The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The overall objective of the Industry and Economy Division of UNEP is to encourage decision makers in government, local authorities, and industry to develop and adopt policies, strategies, practices, and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals, and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices, and other tools that assist in environmentally sound decision making and the building of corresponding activities. The Sustainable Mobility Unit (SMU) is part of the Industry and Economy Division and promotes sustainable and low & no emissions transport in low and middle-income projects around the world through projects and programmes such as the Used Vehicles Project, the Global Fuel Economy Initiative, the Electric Mobility Programme, the Non-motorized Transportation Programme and the Partnership for Clean Fuels and Vehicles project. UNEP is implementing the Global Electric Mobility Programme supporting close to 60 low and middle-income countries to shift to electric mobility for improved air quality and climate change mitigation. The SMU requires support from a Sustainable Mobility Consultant for a period of eight months to help with the implementation of its Global Electric Mobility Programme. The Programme supports member states, particularly low- and middle-income countries (LMICs), with the introduction and upscaling of electric mobility. The consultant will support with the implementation of the working group on \"Charging infrastructure, renewable power integration and sector coupling\" and will also help with transport data collection and analysis from e-mobility projects in low and middle-income countries. This work will comprise the organization of meetings, collection of data, writing of technical reports and development of technical tools as well as the implementation of virtual and physical training and capacity building events. SPECIFIC RESPONSIBILITIES Under the supervision of the Team Leader โ Electric Mobility Team the consultant will conduct the following specific tasks as part of his assignment: 1. Support the implementation of the thematic working group on \"Charging infrastructure, renewable power integration and sector coupling\": a) Develop a work programme for the working group on \"Charging infrastructure, renewable power integration and sector couplingโ. b) Compile an overview of existing partnersโ knowledge products on \"Charging infrastructure, renewable power integration and sector couplingโ and add the materials to the e-mobility toolbox c) Assess the needs for i) Analytical tools and training materials, ii) Technical reports and training materials, and iii) Policy guidelines and training materials on the topic of \"Charging infrastructure, renewable power integration and sector couplingโ. d) Develop at least one analytical tool and one technical report or policy guideline alongside its respective training materials on the topic of \"Charging infrastructure, renewable power integration and sector couplingโ. e)Carry out at least 6 virtual and / or physical training and capacity building events on the topic of \"Charging infrastructure, renewable power integration and sector couplingโ. 2. Support the collection and analysis of transport data from at least 15 low and middle-income countries which are part of the e-mobility programme. a) Develop an internal strategy for the collection and analysis of transport data from at least 15 low and middle-income countries which are part of the e-mobility programme. b)Together with the team members of the electric mobility team start the collection and analysis of transport data from low and middle-income countries which are part of the e-mobility programme. c) Submit a data tool and report on LMIC transport data collection and analysis. 3. Support the preparation of an Africa Transport Outlook. a) Develop a data set for the Africa Transport Outlook including road transport data for at least 10 African countries. Qualifications/special skills1. An advanced university degree (Master's degree or equivalent) in environmental sciences, engineering, transport or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. 2. Knowledge on electric mobility issues including the operational and technical charging infrastructure and renewable power integration is required 3. Experience in data collection and research is required 4. Experience in report development is required 5. Experience in technical tool development (e.g. based on MS Excel) is required 6. Data analysis and modelling skills and experience are required 7. Proven analytical, presentation and communication skills are desirable LanguagesEnglish and French are the official languages of the United Nations Secretariat.
