Terms of Reference1. General Background
The United Nations High Commissioner for Refugees (UNHCR) is mandated to lead and coordinate international action to protect and assist forcibly displaced and stateless people.
Private Sector Partnerships Service (PSP) sits within UNHCR's Division of External Relations (DER) and is responsible for mobilizing resources from the private sector for forcibly displaced and stateless people. UNHCR has developed a Private Sector Fundraising Strategy focusing on both Individual Giving and Private Philanthropy, identifying priority fundraising markets and regions.
Senior PSP Assistant (Digital Performance Optimisation) is responsible for the day-to-day management of improving and optimizing overall digital performance through Digital Influencers and KOL Management as well as assisting in fundraising asset development for fundraising campaigns to optimization digital fundraising program across all UNHCR online platforms. The individual contractor will be assisting the concerned supervisor to optimize digital performance through the engagement with influencers, high-profile supporters and KOL that will create new online donors and supporters for PSP to acquire new donors as well as reactivating lapsed donors within budget given so that the programmes achieve the goal in generating sustainable income for UNHCR Thailand Multi-Country Office.
2. Purpose and Scope of Assignment
The main objective of this LICA is to assist in developing day-to-day management to acquire, engage and maintain relationship with existing and new digital influencers, key opinion leaders (KOL) and High-Profile supporters (HPS) through fundraising campaigns to optimize Digital fundraising campaigns and support Digital Fundraising programme. The following is a list of responsibilities for this LICA:
Overall
โข Growth of digital acquisition
โข Build relationships and cultivate partnership with digital influencers, HPS and KOLmanagement to support digital fundraising campaigns such as always-on digital fundraising campaign, emergency fundraising, digital monthly giving, and lead generation and conversion.
โข Contribute to embedding digital transformation and supporter experience across all lndividual Giving activity in line with the global strategy.
S/he is responsible for improve and optimise digital fundraising programโs performance by initiating, cultivating, engaging and maintaining relationship with existing and new supporters through proposal development, planning, execute engagement and retention activities using organic and paid media channels to significantly improve digital income and donors. Finding innovative new ways to execute impactful engagement activities and find the right channels to inspire influencers and their supporters to engage and donate with UNHCR, and increase awareness of refugee issues, in order to facilitate the growth in fundraising.
S/he will work with Digital Manager and Digital Fundraising team in integrated but diverse set digital infrastructure and environment. Knowledge and experience advertising or campaign management, matching influencers, developing proposal and engagement plan, performance monitoring, reporting and creative copywriting development for fundraising campaign with influencers, proposal development and briefing skills is a must. S/he will work with internal resources and/or external suppliers to generate digital content and engagement activities.
Key Responsibilities:
Digital Performance Optimisation
โข Work closely with digital fundraising team and agencies to develop strategy and plan to engage with HPS, Influencers and KOL.
โข Support in executing and optimizing digital campaigns from conception to campaign launch by acquiring new and maintain existing HPS, Influencers and KOLs.
โข Close collaboration with other digital team members; Digital Fundraising Programme Manager, and Graphic Designer to produce fundraising messages, creative assets, including images, videos and copies, for digital ads or promotion with a focus on driving conversions toward ROI goals and targets.
โข Drive significant improvements in digital income and donor acquisition by identifying innovative fundraising opportunities and channels through influencers, KOL and HPScollaborations.
โข Lead the execution of digital influencer campaigns, ensuring they meet UNHCR standards and KPIs.
โข Identify and onboard new Supporters: Initiate and build relationships with new digital influencers, KOL, and high-profile individuals who can advance UNHCRโs mission and Digital Fundraising goals. This includes thorough research and screening of prospects through UNHCRโ s Due Diligence mechanism to identify the right and most suitable persons.
โข Cultivate and maintain long-term, meaningful relationships with existing influencers and supporters to ensuring sustainable and impactful collaborations.
โข Serve as the primary point of contact and relationship manager for agencies, influencers and KOL engagement. Working with internal teams and global offices to ensure best practices and techniques are properly implemented.
โข Develop strategic engagement proposals tailored to specific influencers and campaigns.Including comprehensive engagement plans for influencers, KOL and HPS, outlining collaboration opportunities and mutual benefits to optimise digital fundrasing performance.
โข Create and lead implementation of influencers, KOL and HPS engagement and retention plans and strategies that align with Digital Fundraising target and ROI to ensure ongoing support and participation.
