    SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in 26 countries, the SI teams โ€“ 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers - intervene with professionalism and commitment while respecting cultural norms.

    About the mission

    Solidaritรฉs International operates in Syria since 2013 with a very diversified programs portfolio in Hassake & Raqqa (NES), Aleppo and Idlieb (NWS) governorates. To achieve its humanitarian objectives the mission employs 350 staffs and developed meaningful partnerships with international and local NGOs.

    In NES, SI is one of the leading agencies in the WASH sector, responding to emergencies, protracted situations and recovery needs. The strategy is complemented with a significant FSL component, addressing market rehabilitations, business development and agriculture.

    In NWS, SI operates in Idleb and Nothern-Aleppo with large WASH programs, with a focus in camps settings for IDP populations, and rehabilitation programs, especially after the earthquake. SI also responds to new emergencies, including regular displacements, natural disasters and epidemics.

    SI is also heavily involved in humanitarian coordination, both at strategic and technical level with relevant fora and stakeholders, including key donors.

    Since regime's change, SI is redefining it operational model as well as well as its geographical scope and programmatic priorities. The organizational set up is being deeply reviewed with a Damascus-based coordination office, the reshaping of the base level structure. Assessments are being carried out in new areas including rural Damascus, South, Aleppo and Hama and new partnerships are being envisioned. This is to ensure relevance and efficiency, maximize impact through secured access and more generally ensuring the mission remains fit for purpose in a quickly evolving environment. And this on-going transformation will be at the core of the new CD responsibilities.

    About the job

    MISSION AND OBJECTIVES:

    Reporting to the HR Coordinator, the Recruitment & Contract Management Supervisor is responsible for overseeing national and international recruitment processes, expatriate administrative follow-up across the mission, including the contract, mission orders and leave management. The position ensures legal compliance with local labor laws and SI procedures, manages visa, residency, and work permit processes with the support of the HR/Liaison Officer, and supports the smooth coordination of staff movements.

    RECRUITMENT

    Lead and coordinate end-to-end recruitment for national and international positions.

    Develop, update, and monitor recruitment plans with the HR Coordinator and field teams.

    Ensure equity, gender balance, and diversity through inclusive sourcing, unbiased screening, and diverse panels.

    Hold recruitment kick-off meetings with hiring managers to define needs, roles, timelines, and steps.

    Provide technical support to field HR focal points and base admins to ensure compliance with SI procedures.

    Maintain the recruitment tracking matrix; prepare consolidated longlists with the HR Coordinator.

    Coordinate shortlisting with hiring managers and ensure timely progression of all steps.

    Manage interview scheduling, invitations, and documentation of results.

    Participate in interviews as HR representative, ensuring fairness, compliance, and documentation.

    Consolidate and validate recruitment files for selected candidates before HR Coordinator review.

    Recommend high-performing candidates for talent pools.

    EXPATRIATES ADMINISTRATIVE FOLLOW-UP

    Coordinate with logistics for expatriate accommodation and transportation on arrival.

    Organize administrative onboarding: schedule and deliver HR briefings, collect documentation.

    Manage preparation of expatriate per diems per SI policies.

    Maintain and update the expatriate database; provide weekly reports to the HR Coordinator on key dates and needs.

    Complete and submit the monthly HR shuttle and NOCODB, ensuring accurate rest day tracking and supporting documentation.

    File and archive all expatriate administrative documents per SI procedures and legal requirements; share with HQ as needed.

    Distribute HQ-issued contracts and amendments, follow up on signatures, and return signed copies to HQ.

    LIAISON AND EXTERNAL RELATIONS

    Coordinate issuance and renewal of residency and work permits for expatriates and dependents with HR/Liaison Officer support.

    Track visa, residency, and permit expirations via the Expat Legal Status tool to ensure timely action.

    Process payments to legal service providers promptly.

    Liaise with external partners and legal advisors to stay informed on national policy changes affecting expatriate presence.

    Your profile

    Education & Experience
    Bachelorโ€™s degree in HR, Business Administration, Law, or related field (HR certification an asset).

    +3 years in HR, including recruitment and contract management; at least 2 years in a supervisory role; INGO/humanitarian sector experience strongly preferred;
    Knowledge of Syrian labor law and expatriate procedures

    Skills:
    Strong organizational, communication, and liaison skills; proficiency in MS Office; fluency in Arabic and English is mandatory; ability to manage multiple priorities and ensure compliance
