skillsAcademic: โ€ข A Masters degree in energy, environmental sciences, engineering, international development or related area is required. โ€ข A first-level degree with an additional two years of qualifying experience may be accepted in lieu of an advanced university degree; โ€ข Minimum of 5 years of experience in developing, assessing, evaluating or managing projects in the field of climate change, renewable energy, environment or development is required โ€ข Experience in drafting project proposals and assessing project documents, including concepts, progress reports, work plans, and financial documents (budgets and expenditure reports) is required; โ€ข Experience working with GEF or UNEP projects, specifically on project evaluation is desirable; โ€ข Experience working on energy efficiency and transport decarbonization technologies and industry projects is desirable; โ€ข Experience in working for multilateral or bilateral funding entities in the field of climate change, renewable energy environment or development is desirable; โ€ข Experience in working with LAC projects is desirable; Languagesโ€ข English and French are the working languages of the United Nations Secretariat.
