Project background
GGGI has a diverse portfolio of programmes in developing countries around the world. These in-country programmes, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countriesโ development priorities. The organization also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers; as well as building the conditions for public and private green infrastructure investments.
Over the last decade, the Global Green Growth Institute has consolidated its role as a trusted advisor to Mexicoโs federal and subnational governments, actively working collaboratively with key counterparts to establish a strong green growth foundation in the country. In 2014, the Mexican Senate ratified the Agreement for the Establishment of GGGI, which signals Mexicoโs commitment to green growth and its recognition of the shared value of this development paradigm in cooperation with GGGI. In 2021, the Country Agreement between GGGI and Mexico was signed between the Mexican Foreign Affairs Secretariat and GGGI; hence, formally recognizing GGGI as one of the countryโs key partnering international intergovernmental organizations.
Mexicoโs development priorities have evolved in the context of global and domestic changes, resulting in a significant push to transform public life to achieve a greater benefit for all. This intent is ingrained in the National Development Plan 2025-2030, which serves as an umbrella for sectoral and institutional plans and a key tool for cooperation fostering inclusive development. The goal of its political, social, and economic pillars is to bring the nation toward prosperity, security, sustainability and inclusion; thus, green growth and a low-carbon society are key development objectives for the country.
Between 2019 and 2021, the Ministry of Finance and Public Credit of Mexico (SHCP for its acronym in Spanish) as National Designated Authority (NDA) of the Green Climate Fund (GCF), through the GCF Readiness Programme, has received funding to support activities that enhance and strengthen Mexicoโs sustainable finance architecture to mobilize public and private, national, and international, climate financing for mitigation and adaptation projects and programmes in the country.
In 2023, a Multiyear GCF Readiness Programme (MEX-RS-003) started its implementation to support the enhancement of Mexicoโs priorities via Direct Access Entities and strengthen the mobilization of resources to support sustainable and climate investments in the country. As approved in the No-Cost Extension of the project, the SHCP requires support in activities related to promoting alignment of Federal Expenditures with Mexicoโs Sustainable Taxonomy to support the integration as Eligible Expenditures within the 2026 SDG Bond Allocation and Impact Report.
Objectives of the Assignment
The Sustainable Finance Consultant will support the Ministry of Finance (SHCP) in assessing the federal budgetary programsโ alignment with Mexicoโs Sustainable Taxonomy and developing recommendations to enhance their contribution to achieving Mexicoโs climate goals as well as to support the integration of those federal programs as Eligible Expenditures within the 2026 SDG Bond Allocation and Impact Report.
The Consultant will report to the Directorate of Environmental, Social and Governance (ESG) Control and Monitoring within the Public Credit and International Affairs Unit of SHCP, and to the ESG and Gender Officer of GGGI Mexicoโs Office. Deliverables must be approved by the aforementioned Directorate before submission for GGGIโs review.
Scope of Work
The Consultant will undertake, but not limited to the following activities related to the role of the SHCP in Environmental, Social and Governance (ESG) matters:
Conduct the analysis of federal budgetary programs under Mexicoโs Sustainable Taxonomy (MST), including the review and follow-up of 2025 recommendations for 2026 programs and the assessment of alignment results of PPEF 2027 programs, with findings systematically documented through structured analytical databases.
Develop technical recommendations to enhance alignment with Mexicoโs Sustainable Taxonomy, consolidating proposed adjustments and implementation considerations in dedicated recommendation databases, and preparing visual materials and a final consultancy report synthesizing key conclusions and proposed next steps.
Frame the alignment of federal budgetary programs within the context of Eligible Expenditures for its inclusion in future Allocation and Impact Reports,stating the compliance of such budgetary programs with the Technical Evaluation Criteria under the MST.
Deliverables and Payment Schedule
The expected deliverables are the following:
1. Workplan. A detailed workplan defining activities, timelines, and deliverables for each phase of the project, ensuring the structured and timely development of the project deliverables related to Mexicoโs Sustainable Taxonomy.
2. Review and Follow-up Database of 2025 MST Recommendations for 2026 Budgetary Programs. A structured monitoring database reviewing and tracking the implementation status of the technical recommendations issued in 2025 for selected 2026 budgetary programs, including the identification of progress achieved, outstanding gaps, and implementation challenges.
3. MST Visual Materials. Development of one infographic and up to 11 presentation materials related to Mexicoโs Sustainable Taxonomy, integrating key findings, tables, and graphical outputs derived from the analysis and alignment assessments conducted under the consultancy.
4. PPEF 2027 Programs โ MST Alignment Analysis Database. A database documenting the results of the alignment assessment of Federal Expenditure Budget Project (PPEF) 2027 for up to 100 programs with Mexicoโs Sustainable Taxonomy, including alignment level, technical justification, and key findings derived from the exercise.
5. PPEF 2027 Programs โ MST Recommendations Database. A database presenting technical recommendations for PPEF 2027 for up to 100 budgetary programs aimed at achieving higher levels of alignment with Mexicoโs Sustainable Taxonomy, including identified gaps, proposed adjustments, and implementation considerations.
6. Final Consultancy Report. A final report consolidating the overall results of the consultancy, summarizing key findings, alignment outcomes, and recommendations, and outlining proposed next steps to further integrate Mexicoโs Sustainable Taxonomy into budgetary planning, expenditure classification, and sustainable finance reporting processes.

Reporting Arrangements
The development of the consultancy will be monitored and coordinated mainly through activities with the SHCP. The Consultancy will be based on-site at the SHCP offices located in Plaza Inn (Av. Insurgentes Sur 1971, Guadalupe Inn, รlvaro Obregรณn, CDMX) eighth floor. The schedule will be defined by the SHCP.
All deliverables must be written in Spanish/English (when required), in accordance with GGGIโs formatting requirements, and submitted with proof of an editable file back-up (e.g. .docx, .pptx) in an external hard-disk and GGGI SharePoint system. Where relevant, the consultant shall also provide sets of raw data, research materials, and meeting notes related to the contractual objective. Every deliverable must be previously approved by the SHCP and afterwards by GGGI before completing the payment process and should be kept in strict confidentiality as well as all project-related information. The consultant's Employment period will be finished until the last payment is completed.
Suggested Methodology
The consultant should follow the specific methods provided by the Contract Supervisors and ensure full confidentiality of the work delivered. The consultant will make the best use of both primary and secondary sources of information for the development of activities defined under the contract objective. The consultant will always provide the information to the Ministry of Finance and Public Credit and the ESG and Gender Officer of GGGI Mexicoโs office for review and approval, prior to taking final action.
The consultant should demonstrate the credentials described below.
Expertise Required
Bachelorโs Degree in Economics, Finance, or similar majors.
A minimum of 2 years of experience in business administration, with a focus on accountability and sustainability initiatives
Minimum of 6 months of relevant professional experience working on topics related to Mexicoโs Sustainable Taxonomy.
Proven experience of at least 6 months working with databases and conducting data analysis.
Proficiency in Spanish and working knowledge of English.
Knowledge of analytical tools such as R Studio, R Markdown, Excel, and Microsoft Office.
Strong self-learning ability and teamwork skills; clear and professional communication; high sense of responsibility; adaptability; and resilience under work-related pressure.
Experience managing multiple tasks under tight deadlines.
Strong attention to detail and commitment to high-quality deliverables.
