Organizational Setting
The GEF 8 Cycle started in mid-2022 with programming direction and policy were formally socialized during the National Dialogue Indonesia, held between the 16th and 18th of January 2023, in Bali. Indonesia received the largest STAR Allocation in the current cycle to support the government in addressing environmental problems.
Directorate of Ecosystems Restoration and Management of Preservation Areas (Dit. PEBAP that was previously known as Directorate of Ecosystem Management and Restoration or Dit.BPPE) and FAO developed PIF entitled โStrengthening the integrated landscape management and governance for the conservation and sustainable use of forested areas important for biodiversity and ecosystem services (AIBDES) in Indonesiaโ to the Global Environment Facility (GEF) and it was endorsed by the GEF CEO for Prodoc development in December 2024. The Prodoc submission to the GEF Secretariat dues in October 2025 so the PPG team needs to be established to develop the AIBDES Prodoc. The Project Preparation Grant (PPG) Team will be led by GEF Project Design Expert (PDE) who will be supported by some national consultants, including Stakeholder Analysis Specialist.
Reporting Lines
The Stakeholder Analysis Specialist will work under the overall and direct supervision of, and report directly to, the FAO Representative in Indonesia. The Specialist will also be under the day-to-day supervision of the Assistant FAOR for Program, with technical support from technical officers in the Regional Office for Asia and the Pacific (RAP).ย
Technical Focus
The Stakeholder Analysis Specialist will support the PDE in ย general to provide relevant information on social situation in the proposed project sites and stakeholders mapping as well as supporting in the preparation and report writing of field visits and workshops.ย
Tasks and responsibilities
โข ย ย Map and analyse stakeholders of the project, including government, NGO, private sector, Indigenous Peoples, local communities, and other entities at national, provincial and landscape levels
โข ย ย Perform an assessment of the policy, legal, regulatory and institutional landscape defining the project context.
โข ย ย Collecting essential baseline information, identification of stakeholder priorities, including project sites, project strategy, targeted investments, and the roles and responsibilities of each project partner.ย
โข ย ย Assess the capacities and the capacity needs of key project stakeholders, including beneficiaries.
โข ย ย Plan and organise field visits to target landscapes with support of FAO CO and Dit. BPPE
โข ย ย Plan and support the facilitation of the PPG inception and validation workshops, as well as any others as appropriate, in consultation with FAO and Dit. BPPE
โข ย ย Prepare brief workshop reports, including lists of participants based on templates to be prepared by the Project Design Expert (PDE)
โข ย ย Contribute to other components, as relevant, in addition to those specifically listed in the ToR.
Minimum Requirements ย ย
โข ย ย University degree in a relevant field, coupled with strong practical experience with forestry and/or biodiversity conservation in Indonesia.ย
โข ย ย Minimum 5 โ 10 years of experience working on stakeholder engagement and analysis, including government institutions, NGOs, private sector, research institutions and local communities, and conduct fieldwork;
โข ย ย Working knowledge of English and Bahasa Indonesiaย
