To support the Government of Tuvalu in reviewing and updating the National Labour Migration Policy (2015) that aligns with parallel policy and legislation development and reform processes, as we as international standards and best practices. The review and development of new/updated Labour Migration Policy, as well as a corresponding Action Plan as an Annex, will contribute to promoting well-managed labour mobility governance, both incoming and outgoing, that fosters the socio-economic benefits of migration and climate resilience for individuals and communities in Tuvalu.

The review and update of the National Labour Migration Policy and Action Plan will be guided by the Tuvalu Labour Department; therefore, the consultant(s)/ the consultancy firm is expected to work closely with DOL Tuvalu and IOM, as well as other key government departments and local stakeholders.

The selected consultant(s)/ consultancy firm is required to participate in both online and in-person (in Tuvalu) data collection, consultations, and meetings throughout the assignment, as necessary. Specifically, the selected consultant(s) will undertake the following tasks:

1) Rapid mapping and review of Tuvaluโ€™s relevant policies, legislation, strategies, and frameworks to prepare an inception report

Appointment will be subject to certification that the candidate is medically fit for appointment, verification of residency, visa, and authorizations by the concerned Government, where applicable. IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work. IOM has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the United Nations and IOM, including sexual exploitation and abuse, sexual harassment, abuse of authority and discrimination based on gender, nationality, age, race, sexual orientation, religious or ethnic background or disabilities.
