The UNOPS team in Thailand supports, develops and oversees the UNOPS portfolio of projects in Southeast Asia and the Pacific. Located in Bangkok, the team supports UN agencies, international non-governmental organizations, and governments throughout the region. We provide a range of services, including human resources, financial management, procurement and project implementation services. UNOPS Thailand delivers large-scale and high volume transactional HR services on behalf of global partners. To best serve partners' needs, our team utilizes standardized and unified systems and processes to ensure the highest quality of services and cost-effectiveness for partners.
Job Specific
The Supply Chain Management Senior Officer will be an integral part of the Health Equity Initiative (HEI), which is set up to address critical health needs in Myanmar and those which impact regional and global health security. The Initiative aims to help poor and vulnerable people especially from the conflict affected areas for improving access to quality health services.
Functional Responsibilities
Under the supervision of the Program Management Specialist, the Supply Chain Management Senior Officer will be responsible for the monitoring of the physical movement, storage, custody and accounting of health related supplies, including vaccines, including, but not limited to, the following:
It is expected that this work will be conducted, as required, at different levels of the supply chain including at warehouse and cold chain facility level, and health facility level, through: desk reviews, site inspections and in-person and virtual visits, spot-checks, and on-site and remote verifications under the close supervision of the Program Management Specialist.

Together with the team and the Program Management Specialist, the incumbent will:
Monitor compliance of the partners with the supply chain strategies and protocols for receiving, storing, distributing and managing health products; Monitor compliance of the partners with the best standards for effective and safe distribution of the health products, from port of entry up to the hard-to-reach and remote areas; Support partners to ensure that requirements and procedures on receipt and dispatch of health products are established and complied with; Monitor the mechanism of partners to ensure adherence to the procedures for guaranteeing the quality, efficacy, tracking and reporting of the health product utilization and safety; Monitor adherence of the partners to appropriate cold chain and logistics requirements; Monitor the mechanism of partners to ensure that solid waste management policies and mechanisms are in place and adequately applied.
3. Risk management and reporting
Ensure that good storage and distribution practices are integrated into the partnerโs procedures and apply to all health product movements, whether forward or backwards in the chain; Report and inform relevant stakeholders of any supply-chain related incidents; Together with the Program Management Specialist, red-flag any potential risk of counterfeit products, diversion and theft. Education:
Advanced university degree (Masterโs Degree or equivalent), preferably in medical science, pharmaceutical science or related field, is required. Two (2) additional years of relevant work experience, in combination with a relevant Bachelorโs Degree or equivalent, may substitute for the requirement of a Masterโs Degree.
Experience:
A minimum of two (2) years of professional experience in managing and/or monitoring health products, pharmaceuticals, and related supply chains, ideally in immunisation, is required. Experience in the usage of computers and office software packages (MS Office Suite and/or G Suite) and knowledge of spreadsheet and database packages is required. Knowledge of standards and protocols for vaccines is desirable. Knowledge of eLMIS systems is desirable.
Language Requirement:

For staff positions only, UNOPS reserves the right to appoint a candidate at a lower level than the advertised level of the post.
For retainer contracts, you must complete a few mandatory courses ( they take around 4 hours to complete) in your own time, before providing services to UNOPS. Refreshers or new mandatory courses may be required during your contract. Please note that you will not receive any compensation for taking courses and refreshers.
