Introduction

The Egyptian National Child Labour Survey (2010) reported that there is a total of 1.8 million working children in Egypt, out of which 1.6 million children are engaged in hazardous or unlawful forms of work.

The Government of Egypt has expressed strong political will to accelerate actions on the elimination of child labour. Accordingly, with the support of ILO, the Government of Egypt, led by the Ministry of Labour (MOL), launched the National Action Plan for Combating Child Labour and Supporting Families (2018-2025) (NAP). In the NAP, Egypt identified roles and objectives of the Governmental agencies, employersโ€™ and workersโ€™ organizations responsible for assisting children in or at risk of child labour and promoted joint actions towards tackling this issue.

Combating the Worst Forms of Child Labour in Small Industries and Streets by Supporting the Implementation of the National Action Plan in Egypt project (Empowerment Through Education and Learning- ETEL Egypt) project aims of the project is to contribute to the progressive elimination of the worst forms of child labour in Egypt by 2025, in alignment with international labour standards. The project specifically supports the implementation of Egypt's National Action Plan (NAP) for combating child labour and providing support to families, which was launched in 2018. It focuses on children working in small industries and on the streets in areas with high prevalence of child labour, such as Shubra El-Khayma, Sayida Zaynab, and Asmaraat districts. Through capacity building, rehabilitation services, and awareness campaigns, the project aims to protect children from hazardous work and improve the living conditions of their families.

This position is required to provide driving services, logistics and administrative support the implementation of the project activities in the area of eliminating child labour.

Reporting lines

The Senior Driver and Project Support Clerk will report directly to the Project Manager and liaise with the National Project Officer and Administrative and Finance Assistant under the overall responsibility of the Decent Work Team/Country Director for Egypt and Eritrea.

Description of Duties

A) Administrative Clerk functions:

Provide various office support tasks in accordance with standard procedures requiring the use of office software, and standard office equipment such as computer, telephone, photocopier and scanner. Provide registry and mail services and coordinate arrangements for pouch and courier services. Update and maintain filing systems, correspondence logs and office records. Search for, retrieve, compile, assemble and archive a variety of records and reports from computer files and other sources. Provide support for meetings and events, including retrieving information, photocopying and assembling documents, arranging meeting facilities and equipment and assisting with other logistical arrangements. Maintain office supplies and keep stockroom in order. Respond to routine telephone, email and in-person inquiries or refer to appropriate contact/unit. Supply readily available information from office files and databases. Receive and direct visitors and arrange appointments. Perform other relevant duties as assigned.

B) Senior Driver functions:

Ensure the provision of safe and reliable driving services. Drive the project staff, senior level officials and other authorized personnel and visitors. Meet officials and visitors at the airport including assisting, where necessary, with protocol, visa and customs formalities. Ensure proper day-to-day maintenance of assigned vehicles through timely minor repairs, arrangements for major repairs, timely changes of oil, check of tyres, brakes and water levels, car washing, etc in order to keep the vehicle clean and in good running condition at all times. Ensure availability of all the required documents/supplies including vehicle insurance, vehicle registration, vehicle logs, office directory, map of the city/country, first aid kit and other MOSS-compliant equipment, and necessary spare parts in assigned vehicles. Collect and deliver mail, pouch, documents and other items for official purposes. Ensure that the steps required by rules and regulations are taken in case of involvement in accident. Where appropriate, schedule drivers and vehicles for use on a daily basis. Inform the supervisor in a timely manner of (re)registrations and insurance procedures for all the office vehicles. Perform other relevant duties as assigned.

Required qualifications

Education

Completion of secondary school education. Valid and clean driving licence with knowledge of driving rules and regulations and skills in minor vehicle repair.

Experience

At least three years experience in driving. Experience in general office work support.

Prior driving experience with the ILO, United Nations, diplomatic or international organization is highly desirable.

Languages

Excellent knowledge of English and Arabic.

Competencies

Knowledge of general office procedures and ability to use standard office equipment. Good knowledge of PC software (including word processor and spreadsheet and presentation software) such as Microsoft Office. Basic computer skills to record information in IT systems. Ability to work within the applicable rules, regulations, policies, procedures. Ability to reply in an appropriate manner to telephone and in-person inquiries. Ability to work as a member of a team and under time pressure. Ability to maintain records and files and update databases. Ability to work with accuracy and attention to detail in order to identify data discrepancies . Excellent knowledge of local driving rules and regulations. Good knowledge of local roads and conditions. Good knowledge of chauffeur protocol and courtesies. Good knowledge of security issues. Proven ability to keep accurate records of the use of vehicle Skills in minor vehicle repair. Ability to use a GPS data recorder, report position, and operate all applicable UHF/VHF and other two-way communication devices. Demonstrate polite, courteous and cooperative behaviour. Demonstrate high level of collegiality and cooperation, good team worker. Good knowledge of rules and procedures on vehicle management including maintenance of official vehicles and knowledge of mechanics and maintenance and repair of vehicles. Defensive driving skills and ensuring the safety of passengers. Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
