UNDP is the UN's leading agency on sustainable development, serving as the integrator for collective action to achieve the Sustainable Development Goals (SDGs). Its policy and programming work spans from local insights to global advocacy, delivered through the Global Policy Network (GPN) - a system-wide platform of technical expertise supporting UNDPโs Strategic Plan and signature solutions.
Within the GPN, the Crisis Bureau (CB) leads UNDPโs corporate strategy for crisis prevention, response, and recovery. To fulfill its mandate, the CB invests in rapid deployment capacities and technical expertise to support Country Offices (COs) in times of crisis. The Crisis Readiness, Response, and Recovery Team (C3RT) within the CB ensures organizational preparedness, coordinates timely responses, and enables early recovery efforts. C3RT is the Crisis Bureauโs operational front line, integrating assessments, response packages, and SURGE deployments from Day One of a crisis. The team works across the CB, GPN, and Regional Bureaux to deliver coherent, agile, and innovative support.
A key function of C3RT is to lead continuous research and development on crisis assessments - particularly digital assessments - to inform decision-making that supports the recovery of crisis-affected populations and infrastructure. Since its launch in 2020, C3RTโs Digital Crisis Assessment Service has supported over 60 Country Offices and government partners, delivering nearly 100 post-crisis assessments. More than 1,500 local assessors have been trained in digital data collection methods, including infrastructure damage mapping using satellite imagery, drones, and GIS technologies. These assessments generate timely, actionable insights to support recovery planning and decision-making.
Key assessment methodologies include the Household and Building Damage Assessment (HBDA), the Socio-Economic Impact Assessment (SEIA), and the Rapid Assessment and Analysis tool (RAPIDA). RAPIDA, UNDPโs corporate rapid assessment methodology, delivers geospatial analysis of affected areas within 72 hours of a crisis. It combines high-resolution satellite imagery with ground-level insights from local experts and community leaders to identify early recovery priorities and guide the rollout of Early Recovery Packages.
As part of C3RT, the Team Leader of the Assessments and Digital Solutions Team will lead C3RTโs post-crisis assessment efforts, ensuring timely, data-driven insights to support decision-making for early recovery. S/he will oversee the design, implementation, and institutionalization of post-crisis assessments, including the refinement of digital methodologies, capacity building, and stakeholder engagement.
Scope of Workย
The Team Leader will work closely with UNDP Country Offices (COs), Regional Bureaux, other UN agencies, government counterparts, international financial institutions (IFIs), and technical partners to ensure the effective use of post-crisis assessments in crisis response and recovery planning. The role will also contribute to innovation, advocacy, and knowledge sharing to enhance visibility and sustainability of assessment efforts.
Assessment Leadership and Technical Support
Provide technical guidance on post-crisis assessment design, data collection, analysis, and visualization in the immediate aftermath of crises. Deploy and lead in-field post-crisis assessment missions, ensuring the integration of geospatial and ground-level data. Engage with key stakeholders (UN agencies, governments, IFIs, NGOs, private sector) to promote the use and uptake of assessment findings. Ensure alignment of assessment outputs with strategic decision-making needs, including UNDPs Early Recovery Packages and UNDPs Global Early Recovery Cluster Coordination role. Lead the Assessments and Digital Solutions sub-team under C3RT.ยLead Methodological Development, Standardization and Digital Innovationย
Drive continuous improvement of HBDA, SEIA, and RAPIDA methodologies based on field experience and feedback. Integrate emerging digital and AI tools (e.g., AI-driven damage detection, predictive models, GIS applications) to enhance assessment workflows. Refine and maintain core RAPIDA documents, including the methodological note, assessment framework, and data analysis plan. Collaborate with Post Disaster Needs Assessment (PDNA) and Recovery and Peace-building Assessment (RPBA) teams to harmonize and streamline the CB assessment offer, including tripartite methodologies. Lead joint pilot projects and collaborations with other UN agencies that combine satellite intelligence and local data to improve assessment accuracy and timeliness. Oversee the development and deployment of digital platforms and tools to streamline data collection, processing, and visualization.Facilitate Knowledge Management and Capacity Development
Oversee the development and maintenance of an automated system to track and analyze country-level assessment support. Standardize and package assessment materials (e.g., FAQs, one-pagers, comparison charts) for dissemination to COs and partners. Ensure accessibility and regular updates of internal knowledge resources to support knowledge exchange. Oversee training efforts for international enumerators on digital data collection and post-crisis assessments. Lead the development and revision of training content for HBDA and RAPIDA, tailored to varied audiences and use cases. Facilitate training for UNDP staff to strengthen local capacity for crisis assessment implementation.Ensure Quality Assurance, Advocacy and Resource Mobilization
Provide technical input and data insights to support donor engagement and funding proposals related to crisis assessments. Actively engage in the Assessments and Digital Solutions team in inter-agency coordination mechanisms, including assessment working groups. Ensure quality assurance across all stages of assessment implementation, from tool design to data validation and reporting. Contribute to the development of communication and advocacy products that amplify the visibility of UNDPโs assessment work in crisis contexts.The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.ย
Travel
This position may require travel to support UNDP Country Offices and partners in the field, particularly in response to crisis events.

Min. Education requirements
Advanced university degree (masterโs degree or equivalent) in Information Technology, Geography, Geographic Information Systems (GIS), Development Studies, Environmental Policy, Social Sciences or related disciplines is required. OR A first-level university degree (bachelorโs degree) in the areas stated above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.Min. years of relevant Work experience

UNDP will cover the cost of travel of the individual for any official missions as well as their return to their home upon completion of their services.
