Setting and ReportingOn 29 May 1948, the United Nations Security Council, in its resolution 50 (1948) called for a cessation of hostilities in Palestine and established the first peacekeeping mission headed by a UN Mediator with the assistance of a group of military observers to be known as the United Nations Truce Supervision Organization (UNTSO). UNTSO is mandated to observe and maintain the unconditional ceasefires and assist the parties to the 1949 Armistice Agreements in the supervision of the application and observance of the terms of those Agreements. UNTSO's mandate covers five countries, including Egypt, Israel, Jordan, Lebanon, and the Syrian Arab Republic. This position is located in the United Nations Truce Supervision Organization (UNTSO), duty station Naqoura, Lebanon. Under the direct supervision of the overall guidance of the Chief, Supply/Life Support Unit based at HQ, the Supply Assistant, FS5, reports to the Regional Administrative Officer, on all assigned tasks for the above-mentioned regional office. ResponsibilitiesWithin the limits of delegated authority, the incumbent will carry out the following duties: - Receive authorized on-line requisitions for stores supplies from Chiefs of Sections and Heads of Units; verify the requisitions and issue in accordance with Sections'/Units' monthly requirements; ensure that supplies are issued to requesting offices/Sections as per approved requisitions without delay. - Monitor stock of supplies in the stores; conduct regular stock taking of expendable items in the supply stores and prepare reports on discrepancies observed; inform Supply Officers on supplies which require stock replenishment in a timely manner; - Ensure that items in the supply stores are arranged in an orderly manner; plan well in advance on expected delivery of supplies in order to maintain adequate storage facilities for in-coming goods; - Implement Quality Control/Assurance to ensure the contractual terms, costs and schedules. - Assist in raising requisitions for services and items required by the supply stores; receive requests from offices and Sections and raise requisitions for goods/services required. - Assist Receipt and Inspection Unit (R&I) in receiving and inspecting goods delivered by vendors and managed by Supply Chain Management Service; process internal R&I reports for goods in the supply stores and forward to R&I unit for processing records of goods in Umoja. - Issue to end user according to established procedures; update stock cards for required products; assist in weekly reconciliation of receipts and issues in order to confirm that nothing is being misappropriated. - Act as the focal point on UMOJA and conduct periodic inventory verification of UN non-expendable property and attractive property managed by supply stores and other self-accounting units for the regional office; update records in Umoja by processing issue vouchers to individuals/end users of UN property for purposes of transparency and accountability; assist with ensuring implementation of the internal control systems including accounting, reporting and maintenance of all electronic/hardcopy records to ensure proper audit trail. - Prepare write-off requests for property, which is lost, obsolete or damaged; receive technical evaluation reports on damaged property or property which has become obsolete and raise requests for write-off in the Umoja system to facilitate submission to the Local Property Survey Board (LPSB) by Claims office; ensure that property approved for write-off and disposal is handed over to the Property Disposal Unit (PDU) in a timely manner. -Initiate procedures inclusive of all correspondence and the physical receipt and dispatch of all incoming and outgoing shipments of personnel effects for the Military Observers for the Regional Office. -implement recommendations made Occupational Health and safety Board; Identify and issue advisories to all outstation personnel on health and safety risks. Issue, monitor the expiries and decide for replenishment of all Military Combat Rations for all staff and military observers for the Regional Office. -Participate in the acquisition and the drafting of preliminary specifications for requirements; participate in the preparation of technical evaluation committees and presentations to the Local Committee on Contracts. -Perform other duties as assigned by the supervisor.
