Project Description:

Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project funded by the US Government and the US Presidentโ€™s Emergency Plan for AIDS Relief (PEPFAR), that provides strategic technical assistance and direct service delivery to achieve HIV epidemic control among all at-risk populations; strengthen global health security (GHS), including outbreak response; improve maternal and child health (MCH), address malaria; and promote health systems strengthening (HSS) including supply chain management.

Position Summary: The Strategic Information Specialist will play a key role in supporting the implementation of the Strategic Information system under the EpiC Bangladesh project. This role involves collecting, managing, analysing, and reporting high-quality data to track project performance and support data-driven decision-making. The incumbent will collaborate closely with technical teams, implementing partners, and government counterparts to ensure that Strategic Information systems are robust, responsive, and aligned with project and donor requirements. The position also contributes to organizational learning and capacity strengthening of stakeholders in strategic information management.

  • Assist the Strategic Information Advisor in developing and operationalizing the Strategic Information framework, including defining indicators, data sources, collection methods, and reporting schedules.
  • Support the development and maintenance of Strategic Information tools, databases, dashboards, and standard operating procedures (SOPs).
  • Ensure Strategic Information activities are in line with USAID/PEPFAR requirements, FHI 360 guidelines, and national M&E frameworks.
  • Coordinate routine data collection, verification, cleaning, and entry from field-level activities and implementing partners.
  • Conduct both quantitative and qualitative data analysis to inform program adjustments and strategic planning.
  • Prepare accurate and timely reports, data visualizations, and presentations for internal teams and external stakeholders.
  • Organize and facilitate project learning sessions, reflection meetings, and after-action reviews.
  • Document lessons learned, success stories, and case studies for internal knowledge-sharing and external dissemination.
  • Support evaluations, baseline/endline studies, and special assessments in coordination with the Strategic Information Advisor and external evaluators.
  • Provide Strategic Information -related training and ongoing support to project staff, partner organizations, and government counterparts.
  • Contribute to the development of Strategic Information manuals, user guides, and training materials to enhance Strategic Information skills across the project.

    Data Quality Assurance and Coordination

    • Conduct Data Quality Assessments (DQAs) and routine field monitoring to ensure data accuracy, completeness, and reliability.
    • Identify data quality challenges and recommend improvements to strengthen Strategic Information systems.
    • Work collaboratively with program teams to embed Strategic Information into planning and implementation.
    • Coordinate with national and local government agencies, NGOs, and other partners to align SI efforts and promote shared learning.
    • Represent the project in Strategic Information -related technical working groups, donor forums, and coordination meetings as assigned by the Strategic Information Advisor.

      Qualifications and Experience:

      • Masterโ€™s degree in Public Health, Statistics, Demography, Development Studies, Social Sciences, or a related field.
      • Minimum of 6โ€“7 years of experience in Strategic Information for donor-funded development or health programs.
      • Strong understanding of M&E methodologies and tools, including quantitative and qualitative techniques.
      • Proficient in data analysis and visualization using Excel, SPSS, STATA, Power BI, DHIS2, or similar tools.
      • Experience in results-based management and performance monitoring frameworks.
      • Excellent communication, report writing, and presentation skills in English; Bangla proficiency preferred.
      • Strong interpersonal skills and ability to collaborate with diverse stakeholders.
      • Willingness to travel to field sites as needed.

        Preferred Qualifications:

        • Experience working with US Government-funded programs, especially USG or PEPFAR.
        • Familiarity with digital data collection platforms such as Kobo Toolbox, Comm Care, or ODK.
        • Experience in Strategic Information for programs related to HIV/AIDS, MNCH, nutrition, or Global Health Security.
