Duties and ResponsibilitiesTimely, high-quality, and disaggregated data can help trigger more targeted responses, anticipate future needs and hone the design of urgently needed actions. Despite the successes, COVID-19 also revealed tremendous challenges that national statistical offices face, reflected mainly through (a) the lack of foundational statistical infrastructure and readiness in adopting innovative methodologies, (b) lack of coordinated statistical systems especially on household surveys and (c) insufficient consideration and methods to ensure that the voices of marginalized population groups are reflected. The objective of this consultancy is to support the work of the Inter-Secretariat Working Group on Household Surveys (ISWGHS) to improve national capacity in (a) adopting innovative approaches on household surveys and on integrating household surveys with nontraditional data sources; (b) improving coordination of household survey systems and their interoperability with other data sources in the country; and (c) ensuring that the voices of marginalized population groups are reflected in statistics. The ISWGHS has mandates on coordination, innovation and communication on topics related to household surveys. The consultant will support its work that is guided by the shared vision of the Group as detailed in the Positioning Household Surveys for the Next Decade. Under the supervision of the Chief of Section, Web Development and Data Visualisation, Statistics Division, the consultant will substantively support United Nations Statistics Division (UNSD), members of the Inter-Secretariat Working Group on Household Surveys (ISWGHS) as well as relevant stakeholders, which may include national statistical offices, international organization at the global and national level, civil society organizations, academia and the private sector, whenever relevant and carry out the following tasks: 1. Coordination and Organizational Support โข Assist in the planning, organization, and documentation of ISWGHS meetings, task force activities, and technical consultations. โข Coordinate inputs and follow-ups with ISWGHS members, national statistical offices, and partner agencies. โข Draft meeting summaries, concept notes, briefing materials, and communications for internal and external audiences. โข Maintain project timelines and monitor progress on the ISWGHS work programme, supporting timely delivery of outputs. โข Support outreach and engagement with regional commissions and working groups, including coordination of country nominations and follow-up activities. 2. Technical Support and Research โข Contribute to methodological and analytical workstreams under the ISWGHS, including survey data integration and other innovations in household surveys. โข Conduct desk research, compile case studies, and draft technical notes and background papers. โข Support the development and review of capacity development materials, guidance documents, and toolkits. โข Assist in the collection, review, and synthesis of metadata, practices, and statistical methods related to household surveys. 3. Communication and Knowledge Sharing โข Update and maintain ISWGHS web pages, collaboration platforms, and document repositories. โข Update and maintain the ISWGHS stakeholder list โข Support the preparation of presentations, newsletters, and outreach materials to disseminate the work of the ISWGHS. โข Assist in organizing webinars, side events, and training sessions, including coordination with speakers, participants, and partners. Qualifications/special skillsAdvanced university degree (Masterโs degree or equivalent) in statistics, economics, sociology or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree in the specified fields. Experience working with National Statistical Offices and liaising with regional and international partners is required. Experience in project or programme management is required. Experience working on household surveys or other statistical field is required. Knowledge of the Sustainable Development Goals and national efforts to implement them is desirable. LanguagesFull command of spoken and written English is required. Knowledge of other UN languages is an advantage.
