The mission of UNEPโ€™s Office of Science is to deliver authoritative, integrated and coherent science to inform action and guide policy processes addressing the interconnected environmental challenges with a renewed emphasis on solutions and impact, as well as a service delivery orientation. The vision is to strengthen UNEPโ€™s scientific capacity, capability and science policy interfaces by expanding and improving processes for the generation, synthesis, and application of robust evidence to drive effective action for environmental protection. This consultancy is located in the Data Analytics, Statistics and Intelligence Section of the Office of Science. The specific functions of the Section include, but are not limited to: (1) collection, collation, statistical analysis, interpretation, reporting and presentation of environmental, SDG and related data; (2) facilitating the application of new tools, methods and approaches to collection, analysis and presentation; (3) horizon scanning, foresight and intelligence; (4) Global Environmental Monitoring; (5) developing and operationalizing standards, indicators and metrics. This assignment is framed by the project entitled Measuring Climate Change with a gender dimension for better adaptation and mitigation policies, funded by the 17th tranche of the UN Development Account, which is expected to strengthen the capacity of selected target countries to produce climate change and disaster-related statistics, taking into consideration a gender perspective, and enhance analytical capacities for better adaptation and mitigation policies. This project will be implemented by UNEPโ€™s Office of Science jointly with UN DESA Statistics Division. 1.1 Explain the requirement for a consultant: The purpose of this consultancy is to review and analyze available environmental data sources and environmental economic accounts relevant to climate change and natural disaster statistics, with a focus on gender-relevant variables and disaggregation potential that could be used to develop a pilot list of core gender-sensitive climate change indicators. The mapping and analysis will establish a coherent evidence base to inform the subsequent development of a pilot list of gender-sensitive climate change indicators. The work will be guided by internationally agreed statistical frameworks, including the Global Set of Climate Change Statistics and Indicators, the Minimum Set of Gender Indicators, the Sendai Framework for Disaster Risk Reduction 2015โ€“2030, and relevant guidance from the Inter-Agency and Expert Group on Gender Statistics, while remaining closely aligned with national statistical practices. Colombia has made significant progress in the production of environmental statistics, climate change information and gender-related data, including the development of environmental economic accounts, statistical surveys, administrative records and increased institutional coordination on climate and gender issues. While these efforts provide a strong foundation, the related data remain distributed across multiple sources and institutions, limiting their integrated use for climate change and disaster-related analysis with a gender perspective. The consultancy will be carried out in close coordination with the National Administrative Department of Statistics (DANE) and relevant national stakeholders, ensuring alignment with national priorities and ongoing initiatives. Specific Tasks and responsibilities: Under the direct guidance of the Programme Management Officer (Statistician) in the Data Analytics, Statistics and Intelligence Section of the Office of Science of UNEP, the consultant has the responsibility to conduct the following activities: โ€ข The mapping and analyses process of data sources on climate change and gender at the national level should focus on available data sources at the national level, including censuses, statistical surveys, administrative records, geospatial data, monitoring systems, scientific research, citizen-generated data and Big data. โ€ข The consultant will systematically review existing environmental economic accounting frameworks and related datasets, identifying tables, variables and data structures relevant for climate change and natural disaster statistics, and assessing their potential for integration with gender-related variables. โ€ข The work will include identifying surveys, administrative records and data systems that contain gender-relevant variables, and assessing their potential for disaggregation by sex, age, household characteristics, geographic area, institutional sector, economic activity, energy or fuel type and other relevant dimensions. โ€ข The task requires good communication skills and should be carried out in close collaboration with the national focal point in the National Administrative Department of Statistics (DANE), as well as through communication with relevant ministries or agencies such as the Ministry of Environment and Sustainable Development, other environment and climate-related ministries and agencies, institutions responsible for social and gender policies, non-governmental organizations working on gender issues, and relevant experts coordinated through the Resident Coordinator Office. โ€ข The consultant will contribute technical inputs to national discussions and workshops related to data mapping, including supporting the preparation of materials and background analysis for the national data mapping workshop organized under the project. Qualifications/special skillsA bachelorโ€™s degree in economics, statistics, sociology, environmental science, data science, information science, gender studies or another related field is required. A masterโ€™s degree in the related field is highly desirable. โ€ข At least 2 years of technical experience working with national statistics and data is required. The minimum years of relevant experience is reduced by two years for candidates who possess a second-level university degree. โ€ข Experience in environment, climate change, disaster-related or gender statistics is required. โ€ข Experience working with national statistical offices on data collection/reporting is desirable. LanguagesEnglish and French are the two working languages of the United Nations Secretariat. For this consultancy, fluency in English (both oral and written) is required.
