Mission and objectivesUNFPA is the lead UN agency for delivering a world where every pregnancy is wanted, every childbirth is safe and every young person's potential is fulfilled. UNFPAโ€™s new Strategic Plan (2022-2025), focuses on three transformative results: to end preventable maternal deaths; end unmet need for family planning, and end gender-based violence and harmful practices. In a world where fundamental human rights are at risk, we need principled and ethical staff/volunteers, who embody these international norms and standards, and who will defend them courageously and with full conviction. UNFPA Cambodiaโ€™s 6th Country Programme (CP) 2019 โ€“ 2023 has three outcomes (i) sexual and reproductive health and rights; (ii) adolescents and youth; and (iii) population dynamics and data, with gender as a cross-cutting programmatic focus. The 6th UNFPA country programme signals a transition towards upstream policy support to the Royal Government of Cambodia and would therefore have more dedicated resources and capacities to provide strategic guidance and analysis in its respective outcome areas.

ContextIn Cambodia, UNFPA - jointly with other UN partners - is committed to provide technical assistance to government authorities, and notably to the Ministry of Women Affair to strengthen the national legal framework on domestic violence by updating the current 2005 DV Law to incorporate lessons from implementation, international best practice, and social transformation in the past decades. โ€‹Within this framework, the undertaking of a desk review to develop an annotated bibliography on good practices and lesson learnt related to review process of Domestic Violence laws in similar contexts, which includes analysis of the current Cambodia Domestic Violence law will provide a relevant basis to inform the actual review process, providing an analysis on what has worked and what has not worked in different contexts, but also facilitating the identification of areas for amendment in the current law in Cambodia. The information will also be used to highlight other examples and practices from the Asia Pacific Region and can be used to advocate for best practices. The desk review and annotated bibliography will be used by UNFPA in the next phases of the review process as a solid reference document, and it is planned to be shared with national stakeholders leading the review process and with identified consultants who will work on the review. The document will also be shared among other key partners, including UN partners, CSOs, for reference. The online Volunteer will conduct the desk review supporting the GBV/Gender Team under the direct supervision of the GBV Programme Specialist and oversight from the Country Representative. Task DescriptionWe are looking for one Online Volunteer who has experience in research with gender/gender based violence, domestic violence and on related legal issues. The Online Volunteer will undertake a desk review, having 2 main parts: a. a review of existing good practices/lessons learnt on review/amendment processes of Domestic Violence laws in the Asia Pacific region. b. a review of existing analysis/material done on the current Cambodia Domestic Violence law. The Online Volunteer will then compile all of the research into an annotated bibliography (Note: An annotated bibliography is a bibliography that gives a summary of each of the entries. The purpose of annotations is to provide the reader with a summary and an evaluation of each source). The expected final product is a compilation accompanied by a short summary/evaluation of: a. best practices on review/amendment processes of Domestic Violence laws and lesson learnt (from the Asia region, in the last 10 years) b. existing analysis on the current Cambodia Domestic Violence law, including identified gaps and areas for improvement The task will include the following responsibilities: - Discuss and determine parameters for the research โ€“ including timeframe and geographical scope of material to be reviewed. It is suggested to focus on processes that occurred in the last 10-15 years in the Asia Pacific region. Older examples can be used if relevant and in compliance with global good practice. - Identify and gather sources. - Develop an annotated bibliography which includes an analysis of each source of data (an example will be provided). - Develop a short overview report of no more than 1 - 2 pages on the findings. The average estimated workload is expected to include roughly reviewing 15-20 documents (these can include articles, studies etc.) over the course of the entire duration.
