Organizational Context and Scope
Under the overall supervision of the Chief of Mission,ย in close coordination with the Senior Program Manager, and the direct supervision of the Emergency coordinator, the Shelter, DRR Program Coordinator will be responsible for managing, developing and ensuring the implementation of IOM Shelter and Disaster Risk Reduction (DRR) activities in Haiti.ย ย
Strategic Programme Coordination and Oversight
Manage, coordinate and ensure the effective implementation of Shelter, NFI, DRR and cash-based assistance programmes, in line with IOMโs strategy and technical standards.Lead the development and implementation of programme components focused on disaster preparedness and disaster risk reduction (DRR) at community and institutional levels.Ensure programme alignment with national strategies and frameworks and substantively contribute to strategic planning efforts.Oversee the planning and execution of rental assistance programmes (cash-for-rent) and cash support for host families, ensuring proper targeting, delivery and monitoring mechanisms are in place.Identify new programme opportunities and prepare concept notes, proposals, and donor reporting.Shelter and Site Infrastructure Improvement
Coordinate technical interventions related to emergency and transitional shelter solutions, including structural rehabilitation of evacuation shelters and community facilities.Supervise the design and implementation of infrastructure improvement in displacement and relocation sites, including access roads, drainage, lighting, and communal infrastructure, in coordination with Shelter, WASH and CCCM teams.Promote the integration of Build Back Safer (BBS) and resilience principles across shelter activities and ensure capacity building of local builders and communities.Representation, Coordination, and Advocacy
Represent IOM at the Shelter/NFI Cluster, CTEGAP, and other relevant technical and inter-sectoral coordination platforms at national and departmental levels.Strengthen and maintain strategic partnerships with national authorities, UN agencies and humanitarian actors.Coordinate shelter and DRR efforts with other sectors such as WASH, Health, Protection, CCCM, and transition and Recovery to ensure integrated programming.Implementing Partner (IP) Management and Field Support
Identify, engage with, and oversee the performance of Implementing Partners (IPs) involved in Shelter, NFI, DRR, and cash interventions.Oversee the development, negotiation, and monitoring of IP contracts and ensure timely review and validation of narrative and financial reports.Conduct joint field missions with IPs and relevant stakeholders to monitor progress, identify challenges, and provide technical guidance.Team Management and Capacity Building
Provide day-to-day supervision, mentoring, and performance evaluation for relevant programme teams, including international and national staff across multiple field locations.Ensure effective coordination and task allocation within the team to achieve programme objectives.Identify staff development needs and participate in the design and delivery of technical capacity building activities for IOM personnel and partners.Promote a positive, inclusive, and accountable working environment aligned with IOMโs core values.Community Engagement and Accountability
Ensure meaningful participation of affected populations, including women, persons with disabilities, and other vulnerable groups, in the design, implementation, and monitoring of activities.Oversee the design and implementation of community feedback and complaint mechanisms in displacement sites and host communities.Promote approaches that build community resilience and support durable solutions.Information Management, Reporting and Planning
Prepare internal and external reports, including donor reports, situation updates, and assessments.Provide technical and programmatic inputs to humanitarian planning frameworks such as the Humanitarian Needs Overview (HNO), Humanitarian Response Plan (HRP), and national contingency plans.Other Duties

Education
Masterโs degree in Development, Civil Engineering, Architecture, Urban Planning, Social Sciences or a related field from an accredited academic institution with five years of relevant professional experience; or,University degree in the above fields with seven years of relevant professional experience.ยExperience
Experience in the management, implementation and coordination of shelter, infrastructure, and/or DRR programmes in emergency or recovery contexts;Proven experience in managing cash-based interventions, including rental assistance and support to host communities;Demonstrated leadership in supervising multidisciplinary teams, including in remote or multi-location settings;Experience in site development or infrastructure improvement in camps, informal sites, or relocation settings;Experience coordinating with governmental counterparts, UN agencies, clusters, and humanitarian stakeholders at national and local levels; and,Strong experience in working with implementing partners (IPs), including contract oversight, reporting validation, and capacity strengthening.Skills
Strong project coordination and field-level operational skills;Excellent team leadership, staff supervision, and partner management capabilities;Good knowledge of humanitarian architecture, cluster coordination, and standards;Ability to work under pressure and adapt to rapidly changing environments;Excellent communication, facilitation, and negotiation skills with diverse audiences;Proficiency in MS Office (Word, Excel, Outlook, PowerPoint); knowledge of Kobo, ODK, or other mobile data collection tools is an asset; and,Strong analytical and problem-solving skills; ability to synthesize and act on feedback and data.Languages
