Job Summary:

The Technical Director, HIV & TB will provide technical leadership and oversee the design and implementation of all life-saving HIV/TB technical strategies and interventions for the EpiC project in Uganda, working closely with the MOH and district local government teams, implementing partners, healthcare facility teams, faith-based medical bureaus, and the United States Government Department of State team in Uganda. S/he will establish and continually refine technical frameworks, approaches, tools, and activities for the EpiC project in Uganda. S/he will identify related partnership needs and engage qualified partners to ensure technical performance. S/he will monitor all technical aspects of a project from initiation through delivery and ensure completion of project technical deliverables on schedule and within budget constraints. The Technical Director will select, develop and evaluate technical personnel to ensure technical objectives are met. S/he will contributes project experience and learning to global thought leadership initiatives in HIV/TB.

Accountabilities:

  • Serves as the technical lead for EpiC HIV/TB activities in Uganda.

  • Provides technical leadership in HIV/TB care and treatment at the facility and community level, related health systems inputs for human resources for health, laboratory services, community health service delivery, and strategic information and management information systems.

  • Leads efforts to engage and co-create with key stakeholders (Ministry of Health, implementing partners, and faith medical bureaus, among others) to design and implement innovative interventions and sub-grants to ensure continued delivery of life-saving HIV/TB care treatment services, and smooth transition of key functions of the sub-grants to respective governing structures for sustainability.

  • Monitors and ensures that the EpiC HIV/TB project meets the milestones and targets set in the project work plan, and that all program activities are conducted in close coordination with the Government of Uganda (GoU) and faith medical bureau structures are in alignment with GoU standards, protocols and policies; and United States Government policies and priorities.

  • Liaise with counterparts within the Ugandan health system and GoU structures at national and regional levels to ensure quality service delivery in the seven regions.

  • Provide or oversee technical capacity strengthening of project subrecipients for effective delivery of quality and sustainable life-saving interventions.

  • Ensures high quality technical deliverablesโ€”including workplans and annual reportsโ€”are developed, submitted and approved on schedule and within budget parameters, in collaboration with the Project Director and FHI 360 home office.

  • Provides direction to ensure technical activities are compliant with donor requirements, GoU regulations and FHI 360โ€™s organizationโ€™s policies and procedures.

  • Responds to donor and GoU requests and questions on technical matters and ensures timely drafts and submissions.

  • Works closely with strategic information lead to monitor and evaluate EpiC HIV/TB activities and contributes to the finalization and submission of performance monitoring plans (PMPs).

  • Promotes project success by collecting, writing, and distributing success stories, case studies with best practices and lessons learned, photos, and outreach at events.

  • Attends informative events in Uganda, such as technical working groups, to network and share and learn information that could be valuable to project success.

  • Supervises and manages a team of technical experts including technical advisors.

  • Guides managers, and staff with training and developing process improvement initiatives to ensure compliance with company and government standards.

  • Supports performance management and professional development of direct reports, including ongoing feedback, coaching and career support.

  • Engages in writing publications and may contribute to developing proposals for complementary projects.

  • Performs other duties as assigned.
