Setting and ReportingThe UN Secretary-General launched on 1 January 2019 a bold and new global reform which repositioned the UN Development System to deliver more effectively and efficiently with the achievement of the 2030 Agenda and the Sustainable Development Goals. As part of this reform, UN Resident Coordinator Offices (UN RCO), under the leadership of an empowered and independent UN Resident Coordinator - the highest-ranking official of the UN Development System and Representative of the UN Secretary-General at country level - support countries in the achievement of their development priorities and the attainment of the SDGs. The position is located in the United Nations Resident Coordinator's Office (RCO) in Yangon, Myanmar and reports to the Senior Development Coordination Officer, Strategic Planning and RCO Team Leader. ResponsibilitiesWithin delegated authority, the incumbent will perform the following duties: 1. JOINT PARTNERSHIPS TO SUPPORT FINANCING FOR DEVELOPMENT: โ€ข Advises on Strategic Partnership Development: Guides the development and implementation of the UN Partnership Strategy in alignment with the Cooperation Framework, CCA, and national financing frameworks to support SDG financing. โ€ข Identifies and Advances Financing Opportunities: Provides recommendations on financing instruments and modalities, prepares briefing materials, and contributes to advocacy and dialogue to enhance development assistance policies and practices. โ€ข Designs Innovative Engagement Strategies: Leads the creation and implementation of innovative proposals to enhance UNCT engagement, reputation, and resource mobilization for SDG-related initiatives. โ€ข Coordinates with UN Entities and Defines Value Propositions: Liaises with UN bodies at country and regional levels to package UNCT partnership offerings and strengthen collaboration. โ€ข Leads External Stakeholder Engagement: Acts as a key entry point for external partners, offering guidance on partnership opportunities and navigating collaboration with the UNCT. โ€ข Manages Partnership Risks and Due Diligence: Assesses partnership risks and opportunities, suggests mitigation measures, and contributes to due diligence processes in accordance with UN protocols. โ€ข Partnership and Donor Landscape Analysis: Monitors and analyzes existing resource mobilization partnerships and relationships, including traditional and non-traditional partners and donors (including high net-worth individuals, private sector, and innovative funds) to be explored for direct funding to the UN. โ€ข Funding Stream Analysis and Proposal Support: Advises the RCO/UNCT with analysis of funding streams from internal and external sources, enabling their timely and coordinated engagement around the preparation of proposals. โ€ข Design of Joint Resource Mobilization Initiatives: Designs joint initiatives for use in joint resource mobilization and coordination during the implementation of joint programmes as needed. โ€ข Advises on Partnerships and Resource Mobilization: Researches and analyzes UN partnership initiatives and SDG models to advise the RCO and UNCT on strengthening partnerships and resource mobilization efforts including on corporate policies relating to effective management of resources, including through the establishment and use of pooled funds. 2. STRATEGIC EXTERNAL COMMUNICATIONS AND ADVOCACY: โ€ข Advises on Strategic Communications and Crisis Management: Provides guidance to the RC and UNCT on communications strategies, reputational risk, and crisis communication, including the development of a UNCT crisis communication management approach. โ€ข Leads the Development and Implementation of UNCT Communications Strategy: Advises the UN Communications Group Chair and coordinates with UN agencies to update the UNCT communications strategy and prepare a detailed 2025โ€“2026 implementation plan. โ€ข Coordinates Messaging and Public Communications: Oversees drafting and coordination of UNCT/RC statements, press releases, and common messaging, ensuring consistency and alignment with broader UN messaging. โ€ข Analyzes and Optimizes Communications Platforms: Conducts engagement analysis of the UN in Myanmarโ€™s communication platforms and provides actionable recommendations for improvement and optimization. โ€ข Drives Digital Innovation and Engagement: Leads digital partnerships and strengthens online platforms to improve visibility of UNCT results, knowledge products, and development messaging. โ€ข Produces Strategic Communication Materials: Oversees the creation of high-impact communication and advocacy content that reflects the UNโ€™s work, priorities, and results in Myanmar. โ€ข Strengthens Media and Advocacy Partnerships: Builds strong relationships with national media and advocacy partners to amplify the UNโ€™s voice, support outreach efforts, and promote development priorities. โ€ข Proactive and Responsive Media Relations Support both proactive and reactive media engagement, by proposing topics, suggesting talking points, setting up briefings, and coordinating response for media request and inquiries. โ€ข Strategic Media Engagement Planning: Develop a strategy and implementation plan that outlines options for enhanced, targeted and coordinated engagement between the UNCT and the media. โ€ข Enhancing Visibility Through Media Partnerships Identify and support opportunities to create visibility for the UNCT through media partnerships and events, in turn raising awareness on the Myanmar crisis. 3. KNOWLEDGE MANAGEMENT AND CAPACITY DEVELOPMENT RELATING TO STRATEGIC COMMUNICATION, OUTREACH, PARTNERSHIPS AND RESOURCE MOBILIZATION: โ€ข Fosters Collaboration and Knowledge Sharing: Promotes peer support, innovation, good practices, and lessons learned through active engagement in local and regional communities of practice within the Resident Coordinator System and the broader UN network in the areas of partnerships and communications for development. โ€ข Maintains Knowledge Repositories: Supports the UNCT by maintaining a repository of potential donors at national and sub-national levels and stays current on emerging partnership and donor engagement approaches. โ€ข Provides Strategic Guidance and Tools: Offers advice on global and corporate guidelines, tools, and materials related to strategic communications, outreach, partnerships, resource mobilization, and donor engagement. โ€ข Generates and Shares Knowledge: Reflects on work processes, captures key insights, and shares knowledge valuable to the RC System and UN Country Teams. โ€ข Enables Data-Driven Decision-Making: Collects, analyzes, and visualizes data to identify trends and support informed planning, decision-making, and reporting, ensuring proper documentation of sources and methods. โ€ข Provides training and advisory leadership: Leads and/or contributes to the organization and provision of training and consultative advice to RCO, UNCG and UNIC staff, as well as Communications Officers in COs on external strategic communications, and the linkages with strengthened, integrated approaches to partnership and advocacy. โ€ข Monitoring and Information analysis: Monitors practices, programme-specific news, and developments to ensure communications guidance that reflects accurate and timely available information. โ€ข Performs other relevant tasks as assigned.
