Coordinate and monitor technical systems deployments and identify issues in a timely manner to avoid any negative impact on systems and installations. Validate all operational deployments of the technical systems by: validating the level of support for new systems verifying, approving and controlling the completeness of the deployment scenarios validating security measures, in particular their compliance with national legislation Participate to projects and relevant activities; contribute to requirements analyses, technical solutions, security and safety matters, operational assessments and audits, call for tenders (define needs, draft technical specifications, assist in evaluating providers), etc. Coordinate and oversee the activities of external service providers, and supervise the interventions (โ€œChargรฉ des travauxโ€). Draft various reports on services (stocktaking), activities, problems, service contracts, etc. for different audiences (management, technical services). Act, as required, as the person with delegated responsibility to operate the electrical installation (โ€œChargรฉ dโ€™installation dรฉlรฉguรฉโ€). Draft and maintain various procedures (technical & administrative) to respond to obligations related to internal certifications, standards and national legal requirements (BA4/5, VCA). Update and keep records (registry) to ensure traceability of plans relating to technical systems, in particular Building Management System (BMS), electrical, hydraulic, air treatment, fire protection and fire detection. Ensure the follow-up and traceability of remarks, changes, etc. in reports resulting from inspections and audits (internal/external). Carry out any other task in line with the main purpose of the job.

This job requires frequent missions to the EUROCONTROL sites in Brรฉtigny (France) and Luxembourg.

Required qualifications, experience & competencies

Secondary education attested by a diploma giving access to post-secondary education and appropriate professional experience of at least three years, or post-secondary education in a relevant area (e.g. Automation, BMS). Internal candidates can check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate. Relevant training in BMS would be considered a strong advantage. Certifications: Applicants who do not have the certifications required in Belgium; BA4/5, VCA* will have to acquire them by the end of the probation period.
*Veiligheid-, gezondheid- en milieu- Checklist Aannemers The selected candidate will have to succeed internal certifications; AOC (Attestation of Operational Competencies), etc. Minimum 7 yearsโ€™ relevant professional experience in, at least, one of the relevant technical domains; Heating, Ventilation, Air Conditioning (HVAC), Electricity (ELEC) and/or Building Management System (BMS). Experience in Energy management (system, metering & data processing), Power Usage Effectiveness (PUE) and Commissioning. Experience in the field of programming BMS and in communication systems (Protocols & Bus: MPI, ProfiBus, Profinet, ModBus RTU, Modbus IP, Mbus, BacNet, etc.). Experience in programming (Johnson Controls, Siemens, Honeywell, etc.). Experience in operational critical centres and data centres. Knowledge or understanding of the facilities industry and motivation and commitment to stay abreast of any developments in this area. Understanding of the safety rules and procedures required to ensure compliance with national legislation would be an advantage. Drafting skills in French. The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of French at level C1. The selected candidate will have to acquire, at least, level A1 in English by the end of the probation period. Candidates already at level B1 in English will have an advantage.
The levels relate to the European-framework-reference Common European Framework of References for languages (CEFR).

This contract may be renewed for a total duration of up to nine (9) years, or it may be converted into an undetermined contract. If selected, the person will keep their current type of appointment duration (undetermined or determined).
The internal staff member with a determined contract will be offered, in principle, an appointment for 5 Year(s) with a maximum total duration of 9 years. The successful candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level. Candidates declared suitable who are not selected for the post will be placed on a reserve list for similar roles. The reserve list will be valid for one year from the closing date of applications.
