POSITION SUMMARY

The Senior Sustainable Finance and Investment Officer will be responsible for managing the project Accelerating a Sustainable Blue Economy in the Caribbean Region (BLUE CAR), focusing on both the Dominican Republic and Saint Lucia.

The officer shall oversee project implementation in two countries by coordinating stakeholders, consultants and service firms, co-developing sustainable-finance-linked outputs as well as by providing strategic guidance and leadership to ensure smooth project implementation. Moreover, the officer will coordinate project implementation, capacity building, and knowledge creation. Key responsibilities entrusted to the officer include effective results-based management, project reporting, donor reporting, and stakeholder communication, in line with organizational policies.

Reporting to the Caribbean Representative, the officer lends daily technical support to project members and government partners in Saint Lucia and the Dominican Republic. The role represents an exciting opportunity to carry out substantive analytical work, contribute technical expertise in the domains of sustainable finance and blue economy, and support the delivery of an impactful project, while supporting GGGIโ€™s expansion in the Caribbean Region.

PURPOSE

Based either in the Dominican Republic or Saint Lucia, the Senior Sustainable Finance and Investment Officer will lead the implementation of the BLUE CAR project in both countries and take charge of the engagement with government stakeholders, oversee and lead sustainable finance and investment deliverables and activities. The Senior Officer will work closely with GGGIโ€™s Regional Caribbean Program to ensure the strong engagement of public and private stakeholders and drive the successful implementation of the BLUE CAR project.

ENGAGEMENT

Build and maintain strong relationships with ministries of finance and environment, local financial institutions, national development banks, international financial institutions, project developers and international climate funds.

Lead the engagement with financial regulators to support the development and decision making of sustainable finance policies and regulations include blue bond framework development.

Lead the organization and delivery of consultation and workshops to validate products and activities.

Advise on opportunities for engagement in the national and regional context, demonstrating effective adaptation of the GGGI approach.

Oversee and support timely reporting and communication to KGNDTF Secretariat housed under Green Trust Fund Unit (GTF) at GGGI Headquarters on matters relating to the BLUE CAR project.

Deploy strategies to secure collaboration/garner buy-in and support from a diverse range of stakeholders to ensure local ownership of outputs.

Represent GGGI in the context of relevant national, regional, and international events related to the blue economy.

Support the engagement of GGGI member countries on sustainable blue economy and investment workstreams.

Participate in GGGI-wide events to create awareness about GGGIโ€™s Caribbean operations.

DELIVERY

Coordinate BLUE CAR project implementation across the Dominican Republic and Saint Lucia.

Support the implementation of specific project tasks, including project reporting, monitoring, and evaluation.

Coordinate the development of a baseline assessment and market study for existing blue economy financing mechanisms and instruments in the Dominican Republic and Saint Lucia respectively.

Lead the development of a pipeline of high-potential, bankable blue economy projects across the Dominican Republic and Saint Lucia.

Support the identification of funding needs and financing gaps, while ensuring the repayment capacity of validated pipelines in the two countries.

Support the development of pre-feasibility studies and concept notes for prioritized blue economy projects in both the Dominican Republic and Saint Lucia.

Support the provision of pre- and post-transaction advisory support to design and develop a blue bond framework for the Dominican Republic.

Deliver capacity building for public agencies, private sector actors, and financial institutions to strengthen their sustainable finance knowledge and enable the design of sustainable finance instruments and policies.

Collaborate with the Caribbean Biodiversity Fund (CBF) to assess the training needs and explore opportunities for regional knowledge sharing through the CBFโ€™s new Blue Economy Hub.

Lead the preparation of training materials as well as awareness raising activities on blue economy practices and disseminate these among key government stakeholders in two countries.

Mobilize resources for the continuity and expansion of sustainable finance and blue economy workstreams in the region.

Clear and timely reporting on project delivery to GGGIโ€™s Caribbean Representative.

REQUIREMENTS
QUALIFICATIONS

Bachelor's degree in economy, Finance, Public Administration, Sustainable Development Engineering, or other related fields

Masterโ€™s or Doctoral Degree in relevant subjects (Economics, Finance, Public Administration, Business Management, International Relations, or other related fields).

At least 7-9 years of relevant professional experience in the public, private or civil society sectors, with significant experience in building partnerships and mobilizing finance across sectors, especially financial institutions.

Demonstrated experience in working with international organizations and international financial institutions.

Prior experience with at least one of the following instruments: thematic bonds, green credit/loans, debt for nature/climate swaps or climate-smart PPPs.

Experience in engaging with private sector actors, including investors and banks and other stakeholders (NGOs, civil society) would be an advantage.

Experience in Project Management Cycle oversight is highly preferred.

Knowledge of requirements and procedures of international financing institutions, bilateral donors/organizations, or multilateral organizations would be an asset.

Prior experience of working either in the Dominican Republic or Saint Lucia countries is a must

Verbal and written fluency in English and Spanish is an essential criteria.

National of either the Dominican Republic or Saint Lucia. Also, an Eastern Caribbean country / holder of a CARICOM Free Movement of Skills Certificate is eligible.

Candidate must be based in either the Dominican Republic or Saint Lucia.

WORKING CONDITIONS

The Senior Sustainable Finance and Investment Officer is a X9 grade level in GGGIโ€™s national salary scale. The salary range for this position will be finalized following the selection of the duty station, and with consideration of qualifications, experience, and internal equity.

GGGI provides a 15% base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
