Alcancar is an on-going project that started in April 2019.

Description:

FHI 360โ€™s Senior Technical Advisor, Newborn and Child Health (NCH) will be based in FHI 360 Mozambique Country Office in Maputo with up to 40% travel to Nampula and Zambezia provinces. S/he will provide technical assistance to Alcancarโ€™s child health team in implementation of robust child health activities in the two provinces. S/he will provide technical assistance to the Government of Mozambique Public Health Department to develop technical guidelines and reports that improve access, quality, and use of newborn and child health, immunization and nutrition services at provincial, district, and health facility levels. The Senior Technical Advisor, NCH will represent Alcancar at MISAU technical working group meetings and will provide technical assistance to MISAU in developing policy documents, strategies, reports, and MISAU workplans and proposals related to newborn and child health, immunization and nutrition. The NCH Advisor will work with project technical leadership to identify and document effective implementation approaches to inform national policy and technical discussions. The Senior Technical Advisor NCH will support the implementation of Alcancar project in the provinces and travel regularly to Nampula, Zambรฉzia, and other provinces. This position reports directly to the Technical Director of the Alcanรงar Project.

The Senior Technical Advisor, NCH will work closely with the projectโ€™s senior leadership, the extended Advisory team embedded at MISAU, to execute the following responsibilities:

  • Contribute to the technical direction of the project related to evidence-based NCH, nutrition and immunization programming for provinces, districts, facilities, and community-level interventions, based on MISAU protocols and global best practices.
  • Participate in project staff program meetings, work planning, reviews, and other forums to contribute to strategic vision around child and newborn health programming, and to support dissemination of project results.
  • Represent Alcanรงar in MISAU technical working group meetings and other meetings on NCH, immunization and nutrition programming coordinated by partners.
  • Provide technical support to the Alcanรงar team in implementation of effective child and newborn health, immunization and nutrition activities in the districts and health facilities.
  • Contribute to the projectโ€™s learning agenda by identifying information gaps in NCH, nutrition and immunization that could be filled by secondary data analysis, literature reviews, field testing of new approaches and collaborative learning events, and lead technical inputs on learning activities related to NCH, immunization and nutrition.
  • Collaborate with technical areas such as community health services and referral, quality improvement, capacity building, commodities, and youth to ensure that activities are integrated, aligned, efficient, and comprehensive.
  • Identify technical assistance needs and training resources among project staff, partners, government counterparts and beneficiaries and coordinate technical assistance provision.
  • Promote sustainability of project activities with effective networking, coordination and linkages to other programs, partners and counterparts, capacity building of project staff, and institutional strengthening of implementing partners and community-based organizations.
  • Contribute to the preparation of annual work plans and progress reports in a timely fashion for submission to DoS.
  • Maintain diplomatic and high-quality interactions and clear and consistent communications internally and with partners.

    Qualifications:

    • Masterโ€™s degree in public health or health management.
    • Must have clinical background as a medical doctor, preferably a pediatrician, or a newborn and child health nurse.
    • At least twelve (12) years of work experience in Mozambiqueโ€™s health system and NGO setting. Candidate must be a Mozambican with fluency in Portuguese and English languages.
    • Demonstrated skills to create and maintain effective working relationships with Government staff and partners at national and provincial levels, including United Nations agencies, and NGOs working in NCH, nutrition and immunization.
    • Deep knowledge of the landscape for NCH, immunization and nutrition programming in Mozambique.
    • Systems analysis skills applied to NCH services desired.
    • Experience working with USG-funded health programs is desired.
    • Strong interpersonal, coordination, and diplomacy skills. Writing and oral presentation skills in Portuguese and English required.
    • Skills to work independently and manage a high-volume workload.
