Project Description:
Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project funded by the US Government and the US Presidentโs Emergency Plan for AIDS Relief (PEPFAR), that provides strategic technical assistance and direct service delivery to achieve HIV epidemic control among all at-risk populations; strengthen global health security (GHS), including outbreak response; improve maternal and child health (MCH), address malaria; and promote health systems strengthening (HSS) including supply chain management.
Position Summary:
The Technical Specialist โ Global Health Security will support the planning, implementation, and monitoring of GHS activities under the EpiC Bangladesh project. S/he will assist in building the capacity of local and national systems to prevent, detect, and respond to public health threats, with a focus on outbreak prevention, including Risk Communication and Community Engagement , One Health integration, and community preparedness. The role will involve working closely with the Ministry of Health and Family Welfare (MoHFW), One Health Secretariat, and other government, civil society, and development partners to implement risk mitigation strategies and strengthen outbreak response mechanisms.
Key Responsibilities:
Program Implementation and Technical Support and Stakeholder Engagement:
- Provide technical support to the development and implementation of GHS-related interventions aligned with national and EpiC priorities.
- Support the operationalization of risk communication, infection prevention and control (IPC), and community preparedness frameworks during health emergencies.
- Contribute to institutional capacity building in outbreak preparedness, response planning, and multi-sectoral coordination using the One Health approach.
- Assist in the design and implementation of community-based surveillance, early warning, and rapid response systems.
- Support the organization of trainings for healthcare workers, veterinarians, local government staff, and environmental health professionals in GHS, RCCE, IPC, and outbreak management.
- Facilitate joint training and simulation exercises between the human, animal, and environmental health sectors at national and district levels.
- Assist in strengthening institutional frameworks, including SOPs and emergency preparedness plans for government, NGOs, and civil society actors.
- Promote cross-sectoral collaboration through coordination with relevant ministries and One Health stakeholders.
- Support local partner work plan development and provide ongoing monitoring of activity progress against the workplan throughout the life of project;
- Coordinate program planning, design, review and the monitoring of project activities with the assigned local partners;
- Coordinate and monitor local partner subrecipient activities and progress against agreed-upon deliverables, subaward terms and conditions and targets and take corrective action where needed;
- Contribute to the development of program reports and success stories;
Community Engagement and Feedback:
- Contributes to the establishment of functional community feedback and communication mechanisms in health zones.
- Ensure that RCCE activities and messaging are adapted based on community feedback and behavioral data to enhance outbreak response.
- Promote participation of community leaders and influencers to increase local ownership of health emergency preparedness and response initiatives.
Monitoring, Evaluation, and Learning:
- Support collection, analysis, and reporting of GHS indicators, including RCCE effectiveness, institutional readiness, and training outcomes.
- Contribute to timely documentation of progress, lessons learned, and best practices in outbreak preparedness and GHS strengthening.
- Work with the MEL team to ensure integration of GHS indicators in the overall project M&E framework.
- Assist in ensuring that all RCCE/GHS activities meet USG and EpiC quality and performance standards.
Qualifications and Experience:
- Masterโs degree in Public Health, Epidemiology, Health Systems, Veterinary Science, Environmental Health, or related field.
- Minimum 5 years of relevant experience in global health security, outbreak response, RCCE, or health systems strengthening.
- Demonstrated experience in implementing One Health or multi-sectoral preparedness approaches.
- Strong understanding of public health threats in Bangladesh, including zoonotic, vector-borne, and waterborne diseases.
- Experience working with government agencies like MoHFW and development partners.
- Excellent coordination, facilitation, and communication skills.
- Strong writing skills in English and Bangla; proficiency in report writing and presentation development.
- Familiarity with USG and/or The Presidentโs Emergency Plan for AIDS Relief -funded programs is preferred.
