JOB SUMMARY
Under the leadership of the Programme Director- Health, Social Inclusion and Social Protection, the Senior Technical Specialist will serve as the subject matter expert in social and health to drive the implementation of the Social Inclusion and Social Protection Action and the Regional Health Agenda commitments. The Senior Technical Specialist will provide technical leadership for the implementation of the regional strategy to support overall human and social development in the Member States through the social and health programme. The role will be assigned responsibilities in a 70:30 ratio, with primary focus on Social Inclusion and Social Protection (70%) and secondary support to Health-related initiatives (30%), in alignment with the Unitโs strategic priorities and resource framework.
The role is responsible for creating an environment of trust, open communication, and innovative thinking in which teams can be developed and engaged.
KEY DUTIES
- Provide technical guidance and advice to support the implementation of the Social Inclusion and Social Protection Action Plan, Regional Health Commitments, the OECS Growth and Development Strategy and the OECS Commissionโs Strategic Priorities.
- Provide technical leadership to guide the implementation of regional social and health sector strategy and development partner-financed projects executed by the SISP and Health Unit.
- Collaborate with the Programme DirectorโHealth and Social Inclusion and Social Protectionโon efficiently managing relevant consultancies and ensuring the quality of the deliverables.
- Provide advice to social development and health officials in the OECS on various aspects of social and health policy and practice in developing and implementing their national plans.
- Collaborate with internal and external partners in planning, implementing and monitoring the work of the SISP and Health Unit at a regional and national level.
- Lead the sharing of knowledge and lessons learnt from exemplary practice in social and health.
- Prepare progress and annual reports on regional social and health initiatives being implemented by the SISP and Health Unit to support the implementation of the regional strategy.
- Prepare documentation (concept notes, project/grant proposals and budgets, papers) to mobilise resources to support the implementation of the social and health strategy.
- Lead research initiatives to advise on policy options for developing social and health in the OECS.
- Facilitate development partner support and develop meaningful relationships with external stakeholders for social and health in the region by building synergies and using opportunities for convergence in implementing sustainable initiatives.
- Contribute to preparing and reporting on the SISP and Health annual work plan using established systems and tools
- Coordinate arrangements for and facilitate regional meetings/workshops/conferences of governance and technical working groups in social and health.
- Contribute towards the advocacy and communication of the work of the SISP and Health Unit.
- Represent the OECS Commission at Regional and International engagements.
- Partner with the Project Management Office to lead the successful delivery of SISP/Health programmes and projects.
- Undertake related assignments by the Programme Director- SISP/HU, Director, Human and Social Development and the Director General.
EXPERIENCE, KNOWLEDGE AND ATTRIBUTES
- A masterโs degree in a related Social or Health Science field.
- At least 5 years of experience in Social and/or Health Development programmes.
- Training and certification in Project Management would be an asset
- A minimum of 5 years of working experience in multi-country social or health programme development and implementation.
- Extensive experience undertaking research in social, health or international development.
- Excellent oral and written communication skills in English.
- Ability to work as a member of a multi-disciplinary and multi-cultural team.
- Ability to take initiative and to work with minimum supervision.
- Demonstrated sound competence in organising national and regional meetings/workshops.
- Experience in project management will also be an asset.
- Experience with multi-country and multi-donor projects.
