Following the rapid political shift in Damascus on 8 December 2024, Syria is undergoing a critical period of transformation. The transition has been marked by escalating tensions with the Syrian Democratic Forces (SDF), renewed regional disputes, and growing concerns over a potential resurgence of other groups. These developments have further intensified displacement across the country and complicated the dynamics of return, placing increased pressure on already vulnerable communities.ย
โIn response to the evolving situation, IOM has re-established its presence in Damascus and is rapidly scaling up emergency operations across the country, while maintaining cross-border assistance in northwest Syria. To meet urgent humanitarian needs, this response aims to assist 1.1 million people with life-saving support, including shelter, winterization, health care, protection services, camp coordination and management, and early recovery assistance.ย
Under the overall supervision of the Head of Resources Management and the direct supervision of the Head of Sub-Office , in collaboration with relevant units at Headquarters and the Administrative Centres, the successful candidate will be responsible and accountable for supporting the ย the resources management functions in Aleppo Sub-Office.
- Provide overall support to the Resources Management Unit (RMU) in financial, procurement, human resources, ICT and other administrative activities;
- Assist with the monitoring of and process and reconcile financial transactions and payments to staff and suppliers in a timely manner, maintain financial records using the IOM Enterprise Resource Planning (ERP) System in line with IOM financial regulations;
- Assist in the monitoring of budget versus actual financials for the operational activities of theย Sub-Office;
- Review validity checks on monthly payroll projectization results of the Field Office;
- Review the imprest accounts and guarantee the safe custody of all available cash;
- Contribute to the preparation of the ย SubOfficeย monthly accounts closure in compliance with the accounts closure checklist;
- Contribute to the preparation of budgets and accounting, financial, statistical and donor reports complying with relevant donor requirements;
- Maintain a filing system and ensure that all RMU documents and paid vouchers are properly filed and updated in the order in which they are entered in ORACLE;ย
- Validate that all Travel Authorizations, Including Security Clearance are duly completed before staff are authorized to travel and validate that all TAs and expense claims are duly completed and all supporting documents are attached prior to dispatch for computation and reimbursement;
- Provide general ย guidance and oversight on accounting, financial policies and procedures to the Sub-Officeย Units as required;ย
- Assist with the management of the office asset inventory in line with IOM Assets inventory policy and maintain an updated asset inventory report;
- ย Coordinate procurement activities including obtaining quotations, preparing evaluations and recommendations, issuing Purchase Requisitions (PR) Purchase Orders (PO) or Service Agreements (SA) and delivery of goods/services in accordance with IOM procurement guidelines;
- Liaise with the Country Offices with regard to the financial and administrative activities as required;
- ย Coordinate all administrative responsibilities, ensuring efficient field operations and resource optimization;
- Coordinate Field office Fleet management ensuring compliance with the organizational requirements, provide timely and efficient logistical support;
- ย ย Coordiate Sub-Field office ICT needs under the coordination of the missionโs ICT;
- Perform other duties as may be assigned. Education
- University degree in Accounting, Commerce, Business Administration with four years of relevant professional experience; or
- High school diploma with six years of relevant professional experience
- Professional certification as Chartered Accountant (CA) or Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) is an advantage. - Experience in financial administration including financial management, accounting and budgeting;
- Experience in human resources, procurement and logistics;
- Experience using an Enterprise Resource Planning systemย

- High level of computer literacy, good knowledge of MS Office, in particular in Excel
