Project Description:
Meeting Targets and Maintaining Epidemic Control (EpiC), a global project funded by the U.S. Presidentโs Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID), that provides strategic technical assistance and direct service delivery to achieve HIV epidemic control among all at-risk populations; strengthen global health security (GHS), including outbreak response; expand tuberculosis detection and treatment (TB), improve maternal and child health (MCH), address malaria; and promote health systems strengthening (HSS) including supply chain management.
In Haiti, EpiC will work to restart and deliver critical lifesaving activities to contain the spread of new HIV infections and sustain lifesaving support to PLHIV, including prevention services/PrEP for pregnant and breastfeeding women, the prevention of mother to child transmission of HIV, HIV case identification, HIV care and treatment, TB/HIV, the management of advanced HIV disease, and health information management. All activities will be closely coordinated with the National AIDS Control Program (PNLS), the National Public Health Laboratory (LNSP) and the department level health directorates.
Job Summary:
FHI 360 is seeking applications for the position of Technical Officer, Community HIV Treatment, North, for EpiC Haiti Project, based in Cap Haitien. The EpiC Community HIV Treatment Officer will provide technical support and oversight to the implementation of the Haiti EpiC Project for community HIV treatment and adherence activities. The primary responsibility of the Community HIV Treatment Officer is to ensure successful implementation of the community HIV treatment elements of the EpiC work plan and achievement of the projectโs targets and goals. The EpiC Community HIV Treatment Officer provides technical oversight and assistance in the following areas:
HIV lifesaving care and treatment among adults, youth and children living with HIV to accelerate achievement of the second and third 95, with a priority focus on restarting HIV treatment for those experiencing interruption in treatment (IIT).
Advanced HIV disease (AHD) and other co-morbidities among adults and youth living with HIV
HIV prevention, including PrEP, for pregnant and breast-feeding women and their partners, PMTCT and Early Infant Diagnosis (EID).
HIV case detection among adults, youth and children to accelerate achievement of the first 95.
Health management systems, commodity management and planning for program transition.
He/she will ensure that community HIV treatment and adherence efforts are evidence-based, community-driven and will contribute to the deliverables in the EpiC implementation plan. This position is critical for the development of quality and evidence-based approaches for HIV, TB and STI services, with a focus on HIV treatment initiation and continuity of treatment activities. This position will report to the Community HIV Treatment Advisor who will have oversight of all community treatment technical components of the work plan.

Accountabilities:Supports the development, implementation and oversight of community HIV treatment activities in the annual EpiC work plans.
Collaborates with sub-partners and the Ministry of Public Health & Population (MSPP) at the departmental level to design, implement and monitor community HIV treatment and adherence support models including, but not limited to , drug distribution points (DDPs), MMD, early refills, home delivery, other differentiated service delivery (DSD) models, PLHIV support groups, peer navigation and digital/online strategies to support continuity of HIV treatment.
Works with health facilities, the MSPP and community organizations to support MMD, SDART, DSD, case detection, PMTCT and EID at the facility and community level by providing technical assistance.
Provides technical and programmatic support around HIV treatment, continuity of treatment and adherence, viral load and AHD activities for PLHIV at the community level. Provides technical and programmatic expertise around community level activities to support HIV prevention (including PrEP) for pregnant and breastfeeding women, PMTCT, EID and case detection.
Works with the MSPP to ensure quality of HIV treatment services for PLHIV, PMTCT, EID and monitoring of HIV exposed infants.
Supports high quality standard operating procedures for community HIV treatment contextualized to the Haiti environment.
Supports the production of timely and accurate technical reports to FHI 360 and USAID as required.
Contributes to the achievement of high-quality results in accordance with the targets identified in the work plan and Performance Monitoring and Evaluation Plan.
Contributes to program quality according to FHI 360 standards including quality assurance and quality improvement initiatives.
Contributes to work plan activities; ensures appropriate levels of technical assistance in program operations; coordinates partner efforts in program implementation including assisting in the provision of technical assistance to each grant partner for the provision of high-quality services; ensures appropriate program monitoring and reporting.
Contributes to the development of Scopes of Work (SOW), memorandums of understanding (MOUs), technical management of activities for consultants and local institutions partnering with EpiC to ensure that activity timeframes and budgets are met, and products are reviewed and finalized.
Uses designated platform to generate lists of IIT patients, verify synchronization of IIT patient information, index testing data.
Applied Knowledge & Skills:
Knowledge of health and development programs in Haiti including familiarity with the Haiti public health sector, national health information management system (HMIS) and national protocols, guidelines and standards for HIV service provision.
Skilled in working with health facilities, community partners and PLHIV associations to plan and implement clinical and community HIV treatment programs.
Demonstrates competency and skills in coaching, monitoring and supervising the work other relevant staff among regional sub-partners and the community-based personnel.
Successful experience in technical capacity building and supervision of sub-partners, especially those working with PLHIV.
Report writing, analytical and communication skills, including oral presentation skills.
Ability to manage and complete numerous tasks with a high degree of organization and limited resources.
Ability to meet deadlines with strong attention to consistency, detail, and quality.
Sensitivity to cultural differences and understanding of the political and ethical issues surrounding public health issues in Haiti
Proficiency with database management software and on-line search tools required.
Articulate, professional and able to communicate in a clear, positive manner with clients and staff.
Excellent organizational and analytical skills.
Demonstrated proficiency with using Microsoft Office Suite required.
Ability to analyze and interpret data, identify errors, and prepare reports.
Ability to solve problems and implement corrective action as needed.
Fluency in French and Haitian Creole. Advanced English preferred.
Education:
Bachelorโs degree or its international equivalent in public health, community outreach nursing, medical laboratory sciences or other relevant disciplines
Experience:
At least 4 yearsโ work experience or an equivalent combination of relevant education and/or experience sufficient to successfully perform the key responsibilities of the job.
Relevant experience in HIV care and treatment services, case detection, AHD, PMTCT and/or EID.
Relevant experience supporting or implementing community HIV treatment and adherence support models in Haiti, including drug distribution points (DDPs), MMD, home delivery, other differentiated service delivery (DSD) models, support groups, peer navigation and digital/online strategies to support continuity of HIV treatment
Previous experience working with USAID or PEPFAR supported programs and experience working in an international NGO or government agency environment desirable.
Other Requirements:
Ability to travel within the 4 departments of the northern region (North, North-East, North-West, and Artibonite), nationally, and internationally if needed.
Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
Ability to sit and stand for extended periods of time.
Ability to lift/move up to 5 lbs.
The position will be based in Cap-Haitien, Haiti and work out of the FHI 360 Country office.
