ORGANIZATIONAL OVERVIEW
FHI 360 is a nonprofit human development organization dedicated to improving lives in lasting ways by advancing integrated, locally driven solutions. Our staff includes experts in health, education, nutrition, environment, economic development, civil society, gender, youth, research, and technologyโ creating a unique mix of capabilities to address todayโs interrelated development challenges. FHI 360 serves more than 70 countries, all 50 U.S. states, and all U.S. territories. FHI 360โs Crisis Response team has been responding to the humanitarian emergency in Tigray, Amhara, Afar, Somali Regions through an integrated Health, Nutrition, WASH, and Protection project to meet the critical needs of the conflict-affected population. FHI 360 aims to expand its reach to the Oromia Region in Negele East Borena, Ethiopia to provide humanitarian response to affected population and will be implementing the program with the Ethiopia-based national organization, Pastoralist Concern (PC).
POSITION OVERVIEW
Under the supervision of the Safety and Security Manager, he will oversee operations in the three offices located in the Amhara region. He will conduct regular field visits to ensure the safety and security of staff, programs, and assets. Additionally, he will collaborate with other INGOs operating in the region and actively contribute to the 'Saving Lives Together' initiative
KEY RESPONSIBILITIES AND DELIVERABLES
The primary functions of the senior safety and security officer are to oversee the implementation of all fhi360 CRR works related response activities and staffโs safety and well-being.
โข Support fhi360 CRR Security Manager in developing, implementing, and continuously updating security policies, plans, procedures, and protocols to ensure comprehensive safety measures across all operational areas.
โข Assume leadership of the security department in the absence of the Security Manager, ensuring seamless security operations and decision-making.
โข Establish and maintain strong, collaborative relationships with host country security agencies, acting as a key liaison between senior security professionals and local authorities to discuss potential risks, coordinate responses, and develop effective resolution strategies.
โข Maintain active dialogue with relevant authorities and international institutions such as PLSO, UNDSS, INGO Security Forum, and other Red Cross/Red Crescent movement partners to stay informed on security developments and coordinate joint efforts.
โข Serve as a vital member of the interdisciplinary team on matters of non-routine security incidents, including evacuations, medical emergencies, kidnapping threats, arms attacks, arrests, detentions, or hostilities that may jeopardize staff safety.
โข Conduct frequent field visits to provide direct security oversight and deliver timely analysis of evolving security dynamics on the ground
โข Support the development of policies and procedures for assessing crisis situations, conducting risk assessments, and preparing comprehensive contingency and emergency response plans.
โข Contribute to the ongoing evaluation and planning of air, land, and evacuation routes and resources, ensuring the availability and readiness of vehicles, aircraft, fuel supplies, and accessible roads during emergencies.
โข Regularly update fire evacuation plans, conduct fire drills, and organize staff training to enhance preparedness.
โข Conduct periodic security surveys of office, residential, and other operational premises to identify vulnerabilities and implement necessary security measures.
โข Keep staff fully informed about security issues affecting their safety through regular updates, briefings, and dissemination of security advisories.
โข Investigate security incidents such as theft, unauthorized entry, assaults, or other infractions, and prepare detailed reports with recommendations for preventive actions.
โข Manage, supervise, and coordinate all fhi360 security assistants, including developing and maintaining staff schedules, conducting security training, and fostering a security-conscious culture within the organization. Emphasize proactive security management and fostering a safety-first environment.
โข Reinforce commitment to staff safety, organizational integrity, and effective coordination with external agencies.
Educational/Training
Required
- Bsc degree in safety and security management, or related area of focus.
- Master in related field Plus.
Experience Required
- 4+ years of relevant experience with the first degree on implementing or leading senior security position.
- Practical experience in leading team is an advantage.
- Practical experience in crises response interventions
- Experience in developing safety and security plan, EAP, and other security related protocols.
- Language proficiency in written and spoken English.
- NGO experience is a plus.
- Computer proficiency.
- Good communication and report writing skill.
- Knowledge of written and spoken in the local languages of the respective regions.
