    Organizational Setting and Reporting Relationship
    The position of Senior Staff Development Assistant is assigned in the Culture and Talent Division (BPCT) within the Budget, People, and Management Systems Department (BPMSD).

    You will be based at our Headquarters in Manila, Philippines.

    You will report to the designated Technical International Staff and senior officer.

    Your Role
    As a Senior Staff Development Assistant, you will provide a full range of technical support to BPCT. You will be tasked to support the division's learning and development activities, including data analytics and management, knowledge management and reporting.

    You will:

  • Support the management and maintenance of ADB's Learning & Development Management System (LDMS) and other platforms such as Learning Experience Platform (LXP), Moodle, and LinkedIn Learning. Collaborate with the Information Technology Department (ITD) and HR Systems and Analytics (HRSA) team to manage and support the LDMS and other learning systems.
Support the management and maintenance of LinkedIn Learning and Corporate Finance Institute platforms: periodically grant and clean up licenses, troubleshoot user access and technical issues, generate data reports, and support content curation and monthly campaigns. Address AskHR inquiries from staff concerning LDMS and other learning platforms' policies, procedures, and administration in a comprehensive and precise manner. Assist in the migration of learning data and content to new LDMS from Moodle and LXP, completing project deliverables according to timelines. Ensure the setup of new events, sessions, online courses, curriculum, and other learning objects in the LDMS aligns with best practices. Contribute to the development and maintenance of governance document for the LDMS. Collaborate with ITD Adoption and Change Management (ACM) team to develop post-launch communications and training materials (user guides, QRGs, online courses). Discuss LDMS functionalities with external course developers and consultants engaged by various departments for their learning programs and courses. Monitor and report on usage and engagement of the learning systems and platforms. Track and analyze business benefits as outlined in the LDMS project documents. Assist in managing e-learning budget requests, development, and updates of e-learning modules, including template design, content management, file backups, security, and user support. Manage relationships with ADB e-learning service providers, including drafting procurement documents as required. Ensure service level agreements (SLA) with ADB e-learning service providers are consistently met. Support the management and maintenance of L&D Dashboard (Power BI), including designing and programming upgrades. Provide learning data to ad hoc requests from various departments across ADB. Liaise with HRSA to address data reporting requests from Program Managers across ADB, ensuring their requirements are met accurately and efficiently. Manage site design and maintenance of BPCT's Learning and Development Intranet site. Maintain good working relationships with internal clients and stakeholders and assist in meeting specific requests for support from other departments/divisions in ADB when needed. Perform other tasks as assigned and reflected in the staff's workplan.

Qualifications

You will need:

Bachelor's degree in Human Resources, Information Technology, or any related field such as Instructional Design or Education technology, preferably with advanced training. At least 5 years of relevant professional experience preferably in development institutions, international organizations, private or public institutions. Experience in setting up and managing courses within an LDMS, including creating learning paths, modules, curricula, and user permission. Certification/s and/or training on learning systems, e-learning authoring, and multimedia tools. Knowledge in creating SCORM compliant content is an advantage. Proficiency in MS Office 365 suites – Word, Excel, PowerPoint among others. Excellent written and verbal communication skills for collaborating with teams and addressing user queries. Analytical and problem-solving abilities to troubleshoot and resolve issues. Familiarity working in a multicultural environment. Excellent written and verbal communication skills in English.
