Result of ServiceThe ultimate result of consultancy is the completion and submission of the detailed verification report for Madagascar and Chad on their consumption of HCFCs during the period January-December 2022 to 2024 considering various rules/guidance of the Executive Committee of the Multilateral Fund. Work LocationNairobi Expected duration6 months Duties and ResponsibilitiesThe United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP is an Implementing Agency of the Multilateral Fund for the Implementation of the Montreal Protocol on Substances that Deplete the Ozone Layer. The Law Division works with international and non-governmental organizations, national and local governments, business and industry to develop and implement policies, strategies and practices that are cleaner and safer, incorporate environmental costs, use natural resources efficiently, reduce pollution and risks for humans and the environment, and enable the implementation of Conventions and international Agreements. UNEP’s OzonAction’s Compliance Action Programme (CAP) provides global management services to ensure that National Ozone Units (NOUs) are provided adequate advisory services, capacity building and technical assistance to implement activities approved by the Multilateral Fund’s Executive Committee. At the same time, the global programme management services ensure that the Executive Committee receives timely, accurate, relevant, and high-quality project proposals, financial and substantive reports, and information about the implementation of actions on the ground. At the 94th Meeting of the ExCom, the ExCom approved funding for the verification report on the implementation of the HCFC phase-out management plan stage II for Madagascar (MAG/PHA/94/TAS/40) and Chad (CHD/PHA/94/TAS/43). The ExCom further decided that the verification reports should be submitted 60 days prior to the applicable ExCom meeting for which funding is being requested. Accordingly, UNEP requires a consultant to support the completion of the development of Verification Report on the implementation of the HCFC phase-out management plan in Madagascar (MAG/PHA/94/TAS/40) and Chad (CHD/PHA/94/TAS/43) which need to be presented and cover 2022-2024 (based on the decision 82/51). This position is located in UNEP Law Division, Africa Office. During the assignment, the consultant will work under the supervision of the Montreal Protocol Regional Network Coordinator of Francophone Network of Ozone Officers, Mr. Yamar Guisse. Qualifications/special skillsAdvanced university degree (master's degree or equivalent) in engineering or environmental science or related area is required. A bachelor's degree with an additional two years of professional experience in related fields will be accepted in lieu of the advanced degree. 10 years of experience in in engineering, environmental science, or related field is required. knowledge on Montreal protocol Implementation in Africa is desirable experience in HCFCs consumption verification is desirable LanguagesEnglish and French are the working languages of the United Nations Secretariat.
