DRC Syria
DRC has been operating in Syria since 2008, initially responding to the Iraqi refugee crisis before pivoting to a full-scale response to the Syria crisis from 2011 onwards. Our work encompasses the full cycle of displacementโresponding to life-saving humanitarian needs and supporting community recovery until durable solutions can be achieved. DRC Syria takes an area-based approach to supporting internally displaced persons (IDPs), returnees, and host communities across our key sectors: Economic Recovery and Resilience, Protection, WASH, Shelter and Infrastructure, and Humanitarian Disarmament and Peacebuilding (including Humanitarian Mine Action).
With an established rapid response mechanism, DRC can rapidly respond to emerging crises and shocks to meet acute emergency needs. Recognizing the significant need for early recovery and resilience programming to ensure dignified, sustainable, and cost-effective solutions for fragile communities, DRCโs programmes foster resilience for individuals and communities in situations of protracted displacement and during the initial stages of post-conflict recovery, towards a durable solution of their choice. With active portfolios in the neighboring countries of Jordan, Lebanon, Tรผrkiye and Iraq, DRC offers a cross-border, regional response to the Syria crisis, through cross-border protection monitoring, advocacy, and trends analysis.
About the job
As the Supply Chain Officer, you will be responsible for all procurement of goods and services, warehousing, transportation of good and people, vehicle fleet management, and general logistics support to DRC-Syria Humanitarian Mine Action programme.
Duties and Responsibilities:
Support and administration: Ensuring all the procurement processes are in line with DRC Operations Handbook. Effective and efficient support for programsโ needs. Develop and maintain a relevant database. Maintaining the assets list. Weekly and monthly status reports. Warehouse management, including reporting and alert mechanisms to program staff. Assist in recruitment, training, and capacity building of the logistics team Coordination of programme staff to ensure logistics involvement in the whole programme cycle Procurement of all goods and services. Establish and follow up on annual procurement plans. Track all orders, purchases, and deliveries. Ensure that all logistics-specific donor rules and policies are understood and respected. Oversight of all purchase and service contracts to ensure DRC's interests are protected. Vehicle fleet management. Optimize all logistics operations to increase cost effectiveness, including setting up longer-term supply contracts. Fixed asset management. Ensure DRC supplier due diligence is effective in the relevant context. Correctly apply ERP supply chain processes. Any other task assigned to them by the Operations manager.Experience and technical competencies:
Minimum 2 years of experience in humanitarian logistics, procurement, transport and distribution, warehousing, and stock management. Good understanding of the procurement rules and regulations of major international donors. Excellent skill in MS Word, Excel, and PowerPoint.Education:
Valid manual driving license. Relevant university degree in Logistics and/or Supply Chain Management or equivalent professional qualification, or, in lieu, 3 years of demonstrated professional experience in supply chain management.Languages:
Fluency in speaking, reading, and writing in English. Fluency in speaking, reading, and writing in Arabic.In this position, you are expected to demonstrate DRCโ five core competencies:
