Mission and objectivesUNFPA operates in Syria under the umbrella of the 8th Country Programme Document (2016-2017) extended to 2019 and the Humanitarian Response Plan. The overall aim of the country office is to contribute to three long-term strategic goals of zero preventable maternal deaths, zero unmet need for family planning, and zero GBV and harmful practices in Syria. To achieve these goals, UNFPA invests in the capacity of the health and social systems and NGOs to provide reproductive, maternal health and GBV services and expand the partnership with local communities and academia. In the absence of UN Women, UNFPA works to enhance womenโs empowerment and gender equality reduce childe marriage and advocate for youth education, inclusiveness and civic participation especially in the light of the SCR 2250 on Youth, peace, and security. UNFPA leads the GBV Sub-sector coordination in Syria as part of the Protection Sector and actively contributes to the work of Health Sector. The key types of UNFPA programmatic services include; static and mobile RH and GBV clinics, Women and Girls Safe Spaces, family protection units, as well as Community Centres with integrated services. Furthermore, UNFPA supplies various types of dignity kits for female and male beneficiaries, several types of reproductive health kits for clinics, and hygiene products for women and girls. UNFPA Country Office is increasing the efforts to contribute to the resilience pillar of HRP, focusing on rehabilitation of basic social infrastructure such as health clinics and community centres, restoration and expansion of quality services with a social inclusion and social cohesion objectives. UNFPA closely cooperates with all UN Agencies present in Syria.
ContextUNFPA Syria Country Office has added full responsibility for programme oversight, coordination, and donor visibility for all of Syria after the closure of the Whole of Syria (WoS) Hub and Gaziantep Office. The humanitarian landscape has shifted dramatically since December 2024 in Syria, with rising needs among returnees, newly displaced populations, and host communities already under strain. Ongoing hostilities in the various parts of the country, localized insecurity, and the economic downturn have deepened vulnerabilities, particularly for women and girls, who now face reduced access to essential sexual and reproductive health (SRH) services. Many health facilities remain damaged or under-resourced, supply chains are disrupted, and the availability of qualified medical staff is limited. Protection risks, including gender-based violence, have increased, while the demand for integrated SRH and protection services has grown in both urban and hard-to-reach areas. Aleppo, Idlib and surrounding governorates host a significant proportion of these vulnerable populations, making the need for field-level technical leadership urgent. Given the expanded programme portfolio of the UNFPAโs Aleppo Sub-office and increased operational demands in area of responsibilities (AoR), the Aleppo Sub-office requires an additional SRH Technical Officer to be based in the Aleppo Sub-Office. This role will provide direct technical oversight to implementing partners, ensure adherence to international SRH service delivery standards, and strengthen the quality assurance of healthcare interventions in a high-demand context. The current technical capacity is insufficient to meet the scale and complexity of needs in Aleppo AoR, where multiple implementing partners operate across a wide geographic area. The presence of an additional officer will allow for more consistent field monitoring, timely technical guidance, and rapid problem-solving, particularly in emergency response situations. It will also enhance coordination with health cluster actors, local authorities, and community-based organizations to fill service gaps, optimize referral pathways, and integrate SRH with protection and humanitarian health initiatives. Without this additional capacity, the ability to maintain quality, continuity, and reach of SRH services for women and girls in Aleppo/Idlib will be significantly compromised, potentially leading to preventable SRH risks and undermining donor confidence in programme delivery. The SRH Technical Officer will manage medical teams of implementing partners and assess the quality of healthcare services provided. The role includes serving as a clinical advisor, ensuring high standards of SRH care, and supporting project development, monitoring, and evaluation. Duties also involve coordinating RH programme implementation, ensuring compliance with procedures, and systematically monitoring and reporting results. The Sexual and Reproductive Health (SRH) Technical Officer position is located in UNFPA Aleppo sub office to support the daily professional work on the area of sexual and reproductive health. The incumbent will support SRH programme planning, design and implementation. The SRH technical officer will report to the Head of Aleppo Sub Office and works closely with the Aleppo team and SRH unit in Syria Country Office.
Task DescriptionWithin the delegated authority and under the supervision of the head of Aleppo Sub-office or his/her designated mandated representative(s), the UNV SRH Technical Officer will: - In collaboration with Government counterparts, NGOs and other partners, contribute substantively to the formulation and design of the Annual Work Plans AWPs at the governorate level in line with HRP and the country programme and its component projects that meet Government priorities and according to UNFPA programme policies and procedures. - Ensure quality of programme / project design incorporating lessons learned, newly developed policies and best practices and establishing appropriate execution and monitoring mechanisms and systems. - Expedites and coordinates project implementation establishing collaborative relationships with Implementing Partners (IPs), experts, government counterparts and other UN agencies facilitating timely and efficient delivery of project inputs and addressing training needs of project personnel. - Assist the Programme team in the implementation of project activities in Aleppo AOR. - Participating in and contributing to the RH needs assessment by collecting data and providing inputs for the HRP/SRP. - Support the coordination of the Sub-National partners in implementing project activities in Aleppo AOR. - Follow up on issues arising in the field work, suggest and follow up on course corrections where necessary. - Organize, contribute and coordinate technical and logistical arrangements for workshops and trainings in Aleppo AOR. - Review and coordinate the production of knowledge materials in Aleppo AOR. - Organizational and logistical issues related to projects execution per UNFPA guidelines and procedures in Aleppo AOR. - Assist in preparation of the annual workplans and budget revisions under the supervision of the head of sub-office and in collaboration with the UNFPA CO units. - Facilitate timely preparation and submission of technical reports and including progress reports and other substantial reports in Aleppo AOR. - Identify any support and advice required for the management, planning and control of the SRH programme in Aleppo AOR. - Conducting field visits, participating in review meetings and evaluation missions and preparing regular inputs to status and progress reports. - Analyze factors affecting the achievement of results, recommend corrective actions and follows up on recommendations in Aleppo AOR. - Ensure the mainstreaming of gender and youth into all SRH activities. - Ensure proper professional relationships with relevant sub-national level government stakeholders, community leaders, local NGOs and other Community Based Organizations. - Report to the Programme unit on a regular basis. - Perform other duties that may be required and deemed necessary.
