Project Description:

Meeting Targets and Maintaining Epidemic Control (EpiC), a global project funded by the U.S Government and the U.S. Presidentโ€™s Emergency Plan for AIDS Relief (PEPFAR), that provides strategic technical assistance and direct service delivery to achieve HIV epidemic control among all at-risk populations; strengthen global health security (GHS), including outbreak response; expand tuberculosis detection and treatment (TB), improve maternal and child health (MCH), address malaria; and promote health systems strengthening (HSS) including supply chain management.

In Haiti, EpiC will work to restart and deliver critical lifesaving activities to contain the spread of new HIV infections and sustain lifesaving support to PLHIV, including prevention services/PrEP for pregnant and breastfeeding women, the prevention of mother to child transmission of HIV, HIV case identification, HIV care and treatment, TB/HIV, the management of advanced HIV disease, and health information management. All activities will be closely coordinated with the National AIDS Control Program (PNLS), the National Public Health Laboratory (LNSP) and the department level health directorates.

Job Summary:

The EpiC Haiti Senior Strategic Information (SI) Advisor will lead monitoring, evaluation, and learning (MEL) efforts for the EpiC Haiti project under the supervision of the Project Director.. As the lead technical expert for strategic information, the Advisor will oversee all aspects of monitoring, evaluation, data analytics, and performance reporting. The Senior SI Advisor will work closely with project leadership and country-level SI teams to strengthen or develop systems that track service delivery and performance in real time, with the goal of improving service quality and meeting reporting requirements.. The SI advisor will supervise M&E officers ensuring that project activities are on track with work plans, with technical expertise informing project implementation. This role will collaborate across technical teams to provide consistent guidance, training, and support on results frameworks and knowledge management practices. Additionally, the Senior Advisor will ensure that program strategies and activities are informed by global evidence and lessons learned from program data, applying expertise in monitoring and evaluation, knowledge management, and operations research.

**The position will be based in Port-au-Prince, Haiti and work out of the FHI 360 Country office. Preference is for Haitian national candidates.

Accountabilities:

Technical Requirements:

โ— Provide technical guidance on the design and implementation of M&E systems aligned with national standards and project goals.

โ— Demonstrates good judgment in selecting methods, techniques, and evaluation criteria for obtaining solutions, with little supervision.

โ— Collaborate with technical teams to identify indicators, develop tools, and ensure accurate documentation of service delivery activities.

โ— Conduct regular data quality assessments and mentor implementing partners to strengthen data management and reporting capacity.

โ— Produce regular analytical reports, visualizations, and presentations to inform stakeholders and guide programmatic decisions.

โ— Support coordination with government agencies and other partners involved in SI and HIV data systems in Haiti.

โ— Assist with the preparation of annual work plans, performance monitoring plans, and donor reports.

โ— Performs other duties as assigned.

โ— Participate in client / funder meetings and draft reports / presentations.

โ— Proactively identifies risks or challenges to technical deliverables and creates mitigation plan.

Education:

โ— Masterโ€™s Degree in public health, epidemiology, monitoring and evaluation, demography, biostatistics, or a related field.

โ— Project Management (PM) Certification preferred.

Experience:

โ— At least 12 years of experience in designing, managing, and implementing monitoring and evaluation systems for HIV/AIDS or public health programs.

โ— Experience supporting M&E for community-based HIV programs targeting key populations is strongly preferred.

โ— Hands-on experience with national health data systems in Haiti and familiarity with PEPFAR indicators and reporting requirements.

โ— Demonstrated ability to manage databases, conduct high-quality data analysis, and lead data quality assessments.

โ— Previous experience working with USAID- or PEPFAR-funded projects is desirable.

โ— Prior work experience in a non-governmental organization (NGO), government agency, or private organization.

Other Requirements:

โ— Willingness and ability to travel within the four departments of northern Haiti (North, North-East, North-West, and Artibonite) as needed.

โ— Ability to work extended hours at a computer.

โ— Ability to sit and stand for prolonged periods and lift up to 5 lbs if necessary.
