OBJECTIVE OF THE OFFICE
PAHO Country Offices are responsible for ensuring that PAHO country program of technical cooperation and its country presence provides adequate support to the national health development process and enables the country/ies to shape the subregional, regional and global health agendas. The PAHO Country Office is the basic organizational unit for technical cooperation within the country/ies, drawing on PAHO resources from all levels and all parts of the Organization.
The incumbent will provide technical cooperation on Information Systems, Health Intelligence and Digital Health, with primary responsibility to supporting the implementation of the Organization ฬs initiatives for digital transformation and Information Systems for Health (IS4H), data management and analysis, knowledge management and knowledge translation activities in Brazil. The role involves supporting the country in implementation the regional-level vision, providing technical guidance for digital transformation, health tools, establishment of data platforms, integration of metadata, knowledge management initiatives and the use of evidence to improve decision making. Expertise in digital health and health information systems management is essential.
DESCRIPTION OF DUTIES
Under the technical guidance of the PAHO Representative and the direct supervision of the Advisor, Health Emergencies, the incumbent is responsible for, but not necessarily limited to the following:
1.ย ย ย Provide technical support in collaboration with the Advisor towards the development and implementation of plans and strategies relating to digital transformation of the health system in alignment with Regional Initiatives on Digital health
2.ย ย ย Support policies, with the oversight of the Advisor, that position the health sector to comprehensively understand and address the diverse needs and challenges of individuals, communities, service providers and health authorities taking into account its unique characteristics
3.ย ย ย Support, the promotion and expansion of digital public goods within and outside of Brazil, under the guidance of the Advisor
4.ย ย ย Support policies of digital inclusion, to enable appropriate access, digital skills, usability and navigability aspects in the development of technological solutions
5.ย ย ย Provide Technical support and collaboration for the development and implementation of the country ฬs Information Systems for Health and Digital Transformation of the Health Sector
6.ย ย ย Support the review of legal instruments with the oversight of the Advisor, related to the health sector to ensure protection of human rights
7.ย ย ย Work in multisectoral and interdisciplinary networks, alongside the Advisor, to support the design and adoption of artificial intelligence solutions that promote equity, gender, and cultural diversity approaches with safe, reliable and open algorithms
8.ย ย ย Provide technical support for the adoption of regulatory instruments and guidelines for protecting sensitive health data, ensuring compliance with international security standards for patient โ centered information systems, with oversight from the Advisor
9.ย ย ย Support the development of a public health architecture framework within the government's digital agenda, articulating key governance aspects and optimizing strategic planning and resource management, with guidance from the Advisor
10. Collaborate with all technical areas at the Country Office, under the guidance of the Advisor to drive digital transformation in the health sector advancing integrated information systems that effectively monitor health outcomes, service delivery & resource (human, financial and technological) utilization
11. Provide technical and policy support for Digital Health, information technologies and data management; working under the guidance of the Advisor to provide support on project development and program activities that operationalize and ensure accessibility of tools and platforms aligned with organizational mandates and policies
12. Provide technical support, in collaboration with the Advisor, to enable coordination between the different technical areas of PAHO/WHO, ensuring the technical follow-up and effective coordination of the implementation of the Terms of Cooperation under the responsibility of the UT-EEI
13. Identify opportunities to expand PAHOโs technical cooperation nationally and in the region via diverse modalities, harnessing national expertise and initiatives (e.g. PAHO/WHO collaborating centres) under the guidance of the Advisor
14. Support the development, implementation, monitoring and evaluation of Special Projects and Terms of Cooperation (TC) -and its corresponding Terms of Adjustment (TA)-, with the Ministry of Health, other Ministries and federal agencies/institutions, States and Municipalities, and with implementing partners, under the technical oversight of the Advisor, including, but not limited, to preparation and maintenance of all documents and progress/final reports for the projects/TC/TA
15. Contribute to the organizationโs representation in technical support following indications from the area coordinator and/or the PWR, to ensure proper negotiation, implementation and M&E of projects/TCs/TAs
16. Collaborate with other teams and projects within the CO to provide integrated technical cooperation aligned with the Country Cooperation Strategy, under the guidance of the Advisor
17. Support the development, implementation, monitoring and reporting of the Representationโs Biennial Work Plan (BWP), under the Advisorโs guidance and contribute to resource mobilization efforts, (financial and non-financial); including assisting national and subregional authorities in the preparation of project proposals and plans to bilateral and multilateral donors
18. Promote horizontal, south-south and/or triangular cooperation for health development and innovation for strategic advancement of the areas of responsibility, alongside the Advisor, through exchange of resources, technology, experience and knowledge; including the promotion and use of WHO Collaborating Centers (WCC) and the identification of potential new WCC in Brazil
19. Provide technical support, in collaboration with the Advisor, on knowledge management for areas of work assigned, using all the available means for the dissemination of relevant scientific and technical information, sharing of successful practices and results achieved within the scope of technical cooperation, while contributing to position PAHOโs technical leadership in health and preserving the institutional memoryย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย

REQUIRED QUALIFICATIONS
Education:
Essential: A bachelorโs degree in health sciences or information technology from a recognized university.
Desirable: A masterโs degree in a health-related field or an area related to Information Technology in the health field, with a focus on innovation, digital technologies and public policies, which contributes to the integrated understanding of the challenges and solutions in the field of digital health.ย

Experience:
Essential: 5 years experience in the development of innovation & digital transformation strategies in health, with a focus on building collaborative agendas, producing evidence and institutional articulation. Experience with supporting the implementation ofย digital projects in public/private and innovation contexts, especially in the field of digital health. Desirable: Experience working with telehealth solutions for health priorities of the SUS.

Technical Expertise:
Experience in formulating and monitoring strategic digital health initiatives. Work on inter-institutional coordination actions and technical support to strengthen digital capabilities.
Experience in imaging, prototyping and validation processes of digital solutions focused on health, especially in the context of innovation centers. Work with digital health technologies in conjunction with multidisciplinary teams, focusing on usability, technical feasibility and adherence to the needs of the health system.
Ability to analyze Information and Communication Technologies (ICTs) in health, focusing on evaluating their applicability, accessibility and impact on health services. Ability to develop and plan innovative solutions that promote integration, efficiency and equity in the use of digital resources, considering local and regional contexts.

Strong inter-personal skills, diplomacy, and tact to effectively communicate with health officials in public and private sector and civil society, multiple stakeholders, and professionals from diverse cultural backgrounds.

ย Languages:
Very good knowledge of Portuguese, with a working knowledge of English. Knowledge of Spanish and/or French would be an asset.
ย IT Skills:
Demonstrated ability to understand new and evolving IT & digital health solutions, as well as new Business Intelligence and Artificial Intelligence tools and models. Other IT skills and knowledge of IT applications such as Power BI, Office 365, OneDrive, PowerPoint, SharePoint and Word and virtual conference and collaborative tools such as Zoom, Skype for business, Teams, Slido, etc.
