DUTIES AND RESPONSIBILITIES
Under the supervision of the Project Officer, Project Development and Management Unit, the incumbent will perform the following duties:
1) Gather and analyze five years of data on NEMO operations, response, preparedness, and recovery.
2) Develop and apply a structured questionnaire for NEMO staff, partners, and communities.
3) Conduct interviews and consultations with key national stakeholders and NEMO.
4) Quantify avoided losses, reduced disaster impacts, and efficiency gains attributable to NEMO.
5) Assess sectoral benefits using both quantitative and qualitative evidence.
6) Apply transparent assumptions, sensitivity tests, and international benchmarking.
7) Prepare a comprehensive SEB analysis report with clear narratives, quantified findings, visuals and recommendations.
8) Present preliminary results to NEMO and partners for validation.
9) Facilitate the national workshop in Belize to present final results. QUALIFICATIONS
Education
Advanced university degree in economics, environmental economics, or equivalent combination of education and experience in economics and/or disaster risk management.
Experience
At least seven (7) years of progressively responsible experience in socioeconomic analysis, and disaster risk management or disaster risk reduction.
Experience in the Caribbean region, particularly in Belize, is highly desirable.
Other requirements
- Proven experience in the desired fields of study and demonstrated experience of having undertaken similar studies in the past, preferably in the region.
- Familiarity with key frameworks, such as the Sendai Framework for Disaster Risk Reduction.
- Experience with Geographic Information Systems (GIS) and related analytical tools is an asset.
- Sense of integrity, responsibility, maturity of judgement, initiative and creativity. Excellent analytical, data management, communication, presentation and interpersonal skills. Proven experience to analyze, model and interpret data in support of decision-making. Demonstrated ability to plan, organize and manage multiple workloads.
Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of WMO would be an advantage.
(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.) The Consultant will conduct a socioeconomic benefit (SEB) analysis of the National Emergency Management Organization of Belize to quantify its economic and social value, supporting evidence-based advocacy for sustainable financing, institutional strengthening, and enhanced national disaster resilience.
