Under the direct supervision of the Chief of Mission in Belarus and in close coordination with relevant units within the Country Office, Regional Office, and Headquarters (HQ), the incumbent will be responsible for supporting and implementing IOMโ€™s work in the area of PXD โ€“ migrantsโ€™ protection program area as well as PSEAH. The incumbent will be responsible to provide support for theย implementation, management and coordination of programs, projects and activities in the area of migrants protection including countering human trafficking, AVRR, humanitarian assistance as well as on the prevention of sexual exploitation, abuse and harassment.

โ€ข ย ย ย ย Lead and coordinate a developing, drafting, fundraising, coordination and implementation of projects in the thematic areas related to migrants protection including countering human trafficking, AVRR, humanitarian assistance and PSEAH;ย 
โ€ข ย ย ย ย Monitor implementation of the activities to ensure work is proceeding according to established plans; analyse implementation difficulties and make recommendations for adjusting implementation modalities;ย 
โ€ข ย ย ย ย Undertake analysis and draft regular progress and other reports, maintain proper information exchange on all operational aspects of the given programs/projects between IOM, donor and other Implementing partners and stakeholders;
โ€ข ย ย ย ย Monitor budget expenditures related to project activities to ensure their eligibility and cost-effectiveness, in coordination with the Resource Management unit;
โ€ข ย ย ย ย Compile, summarize, analyse, and present information/data on specific programs and projects, highlighting noteworthy issues for the consideration of appropriate parties;
โ€ข ย ย ย ย Draft status reports, including donor interim and final reporting and maintaining organized project records and update matrix of all program activities; identify shortfalls in delivery, bring them to the attention of the supervisor and suggest corrective measures; ย 
โ€ข ย ย ย ย Contribute to the identification of donorsโ€™ priorities and strategies, explore the possibility to develop follow-up initiatives and/or support the initiation of new programme development process and draft projects proposals, in relation to expressed governmental needs, donorsโ€™ priorities and in line with IOMโ€™s mandate and strategy;
โ€ข ย ย ย ย Participate in meetings and conferences; maintain effective liaison and coordination with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors, and other stakeholders relevant to the programs and projects;ย 
โ€ข ย ย ย ย Support in the inclusion of PSEAH within IOM Country Office Strategy, programming, risk mitigation and management, planning, reporting, monitoring and evaluation and budgeting; integrate PSEA programming into other existing mission programs and liaise with relevant donors;
โ€ข ย ย ย ย Support the development of an operational PSEAH Work Plan, in line with ย IOM and United Nations (UN) frameworks, and in coordination with ย senior management at the HQ, country and programmatic levels;
โ€ข ย ย ย ย Assist in ensuring the resulting work plan is detailed and operational with clear actions, roles and responsibilities to deliver on the actions, timeframes, technical and resource requirements, and internal reporting requirements;
โ€ข ย ย ย ย Serve as a resource for staff seeking advice on issues related to PSEAH, providing confidential support and guidance within country;
โ€ข ย ย ย ย Contribute to the in-country interagency UN PSEA Working Group (support in the development of the collective PSEA workplan, risk management plan, PSEA strategies, Standard Operating Procedures for an inter-agency Community-Based Complaint Mechanism, etc), as well as actively participate within IOM internal and other interagency PSEA communication and coordination initiatives;
โ€ข ย ย ย ย Participate in the development of a training plan and coordinate the delivery and organization of PSEAH trainings for IOM staff and related personnel, implementing partners , key institutional stakeholders;ย 
โ€ข ย ย ย ย Support the development and contribute to reporting on PSEAH and communication to highlight IOMโ€™s ย work; ย 
โ€ข ย ย ย ย Regularly carry out the monitoring of risk mitigation interventions to identify gaps; adjust programming, prevention and response efforts, as necessary; ย 
โ€ข ย ย ย ย Undertake duty travel as required; and,
โ€ข ย ย ย ย Perform any other duties as may be assigned.ย

EDUCATION

Bachelorโ€™s degree or higher in Law, International Relations, Psychology, Social Sciences, Development Studies and Planning or a related field from an accredited academic institution with four years of relevant professional experience; or, High School Degree/Certificate in the above fields with six years of relevant professional experience.

EXPERIENCE
ย 

Experience in program and project management as well as programme quality control; Broad knowledge in the areas of migrantโ€™s protection, countering human trafficking, AVRR, humanitarian assistance and PSEAH;ย  Experience in the fields of sexual exploitation and abuse, protection, child protection, gender-based violence, accountability to affected populations (AAP), gender mainstreaming and/or humanitarian affairs; Strong coordination and liaison experience within the UN system and amongst interagency partners, including governments, NGOs, and communities;ย  Demonstrated ability to work across a wide variety of sectors/teams on cross-cutting themes;ย  Good written and oral communication skills, effective in representation and liaison with external partners;ย  Experience in policy and proposal development and the creation of standard operating procedures and tools; and, Ability to organize work, work independently and prioritize work under pressure, coordinate multiple tasks, maintain attention to detail, and coordination with a variety of stakeholders.

Knowledge of UN and bilateral donor programming. Proven budget management and project management skills. Excellent leadership, coordination, and information management skills.