โข Generate innovative ideas to increase supporter engagement, drive donation, and awareness of refugees, displaced and stateless people issues.
โข Generate ideas, provide creative direction and develop compelling copywriting and digital asset including script, caption and other required assets that inspires influencers and their audiences to engage and donate especially on monthly basis.
โข Assist in audience researching, analysis of user behaviour and overall digital performance using digital tools to determine the most effective approach to define and reach our target audience.
โข Facilitation and activation of a fast emergency response across digital channels in collaboration with Digital team, providing digital assets for paid channels, such as paid search,social and display, as well as digital tracking instructions for agency and in house operation.
โข Trafficking and evaluating campaigns via Campaign manager for tracking purposes in order to measure the effectiveness of influencers, KOL and HPS collaborations, including engagement metrics and income contribution.
โข Active participation in forecasting, reporting, dashboard building, attribution-modelling and other projects with Digital Fundraising Programme Manager and Associate PSP Officer.
โข Provide ongoing actionable insights into campaign performance to relevant teams.
โข Support in overseeing and managing the overall budget to engage with influencers, KOL and HPS.
โข Support in close controlling of daily and monthly budgets, and post-campaign financial reconciliation with internal admin and finance teams to ensure timely payments to suppliers.
Others
โข Maintain knowledge of industry best practices and new technologies.
โข Work closely with Digital Content team to develop digital content to support digital fundraising campaign for UNHCR Thailandโs website, and social media such as Facebook,YouTube, Instagram, TikTok, LINE and podcasts.
โข Provide analytical and creative thinking ability of activities in the Digital Fundraising and Private Sector Partnership programmes.
โข Keep abreast of UNHCRโs work globally and communicate relevant information to existing and prospective audiences.
โข Ensure the design adheres to UNHCR style, guidelines, and brand book; specifically, regarding the font, color, and correct use of the UNHCR logo.
โข Perform other duties as required.

3. Monitoring and Progress Controls
The individual contractor will work in UNHCR, PSPโs office under the direct supervision of Associate PSP Officer. The contractor is required to run day-to-day management of to acquire, engage and maintain relationship with existing and new digital influencers, key opinion leaders (KOL) and High-Profile supporters (HPS) through fundraising campaigns to optimize Digital fundraising campaigns and support Digital Fundraising programme and completely perform other duties as required. โข Weekly, monthly and quarterly reports on digital performance optimisation through HPS, influencers and KOL management for digital fundraising campaign including recommendations for optimisations.
โข Manage influencers, KOL and HPS list and keep it up to date.
โข Positive feedback from KOL and HPS on their partnership with UNHCR
โข Monitor and provide regular analysis including reports and presentation on the digital performance optimisation from influencer campaigns. Using data to optimize future strategies and demonstrate impact.
โข Completion of the tasks and assignments detailed in the pre-agreed work plan to a suitably high standard.
โข Regular one-to-one meetings with the supervising officers.
โข Regular input and strategic support in developing paid media, paid search and email marketing strategies.
โข Regular audits of paid media, paid search and email marketing accounts with actionable recommendations, supervision of implementation and follow-up calls with Thailand team, regional hubs and digital agencies.
4. Qualifications and Experience
a.Education
โข Completion of High School Diploma or Bachelorโs degree or higher in Digital Marketing, Arts,Communication Arts, Faculty of Arts, Communication, Marketing, Public Relations, Political orSocial Sciences or related fields
b.Work Experience
QUALIFICATIONS AND EXPERIENCES
โข Minimum 2 years of experience for high school diploma or minimum 1-year relevant experience with Undergraduate degree or higher. Agency and non-profit experience are highly desirable.
โข Hands-on, demonstratable experience in managing campaigns across main digital channels, Influencer marketing, digital engagement or talent management. Strong knowledge of social media and digital platforms.
โข Experience in managing conversion campaigns, lead generation ads and awareness activities and advertising operations
โข Ability to analyse large data sets, pull meaningful insights and make recommendations, using analytics tools including Google Analytics as well as 3rd party tools.
โข Experience of setting up A/B and multivariate testing.
โข Solid understanding of direct-response performance marketing, conversion journeys, online donor acquisition and remarketing audiences
โข Project management experience including planning and schedule creation for digital marketing campaigns.
