ย Context
Under the overall supervision of the Chief of Mission and the direct supervision of the โPreparedness and Response Division Officer NO-Aโ, the incumbent will provide technical and operational support in the planning, analysis, implementation, monitoring, and evaluation of humanitarian preparedness and response activities at the national and local levels. The incumbent will contribute to strengthening governance, coordination, and capacities in humanitarian action, temporary shelter, disaster risk management, climate change, and emergency response, in line with IOMโs mandate and procedures.ย
The Preparedness and Response Associate is responsible for undertaking the following duties and responsibilities:ย
- Support the planning, analysis, implementation, monitoring, and evaluation of humanitarian preparedness and response activities at national and local levels, including governance strengthening, direct assistance, humanitarian action, shelter, climate change, and disaster risk management.
- Contribute to the coordination of strategies for the implementation of IOM Ecuador projects on preparedness and response, with a focus on risk management, disaster risk reduction, and/or climate change.
- Support the identification of needs of populations on the move and host communities, providing technical inputs to the definition of strategies, methodologies, and response tools.
- Assist in drafting donor proposals in coordination with national counterparts, aligned with public policies, sectoral strategies, and programme priorities, and in line with management guidance.
- Provide support in following up on commitments and implementing activities under the United Nations System (UNS) cooperation frameworks related to preparedness and response in different sectors.
- Provide technical assistance to government counterparts and international partners on humanitarian preparedness and response for the design and implementation of policies and strategies with a focus on risk management, climate change, and emergency response.
- Organize workshops, awareness-raising, and training sessions on preparedness and response targeting operational staff, decision-makers, implementing partners, government entities, private sector, and other relevant actors depending on the context.
- Contribute to the generation, systematization, and analysis of information for the design of strategies, reports, and data collection processes related to humanitarian preparedness and response.
- Draft documentation on good practices and recommendations for plans, programmes, and projects, and contribute to the review and update of minimum standards for preparedness and response across relevant sectors.
- Support the administrative and logistical coordination of project implementation, including internal processes, liaison with support units, and follow-up on financial and procurement procedures.
- Maintain regular communication with the Division Officer, reporting on events, progress, and challenges related to project activities.

- High school diploma with 5 years of work experience; or ย
- Bachelorโs degree in Social Sciences, International Cooperation, International Relations, Risk Management, or a related field with at least three (3) years of relevant professional experience.ย Accredited Universities are those listed in the UNESCO World Higher Education Database. ย Experience
- โโAt least two years of specific experience in humanitarian preparedness and response (experience in Ecuador will be positively valued).
- โOperational experience in humanitarian response contexts.
- โPrevious experience with preparedness, humanitarian assistance, and/or emergency response programmes is an advantage.
- โPrevious work experience with UN agencies is an advantage.โย Skills
- โProficiency in IT tools: Word, Excel, PowerPoint, and Internet, with the ability to prepare reports, presentations, and consolidate project information.
- โStrong interpersonal and communication skills, with the ability to interact effectively with colleagues, institutional counterparts, and implementing partners.
- โPractical knowledge of administrative, financial, and logistical procedures applied in project and activity management at the office level.
- โExperience in collecting, systematizing, and conducting basic analysis of programme information, ensuring quality, order, and reliability of data.
- โGeneral understanding of IOMโs mandate in humanitarian preparedness and response, recovery, and migration, as well as UN system standards for project management.โย Languages
- For this position, fluency in Spanish is required (oral and written). ย
