BACKGROUND

Purpose of Activity/ Assignment: As part of the ongoing global Evaluation of UNICEF Contributions to Teacher Development and Improved Learning Outcomes, Bangladesh CO was identified for in-depth data collection, during the inception phase of the evaluation. A direct request from the Bangladesh CO was raised to use the information collected for the global evaluation (focusing on Bangladesh CO work on teacher development) and complement the data collection to inform a full Bangladesh CO Education Programme evaluation. These terms of reference request the recruitment of a team member to support the production of the additional sub-product, as part of the global evaluation. The evaluation will inform the discussions, planning and programming between UNICEF Bangladesh CO and its main stakeholders, including government partners, both national and sub-national. The participatory approach to its design and implementation will ensure that accountabilities for children and youth are comprehensively assessed. In addition, the evaluation will produce lessons learned and recommendations to inform the planning of the next Bangladesh country programme document ย 

Scope of Work: Scope: This evaluation has been methodologically designed and aligned as a sub-product of the global evaluation of Evaluation of UNICEF Contributions to Teacher Development and Improved Learning Outcomes. Building from the information collected as part of the global evaluation, the scope of this exercise is the Bangladesh country office Education programme, requiring additional data collection and analyses. In addition, this evaluation will include a participatory approach to include the advice of youth groups, though a Youth Advisory Group, particularly during the inception phase, including the co-creation of data collection tools. This country-level evaluation will benefit from comparative evidence that will be produced through the global evaluation. See concept note for additional information. Governance arrangements: This sub-product of the global evaluation will be managed and implemented in direct coordination between the Evaluation Office manager and the Bangladesh CO evaluation focal person, as agreed with the CO evaluation focal point and supported by the ROSA multi-country evaluation specialist. Reference Group members from country office and regional office have been invited to participate. The identification of a Youth Advisory Group (YAG) is ongoing (coordinated by Bangladesh CO and engagement of key national stakeholders) The YAG will be invited to participate to advise the evaluation through all the phases of the process (from inception to dissemination phases). Team composition requirement: The evaluation team must be identified based on technical (evaluation) and thematic (education) expertise, as well as complementarity of skills/experience and considerations of economies of scale to reduce overall costs ย 

Terms of Reference / Key Deliverables: Work Assignment Overview/Deliverables and Outputs/Delivery deadline ย  Deliverable 1: Inception report - Inception phase. Support the team leader with additional data and documentation gathering. Support the team leader with consultations with key stakeholders and participatory engagement with Youth Advisory Group (YAG). Substantially contribute to revising the evaluation design and evaluation questions, as well as for processing ethical clearance and co-design with YAG data collection tools. Substantially contribute to producing high quality inception report, incorporating feedback from the Evaluation Reference Group (ERG) and YAG August 15, 2025 ย  Deliverable 2:ย Presentation of preliminary findings (primary data collected) - Data collection (phase 2) and data analyses. Support the team leader collecting complementary primary data from selected field areas where UNICEF Bangladesh CO works at the national and sub-national levels. Accountable to produce and present a short debriefing note to summarize the observed information from the primary data collected September 30, 2025 ย  Deliverable 3: Final evaluation report - Data analysis and reporting. Substantially contribute to data analyses and to producing emerging findings and conclusions for ERG and the YAG validation and feedback. Responsible for supporting the team leader with drafting the report and initial recommendations, including feedback from ERG and YAG. Participation in the recommendation workshop for co- production of the recommendations with ERG, YAG, and other key national stakeholders. Substantial contribution to the high-quality final evaluation report, as final deliverable October 30, 2025 ย 

Qualifications

Education:ย Advanced degree (master's or higher) in economics, education public policy, evaluation, or relevant field of social sciences

Knowledge/Expertise/Skills required *:ย  Minimum of five years of professional experience in evaluations exercises. โ€ข Thematic expertise in education. โ€ข Experience with evaluation exercises in Bangladesh is an advantage. โ€ข Experience with mixed-method data collection and analysis, including survey design; advanced statistical analysis. Expertise in qualitative approaches including semi-structured interviews; focus group discussions; and innovative data collection methods. Experience with qualitative data coding tools, such as MAXQDA. โ€ข Expertise working with machine learning tools (for data mining and sentiment analyses), advanced statistical analyses and visualisation tools such as Power BI-Excel, Python, and qualitative tools. โ€ข Proven experience utilising gender-responsive, disability inclusive, and contextualisation approaches for evaluation. Experience working in humanitarian, peacebuilding, and emergency context is an advantage. โ€ข Ability to independently support or lead one or more elements of the evaluation, complementing the strengths of the team leader (technical, thematic, and geographic expertise). Evaluation team memberโ€™s presence in Bangladesh (Dhaka and field) is required during the data collection phase. Ideal, but not obligatory, during the presentation of emerging findings and recommendations workshop. ย

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.ย 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
