Under the overall supervision of the Country Representative, the staff member will be supervised directly by the Head of Gaza Office and work closely with the Senior Management Team, SRHR technical team lead, and other team leads and various Country Office Units including Operations, Communications, Gender/GBV, AY, Supplies, M&E, Partnership and Mobilization.

Job Purpose:ย 

The Sexual & Reproductive Health in Emergencies (SRHiE) Specialist will provide technical guidance, programme management and inter-agency leadership through coordination,ย  in promoting sexual and reproductive health and rights (SRHR) across all phases of the emergency, from acute to early recovery.

S/he will work in close collaboration with humanitarian agencies (UN and I/NGOs) and national partners and civil society organizations to ensure implementation of the MISP (Minimum Initial Service Package for SRH in crisis), and, whenever possible transition to comprehensive SRH in emergencies package through establishment of new and e scale up of existing SRMNH servicesย  The incumbent should also identify and promote synergies and linkages with mental health, protection andย  nutrition interventions for women and girls and people living with disabilities, to enhance reach to target populations, and ensure adaptation to the currentย  Humanitarian, Development and Peace (HDP) nexus approach.

Theย  SRHiE Specialist will be responsible for ensuring integration of UNFPA mandate within the programme delivery including through midwifery empowerment and education , in liaison with SRH team at the CO, coordinating UNFPAโ€™s projects with other stakeholders, overseeing the management of the SRH Team in Gaza, the implementation of its related projects and funds, coordinating the work with other actors working in Health/ SRHS areas of work.

You would be responsible for:ย 

UNFPA SRHR program Planning, Implementation and Monitoring

Follow up and advise on all SRHR interventions in Gaza contribute to the design and scale up whenever needed across the Gaza strip. Provide technical support and guidance to the implementing partners, technical staff, and partner agencies to ensure good quality implementation of project activities. In consultation with relevant UNFPA units, review and prepare work plans and budget revisions of the projects. Build capacity for newly recruited staff under the implementation partners, through coaching and on the job training, in collaboration with the national SRHR team Oversee all training/awareness sessions/workshops on SRHR as outlined in the project documents. Manage funds as assigned by the CO in coordination with relevant programme leads and operations staff.

Monitoring and Evaluation:

Monitor SRH assistance provided by UNFPA through implementing partners to crisis affected populations, ensuring no one is left behind, s and ensuring SRHR in emergencies quality standards are being met. Supporting the reproductive health commodities security associate, ensure accurate forecast, procurement planning, allocation, distribution and monitoring ofย  SRH supplies, thorugh a Last mile Assurance approach,ย  in close coordination with the CO - SRHR Team and Supplies/ Procurement Team. Maintain a database on SRH commodities and supplies and share information with coordinating UN agencies and other stakeholders (requests trackers, distribution plans, distribution analysis, post-monitoring distribution reports) Initiate technical guidance documents and capacity building sessions for partnersย on SRHR commodities as per identified needs (eg: the individual clean delivery guidance note) Conduct regular field missions and SRMNH assessments as appropriate to inform strategic approaches and for addressing the issues around SRMNHย  access and quality of servicesMonitor progress of the projectsโ€™ activities, identify sources of delays in the project implementation, contribute to feasible solutions, and ensure follow-up actions are carried out. Support SRHR related knowledge generation, and documentation, dissemination and multiplication of good practicesย 

Ensure effective coordination of Sexual and Reproductive Health and Rights in Gazaย 

Lead the SRHR Working group under theย  health cluster, as part of the technical working group coordinators, holding weekly meetings.ย  Ensure UNFPA maintains leadership role in SRHR coordination during transition from Cluster to Sector, and in early recovery phase. Work with SRHR WG members to update the annual action planย  for the working group.ย  Ensure SRHR inputs are systematically and meaningfullyย  included in all Health Sector and Health Cluster products; weekly meetings updates/presentation Health Cluster bulletin and reports, flash appeal, advocacy briefs, etc and in the JHOC and OCHA updates. Ensure initiation orย  integration of SRHRย  contingency and preparedness plans, both from a coordination and a programmatic perspective and ensure adaptation and follow up of the implementation of the plans. Build strong partnerships with SRHR partners and stakeholders at national, provincial, and regional levels. Lead the process of upscaling and utilization of SRH dashboard in coordination with PHIC, and enhancement of statistical reportsโ€™ generation for advocacy and planning purposes. Support, facilitate and coordinate SRMNH related assessments and studies.

Capacity Development:

Provide continuous coaching to national and consultants, where appropriate. Coach and build capacity of staff members and staff of implementing partners responding to humanitarian/emergency crises, as needed. Ensure MISP is well known and applied by all actors providing health services in the emergency Design and deliver training as per needs according to SRHiE package, including in collaboration with GBV AoR and MHPSS WG Implement and update the STHTWG training plan, leveraging on UNFPA programme and other opportunities of inter-agency collaboration, to ensure all SRHR partners have access to capacity building and encourage harmonisation of standards of care.

Resource Mobilization, communicationย  and advocacy

Support the CO in developing proposals and fund raising for SRHR programming. Contribute to accurate reporting to donors Lead/contribute to donors briefing and presentations (bilateral, within the health cluster, etc), and seizing all possible opportunities to advocate for SRHR fundingย  Initiate/contribute to advocacy briefs on SRHR in Gaza Provide technical feedback to communication unit and management upon requests by media Ensure SRHR team from Gaza submits weekly updates to the communication team and verify accuracy and appropriateness of terminology.

Reporting:

Prepares regular reporting on projectsโ€™ status (mainly for donors and CO) Oversees quarterly work plans and reporting of SRHR implementing partners in Gaza.

Education:ย 

Health science field with an advanced masterโ€™s degree in health care sciences, public health, or other related fields.

Knowledge and Experience:ย 

5 years of increasingly responsible professional and managerial experience in the field of maternal health. Minimum 3 years of field experience working in a humanitarian setting.ย  Prior experience of working in multi-stakeholder environments including NGOs, bilateral and multilateral agencies Familiarity with the UN Common System at the field and international level is an asset. Ability to use Microsoft Office applications. Strong communication and writing skills in English.

Languages:ย 

Fluency in English is required and Arabic is an asset.ย
