JOB SUMMARY Duration: 3.5 years | Donor: FCDO CARE Yemen is seeking an innovative and visionary leader to serve as Sr. Advisor, Economic Empowerment and Resilience, managing the Building Resilience through Integrated community-based and Humanitarian systems Transformation and Leadership in Yemen (BRIGHTLY) Program. BRIGHTLY is a 3.5-year FCDO-funded initiative designed to deliver lifesaving humanitarian assistance while strengthening Yemenโs social protection systems and enabling people to transition toward economic self-reliance. As the lead agency, CARE International heads a consortium of respected partners: the Norwegian Refugee Council (NRC), Oxfam, Save the Children, and the Yemen Family Care Association, a Yemeni national NGO. Together, we are committed to expanding opportunities, strengthening local economies, reducing humanitarian needs, and investing in lasting solutions for the Yemeni people. About the Role As Sr. Advisor, Economic Empowerment and Resilience , you will: Lead CAREโs role in the BRIGHTLY consortium, driving the programโs contribution to social safety nets and cash+ humanitarian responses in Yemen. Consolidate and elevate BRIGHTLYโs learning and impact internally across the consortium and externally with donors, government, and humanitarian stakeholders. Guide and strengthen BRIGHTLYโs economic empowerment and resilience approaches , ensuring coherence, innovation, and consistency across all partners. Advocate for a dignified humanitarian response that empowers people to achieve independence and resilience . Foster knowledge sharing, evidence generation, and advocacy , positioning BRIGHTLY as a model for effective humanitarian-to-development transition. You will work closely with the Program Management Unit (PMU) hosted by CARE in Yemen, consortium partners, other international and national organizations, and government actors engaged in social safety net programming and humanitarian response . This role is based in Yemen, with regular travel for partner and stakeholder engagement. Key Responsibilities Program Quality, Strengthening, and Impact Establish mechanisms for program strengthening and innovation across the consortium. Consolidate core approaches and ensure best practices and consistency in BRIGHTLY implementation. Provide technical guidance on graduation-transition models, VSLA/VSLAiE, digital innovations, and crisis modifiers . Share global best practices and adapt lessons from other consortia and humanitarian programs to enhance BRIGHTLYโs impact. Leverage proven humanitarian approaches within Yemen to improve program outcomes. Driving Learning and Evidence Generation Lead MEAL and program teams to implement the learning agenda , generating evidence on what works to support transition and graduation approaches in Yemen. Oversee production of learning, evidence, and policy products , tailored for external influence and advocacy. Guide operational research to ensure continuous improvement and innovation within the program. Develop and implement dissemination strategies for knowledge products, ensuring broad reach and impact. Facilitate knowledge sharing and collaboration with humanitarian actors and stakeholders to improve social safety net, cash+, and early recovery programming . External Representation, Donor Relations, and Advocacy Represent BRIGHTLY with UN agencies, donors, government bodies, and humanitarian stakeholders . Lead collaboration with other consortia and government partners to strengthen social safety net systems and graduation models for Yemen. Build alliances and partnerships with existing and potential donors aligned with BRIGHTLYโs vision of long-term transition and resilience . Develop and deliver BRIGHTLYโs strategic communications and advocacy plan , showcasing the consortiumโs added value. Engage regularly with donors, working with the Consortium Coordinator, lead agency, and Steering Committee to position BRIGHTLY as a pioneering model in Yemenโs humanitarian response . #LI-AM2
