Coordination and planningย
Coordinate and monitor the work of the field assistants to implement NFI distributions and cash activities effectively and provide technical guidance and capacity-building in order to achieve outcome and impact of projects and accountability to beneficiaries in line with IOM and donor policies. Monitor project implementation according to the workplan, document and evaluate results, identify the causes of deviations and bottlenecks and recommend and implement corrective actions.ย ย Undertake regular duty travel to monitor project implementation and provide on-site guidance to the teams and verify that activities are conducted in line with donor requirements and project documents.ยNFI Common Pipeline
4. Monitor stock levels against the prepositioning plan to maintain adequate stock levels at field hubs.
5. Monitor records of Common Pipeline requests received from the common pipeline partners.
6. Coordinate the collection of distribution reports from the implementing partners.
7. Liaise with common pipeline partners to coordinate adequate distribution of NFIs
8. Support the Monitoring and Evaluation Unit in conducting their activities in regard to all NFI distributions, particularly managing the Accountability to Affected Populations response mechanism for cash.
9. Contribute to the drafting and developing standard operating procedures for common pipeline requests and distributions, including formulation of programme tools and methodology.
10. Coordinate report writing to present information and data related to NFI distribution in Haiti and the preparation of reports, briefing notes, graphics, statistical tables, presentation and other forms of documentation, as needed.
11. Participate in SNFI Cluster meetings, workshops and forums, as required, and assist in coordinating activities with local authorities, United Nations Agencies, national and international non-governmental organizations and other stakeholders.ย ย
Cash Assistance
12. Coordinate the implementation of project activities and objectives in line with global and IOM standards for CBI and in close coordination with the RRM and Cash Coordinator, including conducting situational analysis, needs assessment, targeting and distribution.
13. Coordinate and monitor the operational, administrative and financial aspects of CBI in accordance with IOMโs policies, practices and global standards as well as relevant requirements, guidelines and donor agreements.ย ย ย
14. Support in identifying and monitoring adequate transfer mechanisms and financial service providers to facilitate efficient and effective implementation of CBI.ย ย
15. Support in the implementation of needs and market assessments to gather information to be used for the selection, design and implementation of the most appropriate CBI modalities.ย ย
16. Contribute to developing standard operating procedures and technical guidelines in close coordination with colleagues to facilitate an efficient and effective CBI delivery, in line with IOMโs policies and procedures for cash-based programming.ย ย
17. Support in the preparation of concept notes, sections of project proposals, project narratives, workplans and other project-related documents in close coordination with relevant units.ย ย
18. Support report writing to present information and data related to CBI in (country) and the preparation of reports, briefing notes, graphics, statistical tables, presentation and other forms of documentation, as needed.ย
19. Participate in Cash Working Group or other CBI-related meetings, workshops and forums, as required, and assist in coordinating activities with local authorities, United Nations Agencies, national and international non-governmental organizations and other stakeholders.ย ย

Education
University degree in Economics, Social Sciences, Political Science or a related field from an accredited academic institution with four years of relevant professional experience; orย Completed High School from an accredited academic institution with six years of relevant professional experience.ยExperience
Experience working in humanitarian settings; Demonstrated experience and knowledge of Shelter/NFI; Experience in cash programming in humanitarian contexts, preferably across multiple sectors, including experience in emergency and conflict environments;ย Experience liaising with governmental authorities, other national and international institutions and NGOs, and building effective local partnerships including with the private sector; Experience in project management;ย Strong experience with databases, assessment tools and reporting.Skills
Familiar with innovative systems used in humanitarian sectors and a fast learner; Ability to communicate effectively with vendors and beneficiaries; Strong knowledge of Accountability to Affected Populations tools and methodologies;ย Computer literacy, including in Microsoft Office Word, Excel, PowerPoint as well as KoBo Toolbox and report writing; Strong interpersonal and communications skills; Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail.ย Languages
For this position, fluency in French and Creole is required (oral and written). Working knowledge of English.
