Systematic Observations Financing Facility (SOFF Secretariat) WMO is committed to achieving diversity and a balanced workforce. DUTIES AND RESPONSIBILITIES
The Systematic Observations Financing Facility (SOFF) was legally created by WMO, UNDP and UNEP as a UN a Multi-Partner Trust Fund in December 2021. Within few years of operations SOFF is delivering at speed and scale and requires additional support on the engagement and outreach activities related to the SOFF Impact Bond, its positioning in the COP30 action agenda, and related communications. The senior consultant will work under the supervision of the Director, SOFF Secretariat and in close collaboration with the other members of the SOFF Secretariat Partnerships Team, SOFF Global Facilitators, and other organizations relevant to SOFF partnerships, governance and operations
ACCOUNTABILITIES/RESPONSIBILITIES:
The consultant will focus on supporting the engagement and outreach activities related to the SOFF Impact Bond. The responsibilities are as follows:
1. Stepping up SOFF Impact Bond engagement with humanitarian stakeholders and funders with high interest in humanitarian action. Strengthen SOFF overall humanitarian narrative, including on SOF importance for anticipatory financing.
2. Engaging with insurance industry to generate interest in SOFF Impact Bond and potential contributions.
3. Engaging with important SOFF bilateral funders, in particular those that we have not been able to mobilize so far.
4. Contributing to further developing the Bond concept including engagement plan with Bond stakeholders and potential investors and donors.
5. Contributing and corresponding Bond positioning at international events like UNGA and COP30.
DELIVERABLES AT THE END OF THE CONTRACT:
1. Road map to engage humanitarian stakeholders developed.
2. Overall SOFF humanitarian narrative developed.
3. Identify and map potential bilateral funders and develop tailored engagement strategy; arrange, join and follow up on respective meetings.
4. Deliver inputs for SOFF Impact Bond at international events like UNGA and COP30.
QUALIFICATIONS
Education
Advanced degree in international relations, business, law or any other social science related studies. Focus on climate change and environment-related topics an advantage.
Experience
At least 7 years of experience related to partnerships and development finance; in mobilizing financial resources and fostering multi-stakeholder collaboration including governments, development finance institutions, philanthropic organizations, and the private sector is an added advantage.
Other requirements
Proficient use of Microsoft programs, good communication skills both oral and verbal.
Languages
Excellent knowledge of English (both oral and written) is required. Knowledge of any other UN language is an asset.
