1.    Support and monitor the maintenance and repair of office facilities and transit facilities for beneficiaries (DARVs), including preventive maintenance for electrical, heating, plumbing and air conditioning systems. 
2.    Contribute to the establishment of maintenance agreements with competent service providers when it is feasible and determined to be cost effective. 
3.    Facilitate that all construction and rehabilitation programmes are designed to be inclusive and accessible for all (vulnerable groups, persons living with a disability, etc.) and integrate cross-cutting issues such as environment, gender, age, and protection mainstreaming.
4.    Coordinate and oversee the preparation of construction and rehabilitation project documents including technical designs, bill of quantities (BoQs), and specifications, and monitor that technical construction documents meet international building standards and IOM standard practices.
5.    Review and approve project Bill of Quantities (BOQs), Payment Certificates, Variation and Change Orders, Certificates of Provisional Acceptance (CPA), and Certificates of Final Acceptance (CFA) along with project managers and monitor that technical construction documents meet international building standards and IOM standard practices.
6.    Participate in tender processes, pre-bid conferences, bid openings, and site visits as and when required and provides advice on technical evaluation of prospective bidders.
7.    Draft Terms of Reference (ToR) for contracting of engineering consultants, feasibility studies, and monitoring missions to be undertaken as required.
8.    In coordination with project managers, analyze and consult project proposals to maintain technical feasibility and ensure that project objectives are attainable within prescribed resources.
9.    Perform random on-site Quality Assurance and Quality Control (QA/QC) inspections in coordination with the project team members on the quality of work in place by selected vendors. Seek quick remedial action with in-situ solutions on any defective works observed.
10.    Facilitate the integration and mainstreaming of gender, disability inclusion, protection, human rights, and other pertinent cross-cutting issues into programme implementation.
11.    Serve as a Focal Point on technical issues related to construction, infrastructure, housing (permanent shelter), and Water, Sanitation, and Hygiene (WASH) during procurement, project proposal development, and reporting.
12.    Perform other related duties as assigned.
 

Education

  • High School diploma with six years of relevant professional experience, or
  • Bachelor’s degree in Civil/Structural Engineering, Construction Management, , or related fields from an accredited academic institution with four years of relevant professional experience.

    Accredited Universities are those listed in the UNESCO World Higher Education Database.

    EXPERIENCE

    •     Experience (including field experience) in implementing construction and rehabilitation projects.
    •     Knowledge and experience in CAD-based applications such as AutoCAD, ArchiCAD, Civil 3D, ETABS, STAAD Pro, SAP2000, REVIT, and ADVANCE STEEL for review of designs where necessary.
    •     Knowledge and experience in planning applications such as MS-Project and Primavera for review of project schedules.
    •     Experience in liaising with governmental authorities, national/international institutions, United Nations agencies, and non-governmental organizations. 
    •     Experience in working with migrants, refugees, internally displaced persons, victims of trafficking, and other vulnerable groups; and,
    •     Prior work experience with international humanitarian organizations, non-government or government institutions/organizations in a multi-cultural setting is an advantage.
     

    SKILLS:

    Excellent computer skills, including proficiency in MS Office packages (Excel, Microsoft Project, PowerPoint, Outlook).

    Languages:

    For this position, fluency in English and French is required (oral and written).

    Working Knowledge of Arabic is desirable.
