Title : Technical Advisor โ Maternal, Newborn and Child Health
Report To : Project Director, EpiC

Project Description:
Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project funded by the US Government and the US Presidentโs Emergency Plan for AIDS Relief (PEPFAR), that provides strategic technical assistance and direct service delivery to achieve HIV epidemic control among all at-risk populations; strengthen global health security (GHS), including outbreak response; improve maternal and child health (MCH), address malaria; and promote health systems strengthening (HSS) including supply chain management.
Position Summary:
The Technical Advisor โ MNCH will serve as the primary technical expert for all maternal, newborn, and child health (MNCH) activities under the U.S. Department of State -funded EpiC project in Bangladesh. The role involves providing strategic direction, technical leadership, and capacity-building support to ensure the effective delivery and integration of MNCH services, particularly during public health emergencies. The Advisor will ensure MNCH efforts align with national priorities, U.S. Department of State technical standards, and contribute to epidemic preparedness and response with a strong focus on high-risk populations such as pregnant women and children.
Key Responsibilities:
- Provide overall technical leadership for MCH components of the project, ensuring interventions are aligned with the latest global evidence, national guidelines, and project objectives.
Lead the development and adaptation of technical strategies, tools, guidelines, and standard operating procedures for maternal and child health services.
- Ensure MNCH components are effectively integrated with emergency response and health system strengthening activities, including antenatal/postnatal care, skilled facility deliveries, newborn resuscitation, and nutrition counseling.
- Support the design and dissemination of culturally sensitive, evidence-based messages that promote protective health behaviors and service utilization for mothers and children.
- Collaborate with government ministries (Ministry of Health and Family Welfare , Directorate General of Health Services ), civil society, and local stakeholders to strengthen policies, protocols, and SOPs for MNCH during outbreaks.
- Provide technical inputs into the development of national and sub-national MCH strategies, policies, and tools, as needed.
- Facilitate the development and implementation of capacity-building activities for frontline health workers on MNCH, risk communication, infection prevention, and newborn care.
- Monitor the quality of MCH program implementation through field visits, data reviews, and feedback mechanisms.
- Support the development and implementation of quality improvement initiatives in maternal and child health service delivery.
- Collaborate with the M&E team to define MCH-related indicators, track performance, and analyze routine and survey data to inform program improvement.
- Support regular program reviews, donor reports, and presentations with accurate and timely technical content.
- Ensure data-driven decision-making by promoting routine use of community feedback, service statistics, and behavioral data to inform and adapt MNCH strategies.
- Provide technical oversight and quality assurance of community- and facility-based MNCH service delivery, including early newborn care and maternal nutrition.
- Contribute learning agendas and documentation of lessons learned, best practices, technical briefs, and success stories related to MNCH interventions.
- Contribute to the development of donor reports, workplans, and strategic guidance documents as required by U.S. Department of State and the EpiC consortium.
- Represent the project in national and regional MNCH forums, technical working groups, and stakeholder platforms.
Qualifications and Experience:
- Medical degree (MBBS) with a Masterโs in Public Health (MPH), Maternal and Child Health, or related discipline.
- Minimum of 10-11 yearsโ experience designing, implementing, and managing MNCH programs in Bangladesh or similar LMIC settings.
- Demonstrated knowledge of MNCH service delivery systems in Bangladesh, especially in emergency contexts.
- Proven experience in integrating MNCH into epidemic response, community engagement, and multisectoral collaboration.
- Familiarity with U.S. Department of State policies, reporting frameworks, and indicator monitoring (e.g., HL.6-1, HL.6.6-63, HL.6.2-2).
- Experience in capacity building, health worker training, and quality assurance related to MNCH services.
- Strong coordination skills with government agencies, international NGOs, and multilateral partners
- Excellent written and oral communication skills in English and Bangla.
- Willingness to travel regularly to project sites in all 8 divisions.
Preferred Qualifications:
- Experience with One Health or integrated GHS-MNCH programming
- Experience in community-led response planning and equitable health programming.
- Familiarity with tools and methods for community feedback integration and adaptive programming.
Travel Requirements:
Willingness to travel to program implementation sites across all 8 divisions, including remote or hard-to-reach areas.
