TERMS AND CONDITIONS
The World Food Programme (Caribbean Multi-Country Office) is seeking Expressions of Interest from qualified individuals for future consultancies in the Caribbean.

Successful candidates will be placed in a roster for short-term opportunities and may be contacted according to operational needs. Rostered applicants may remain on the roster for 24 months.

In 2018, WFP re-established its presence in the Caribbean with an office in Barbados. The WFP Caribbean Multi-Country Office (MCO) supports 22 countries and territories across the English- and Dutch-speaking Caribbean. WFP Caribbeanโs capacity strengthening programme focuses on vulnerability analysis and mapping; end-to-end supply chain management; shock-responsive social protection; food systems strengthening; and climate risk financing. In times of crisis, WFP works with partners to provide direct assistance when events surpass national and regional capacities by delivering food, cash or voucher assistance, or through emergency logistics or emergency telecommunications service provision.
WFP plays a key leadership role in logistics preparedness and emergency response, particularly for natural disasters such as hurricanes, floods, and volcanic eruptions. When national capacities are overwhelmed, WFP steps in to fill logistics gaps, supporting the movement of relief cargo, coordination of actors, and access to hard-to-reach areas.
JOB PURPOSE
To contribute to daily planning and coordination of WFP shipping operations including monitoring of services provided by contracted external organizations to ensure cost-effective operations and that set objectives are achieved in full.
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority)
CST 1 level
- Support management of shipping operations following standard processes and contribute, directly or indirectly, to the effective delivery of food assistance to beneficiaries.
- In liaison with Country Offices, support the determination of the most efficient mode of calling forward commodities against set criteria and conditions.
- Support negotiations on ocean transportation arrangements with vessel owners and container shipping lines by collecting and collating required information.
- Contribute to consolidation and planning of shipments, and to the management of operational aspects of all chartered and/or liner vessels, cargoes, including checking document readiness, loading and discharging operations and contracting of stevedoring services as applicable.
- Contribute to supply chain by providing technical support and guidance to other services, divisions and Country Offices, particularly for emergency response.
- Contribute to the collection and analysis of data through market analysis, research and networking with colleagues, and contribute to recommendations for improvement of shipping operations.
- Collate data and contribute to preparation of accurate and timely reporting, including Key. Performance Indicators (KPIs), supporting a WFP-wide view of shipping activities that enables informed decision-making and consistency of information presented to stakeholders.
- Support productive partnership building with supply chain colleagues and staff within the area of assignment to support efficient shipping operations.
- Participate in the on-going review of internal processes and procedures and identify ways to increase the day-to-day efficiency of the teams.
- Follow emergency logistics preparedness practices to ensure WFP is able to quickly respond and deploy food and needed resources to affected areas at the onset of the crisis.
- Where supervisory responsibilities apply, adhere to WFP standard performance management guidelines and practices to contribute to achieving service objectives and to promote staff learning and development.

CST 2 level
- Contribute towards the development of shipping plans and processes ensuring compliance with wider logistics operations, policies and WFP standard
- Contribute to the preparation and implementation of policy guidelines and operational directives and procedures in respect of ocean transport activity.
- Plan and manage shipping operations following standard processes and contribute, directly or indirectly, to the effective delivery of food assistance to beneficiaries.
- Monitor liner/containers freight markets and trends and bring to the attention of senior Shipping Officers important changes impacting WFP shipping operations.
- Negotiate and conclude ocean transportation arrangements or parts of important arrangements with vessel owners and container shipping lines.
- Consolidate and plan shipments, manage operational aspects of chartered and/or liner vessels, cargoes, including checking document readiness, loading and discharging operations and contracting of stevedoring services as applicable.
- Supervise performance of WFPโs shipping and forwarding agents, stevedores and other ancillary contractors to ensure efficient operations, and provide input in the annual performance review.
- Contribute to supply chain by providing technical support and guidance to other services, divisions and Country Offices, particularly for emergency response.
- Identify, regularly monitor and manage contractual, operational and supply chain risks relevant to shipping activities.
- Collect and analyse data through market analysis, research and networking with colleagues and recommend actions to improve shipping performance.
- Collate data and prepare accurate and timely reports, including Key Performance Indicators (KPIs), supporting a WFP-wide view of shipping activities that enables informed decision-making and consistency of information presented to stakeholders.
- Build productive partnerships with supply chain colleagues and staff widely in the organization and support partnership building with donors, humanitarian agencies and other institutions to support efficient and effective shipping operations.
- Participate in the on-going review of internal processes and procedures and identify ways to increase the day-to-day efficiency of the teams.
- Follow emergency logistics preparedness practices to ensure WFP is able to quickly respond and deploy food and needed resources to affected areas at the onset of the crisis.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
CST 1 level
- Previous experience in commercial or government transportation sectors.
- Experience monitoring and reporting on port, and freight market conditions and trends.
- Experience arranging loading and discharging operations for cargo ships and/or arranging ocean transport for liner cargos.
- Experience supervising General Service staff at the G7 level and below.
CST 2 level
- Experience in commercial or government transportation sectors.
- Experience determining with CO and other Supply Chain actors best shipping modality/timing and liaising with agents and suppliers to ensure cargo readiness.
- Experience managing network of freight forwarding and charter protecting agents at load and discharge ports.
- Experience managing the discharging operations for chartered vessels and the contracting of stevedoring services.
- Experience negotiating and concluding ocean transportation contractual arrangements with commercial shipping lines and ship owners.
- Experience supervising professional/national staff.
STANDARD MINIMUM ACEDEMIC QUALIFICATIONS
Education: Advanced University degree in Transport Economics, Supply Chain, Shipping, Logistics or other relevant field, or First University degree with relevant logistics qualifications or additional logistics experience in port, freight forwarding and shipping operations.
Experience:
Level 1: 3-5 years of relevant professional experience
Level 2: 6-10 years of relevant professional experience.
Languages:
Fluency in both oral and written communications in English.
